reparations.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-JM4AG4ZX5ZG3FNS4AG55W2AWWY\">Lawmakers wearing scarves in the colours of the national flag rose to their feet and chanted \u201clong live <a href=\"https:\/\/www.thenationalnews.com\/tags\/algeria\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/algeria\/\">Algeria<\/a>\u201d as they applauded the progress of the bill, which states that France holds \u201clegal responsibility for its colonial past in Algeria and the tragedies it caused\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-CKYVZ73OIJFLPME3PC4Q2ITHKQ\">France&#8217;s rule over the<a href=\"https:\/\/www.thenationalnews.com\/tags\/north-africa\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/north-africa\/\"> North African <\/a>country, which lasted from 1830 until 1962, still blights relations between the two countries.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-4-WXPZX57T4RHSLEDH6TWPHI3QDY\">The<a href=\"https:\/\/www.thenationalnews.com\/tags\/france\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/tags\/france\/\"> French<\/a> Foreign Ministry said the move was \u201chostile\u201d and counterproductive to \u201cthe desire to resume Franco-Algerian dialogue and to calm discussions on historical issues\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-5-6N2WQGDEOZGSTCQ46JWT2RKGV4\">The vote comes as the two countries are embroiled in a major diplomatic crisis, and while the move is largely symbolic, it is politically significant, one analyst said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-7-NQZVLNJUTRHRDAI2DT2XBJYFSE\">The legislation lists the \u201ccrimes of French colonisation\u201d, including nuclear tests, extrajudicial killings, physical and psychological torture, and the systematic plundering of resources.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-CAHEYVYI5RD57HMLYSE6RX2FX4\">It states that \u201cfull and fair compensation for all material and moral damages caused by French colonisation is an inalienable right of the Algerian state and people\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-WYED3JEGHBDQNF3GTYREDCMI2E\">The new law also criminalises what it calls glorification of French colonialism in any form, including acts, writing and videos.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-XI4YFEAK6VFPTEY2FJJPC7SRCY\">Those convicted may face a prison term of up to 10 years and a fine of as much as one million dinars ($7,720) though it does not precisely define what would count as glorifying.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-EIQFBZ4AMZHE3IIVEO3WMEFORM\">The Parliament\u2019s speaker Brahim Boughali said the vote would send \u201ca clear message, both internally and externally, that Algeria&#8217;s national memory is neither erasable nor negotiable\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-3QDBKE7XJRDGNH5EPTGHTLR4YU\">The period of French rule was marked by mass killings and large-scale deportations, all the way up to the bloody <a href=\"https:\/\/www.thenationalnews.com\/world\/europe\/france-admits-to-using-torture-during-algeria-s-war-of-independence-1.770146\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/world\/europe\/france-admits-to-using-torture-during-algeria-s-war-of-independence-1.770146\">war of independence <\/a>from 1954-1962.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-14-GWHWPGOYKBCGZFSD5GMVNV56V4\">Algeria said<a href=\"https:\/\/www.thenationalnews.com\/world\/europe\/after-50-years-algeria-still-waits-for-an-apology-from-france-1.440841\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/world\/europe\/after-50-years-algeria-still-waits-for-an-apology-from-france-1.440841\"> the war <\/a>killed 1.5 million people, while French historians put the death toll at 500,000 in total, 400,000 of them Algerian.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-2U3JPFV6SVHR5E4ZRTKHXIBGGQ\">French President Emmanuel Macron has previously acknowledged the colonisation of Algeria as a \u201ccrime against humanity\u201d but has stopped short of offering an apology.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-BN55ROM3NBB6HMPW63NKP2KZQQ\">Hosni Kitouni, a researcher in colonial history at the University of Exeter in the UK, said that \u201clegally, this law has no international scope and therefore is not binding for France\u201d.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-Z2I5QRAQLJBN5M7GMYDECWLEJY\">But \u201cits political and symbolic significance is important: it marks a rupture in the relationship with France in terms of memory\u201d, he added.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-6WJCTRUOOFDCZKNV7PP7QUS4PI\">The move comes at a time of<a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/16\/tension-between-algeria-and-france-flares-up-amid-tit-for-tat-expulsions\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/16\/tension-between-algeria-and-france-flares-up-amid-tit-for-tat-expulsions\/\"> diplomatic friction<\/a> between Paris and Algiers that began last year, when France officially backed Moroccan sovereignty over the disputed <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/11\/01\/un-security-council-votes-in-favour-of-moroccos-autonomy-plan-for-western-sahara\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/11\/01\/un-security-council-votes-in-favour-of-moroccos-autonomy-plan-for-western-sahara\/\">Western Sahara<\/a> region, where Algeria supports the pro-independence Polisario Front.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-ABSX3VTXDJBKJKNGTPFVFCVVIE\">Several events have since inflamed tensions, such as the conviction and imprisonment of the French-Algerian writer <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/07\/france-wants-gesture-of-humanity-from-algeria-after-ministerial-visit-cools-tensions\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/07\/france-wants-gesture-of-humanity-from-algeria-after-ministerial-visit-cools-tensions\/\">Boualem Sansal<\/a>, who was pardoned following German intervention.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-MXZB3C2GOFGFFBZJCB6KS5JY4Q\">Sansal, 81, who has cancer, had been living in France but was <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/07\/france-wants-gesture-of-humanity-from-algeria-after-ministerial-visit-cools-tensions\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/04\/07\/france-wants-gesture-of-humanity-from-algeria-after-ministerial-visit-cools-tensions\/\">detained <\/a>while visiting Algeria in November for statements to a French media outlet in which he endorsed Morocco&#8217;s position that part of its territory was seized during French colonial rule and annexed to Algeria.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-21-YNMJ2PBWXJCXLEIBFNL7IAJFRQ\">He was charged under Algeria\u2019s anti-terrorism laws and convicted
