{"id":65734,"date":"2025-05-01T13:08:15","date_gmt":"2025-05-01T13:08:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/65734\/"},"modified":"2025-05-01T13:08:15","modified_gmt":"2025-05-01T13:08:15","slug":"sixteen-eu-states-seeking-budget-exemption-so-they-can-boost-defence-spending-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/65734\/","title":{"rendered":"Sixteen EU states seeking budget exemption so they can boost defence spending \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph\">A total of 16 <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> member states are planning to make use of relaxed budget rules to free up money to spend on defence in an effort to reduce their reliance on the <a href=\"https:\/\/www.irishtimes.com\/tags\/united&#x2013;states\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united&#x2013;states\">United States<\/a> to guarantee the continent\u2019s security. <\/p>\n<p class=\"c-paragraph paywall\">Given the question mark over future US support for <a href=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ukraine-crisis\">Ukraine<\/a> in the war with <a href=\"https:\/\/www.irishtimes.com\/tags\/russia\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/russia\">Russia<\/a>, EU states have been under pressure to ramp up their defence spending to deter any future threat from Moscow. <\/p>\n<p class=\"c-paragraph paywall\">Earlier this year EU leaders agreed on a plan that they hoped might see hundreds of billions of euro more spent on defence over the coming years. <\/p>\n<p class=\"c-paragraph paywall\">The plan included offering capitals cheap loans backed by the EU budget and easing rules meant to keep national spending in check if the money was invested in defence and military projects. <\/p>\n<p class=\"c-paragraph paywall\">To date 12 EU states have applied to exempt defence spending when calculating whether their budget deficits fall under a 3 per cent ceiling set by the bloc. <\/p>\n<p class=\"c-paragraph paywall\">Those who have applied to avail of the defence spending loophole are: Germany, Poland, Belgium, Denmark, Portugal, Estonia, Finland, Latvia, Greece, Slovakia, Hungary and Slovenia. The <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a>, which proposed the defence plan, said it was now assessing the requests. <\/p>\n<p class=\"c-paragraph paywall\">The governments of Lithuania, Bulgaria, Croatia and the Czech Republic are finalising their applications to make use of the budget deficit exemption. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"www.irishtimes.com\/politics\/2025\/03\/06\/eu-leaders-back-major-defence-spending-plan-in-response-to-existential-challenge-of-war-in-ukraine\/\">EU leaders back major defence spending in response to \u2018existential challenge\u2019 in Ukraine<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall\">Under the plan EU states would be given leeway to spend an extra 1.5 per cent of their gross domestic product on defence a year, before the commission would try to rein in budget overruns. A decision on the applications to avail of the deficit exemptions is expected in the coming weeks. <\/p>\n<p class=\"c-paragraph paywall\">Diplomats are still debating the scope of another plank of the plan to boost defence spending, which would see the commission extend cheap loans to national capitals. The funding would be contingent on states grouping together on joint projects and orders, as well as spending a significant portion of the money in Europe. <\/p>\n<p class=\"c-paragraph paywall\">Countries outside of the EU who have defence pacts with the union would also be allowed to take part. <\/p>\n<p class=\"c-paragraph paywall\">At a closed-door meeting this week diplomats from EU states called for tweaks to the commission\u2019s proposal.
