{"id":659999,"date":"2025-12-29T09:58:15","date_gmt":"2025-12-29T09:58:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/659999\/"},"modified":"2025-12-29T09:58:15","modified_gmt":"2025-12-29T09:58:15","slug":"wales-at-risk-of-decades-long-delay-in-completing-active-travel-network","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/659999\/","title":{"rendered":"Wales at risk of decades-long delay in completing active travel network"},"content":{"rendered":"<p>\n                Wrexham.com &gt; News\n              <\/p>\n<p> <strong>Posted:<\/strong> Mon 29th Dec 2025 <\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/12\/bike-Cycle-Lane-2-840x420.jpg\" alt=\"Wrexham.com for people living in or visiting the Wrexham area\"\/><\/p>\n<p>Wales could face decades of delay in completing its active travel network unless local authorities are supported to work together regionally.<\/p>\n<p>That is the warning in a new report from the Senedd\u2019s Public Accounts and Public Administration Committee, which described progress across Wales as \u201cpainfully slow.\u201d<\/p>\n<p>&#13;<br \/>\n\t\t           &#13;<br \/>\n\t\t         &#13;<br \/>\n\t\t&#13;<br \/>\n\t\t&#13;<br \/>\n\t\t&#13;<\/p>\n<p>The Welsh Government\u2019s target is for 45% of journeys to be by sustainable modes by 2040, but the Committee argues this will not be achieved without a coordinated regional approach.<\/p>\n<p>It has now called on the Welsh Government to commit to long-term funding, stronger leadership, and a renewed focus on behaviour change and inclusivity.<\/p>\n<p><strong>Planning across regions<\/strong><\/p>\n<p>&#13;<br \/>\n\t\t&#13;<\/p>\n<p>The report highlights that many local authorities lack the capacity and expertise to deliver active travel effectively.<\/p>\n<p>It recommends a regional approach, shifting from individual local authorities to coordinated planning across regions, led by the Corporate Joint Committees, the Regional Transport Plans and Transport for Wales.<\/p>\n<p>Transport for Wales (TfW) will have a central role in making a regional approach work, according to the Committee. Not only can TfW provide technical expertise, it can also ensure consistent design and integrate active travel with wider transport plans.<\/p>\n<p><strong>Behaviour change and inclusivity<\/strong><\/p>\n<p>The committee has also argued that building routes alone will not lead to a change in people\u2019s habits.<\/p>\n<p>Instead it suggests that an \u201ceffective and meaningful national behaviour change programme\u201d will be needed to convince people to leave the car at home for everyday trips. This, the committee says, should be led by the Welsh Government, designed in partnership with stakeholders and delivery partners, particularly local communities, to maximise its impact.<\/p>\n<p>The report found that there is also a need for inclusivity to ensure that active travel routes are successful.<\/p>\n<p>Many existing routes remain inaccessible for disabled and older people, and the report calls for robust design standards and early, meaningful engagement with communities to ensure active travel works for everyone.<\/p>\n<p>Chair of the Senedd\u2019s Public Accounts and Public Administration Committee, Mark Isherwood MS said: \u201cActive travel is essential for a healthier, more energy efficient Wales, but progress has been painfully slow.<\/p>\n<p>\u201cThe Welsh Government must lead from the front and support local authorities by introducing a regional delivery model, with Transport for Wales playing a central role in providing expertise and coordination.<\/p>\n<p>\u201cThis approach will improve efficiency and ensure consistent standards across Wales.<\/p>\n<p>\u201cWe also need an impactful national behaviour change programme to encourage people to leave the car at home, and we must involve local voices at every stage of planning. Active travel must work for everyone, improving health, cutting emissions and making our communities better places to live.<\/p>\n<p>\u201cWe note this year\u2019s Annual Report by the Active Travel Board, published earlier this week, which set out a range of modest gains in active travel in Wales.<\/p>\n<p>\u201cWe welcome these gains but as both our report found and as reflected in the Active Travel Board\u2019s report, the challenges ahead are significant, and we have both made recommendations on how these challenges can be met.\u201d<\/p>\n<p>The report will be sent to the Welsh Government for its response before a Senedd debate.<\/p>\n<p><strong>Spotted something?
