The Chancellor extended a freeze on the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/lifestyle\/money\/uk-government-pensioner-tax-petition-36378047\" target=\"_blank\" aria-label=\"Personal AllowanceLink opens in a new tab.\" rel=\"follow noopener\" tabindex=\"0\">Personal Allowance<\/a> at \u00a312,570 and National Insurance thresholds until 2031, meaning people face being dragged into paying higher rates as their wages increase over time.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/cps.org.uk\/\" target=\"_blank\" aria-label=\"Centre for Policy Studies Link opens in a new tab.\" rel=\"nofollow noopener\" tabindex=\"0\">Centre for Policy Studies <\/a>(CPS) said someone earning \u00a350,000 today would be \u00a3505 worse off in real-terms by 2030\/31, despite their salary being forecast to increase by more than \u00a36,000.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The centre-right CPS said there was a \u201crather sunnier\u201d picture for pensioners and those on the standard allowance for <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailyrecord.co.uk\/all-about\/universal-credit\" target=\"_blank\" increase each year in-line with whichever is the highest of average annual earnings growth from May to July, Consumer price Index (CPI) inflation rate in the year to September or 2.5 per cent.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Thanks to the uprating measure, a pensioner could expect to be at least \u00a3306 better off in real terms in 2030\/31 than in 2025\/26.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">If, as Ms Reeves has indicated, she will exempt people relying on the State Pension from paying income tax even once the payment crosses the Personal Allowance threshold, they could be \u00a3537 better off in real terms.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The CPS said the increases in the standard rate of Universal Credit will mean someone on out-of-work benefits would be \u00a3290 better off at the end of the decade.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The CPS analysis used Office for Budget Responsibility (OBR) inflation and wage growth forecasts in its calculations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It said a combination of poor forecast wage growth and frozen income tax thresholds means that \u201cmany workers will be worse off by 2030 than they are today, in contrast to those who receive their income from the state, whether via a pension or benefits\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Daniel Herring, CPS head of economic and fiscal policy, said: \u201cLabour\u2019s tax policy is quietly hammering workers while protecting pensioners and benefit recipients.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cFreezing the personal allowance for income tax will hit everyone, but it\u2019s those who are dragged into higher tax bands who will really suffer, to the point where a worker on \u00a350,000 today is set to actually be poorer in five years\u2019 time, despite getting pay rises.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cMeanwhile, the state pension and universal credit will both be worth more in real terms.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThis is fiscal drag in action, raising taxes for millions of workers through the back door.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The freeze in personal tax thresholds is expected to raise around \u00a323 billion for the Exchequer in 2030\/31.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">At the time of the Budget in November 2025, Ms Reeves said she was \u201casking everyone to make a contribution\u201d to help fund public services and investment.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">A Treasury spokesman said: \u201cIn the budget we increased the national living wage and national minimum wage and took \u00a3150 off people\u2019s energy bills, extended the freeze on prescription fees, fuel duty and froze rail fares for the first time in 30 years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThe fair and necessary decisions we made at the budget mean we can deliver on the country\u2019s priorities \u2013 cut waiting lists, cut debt and borrowing and cut the cost of living.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Shadow chancellor Sir Mel Stride said: \u201cLabour\u2019s stealth tax raid is taking money from workers\u2019 pay packets to fund billions in extra welfare spending.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAt her first budget Rachel Reeves said freezing tax thresholds would hurt working people.
