{"id":671582,"date":"2026-01-03T17:18:09","date_gmt":"2026-01-03T17:18:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/671582\/"},"modified":"2026-01-03T17:18:09","modified_gmt":"2026-01-03T17:18:09","slug":"volodymyr-zelenskyy-overhauls-ukraines-security-apparatus","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/671582\/","title":{"rendered":"Volodymyr Zelenskyy overhauls Ukraine\u2019s security apparatus"},"content":{"rendered":"<p>Volodymyr Zelenskyy has launched a major shake up of Ukraine\u2019s security apparatus, appointing his top military intelligence chief as head of the presidential office and nominating a new defence minister.<\/p>\n<p>The reshuffle of the Ukrainian president\u2019s top team comes weeks after a corruption scandal unleashed an acute political crisis that resulted in the sacking of the previous head of his office.<\/p>\n<p>Zelenskyy said on Friday that he had begun a \u201csubstantial overhaul [and] internal changes to make Ukraine more resilient\u201d as the country faces a pivotal moment in efforts to end the war with Russia.<\/p>\n<p>Decrees published on Zelenskyy\u2019s <a href=\"https:\/\/www.president.gov.ua\/en\" title=\"\" data-trackable=\"link\" target=\"_blank\" rel=\"noopener\">official website<\/a> confirmed the appointment of Kyrylo Budanov as head of the presidential office \u2014 a position that gives him the role of chief of staff. Budanov was previously head of the HUR, the military intelligence agency.<\/p>\n<p>Zelenskyy said he had offered the position of defence minister to Mykhailo Fedorov, a longtime ally who has overseen the modernisation of administrative services as digital transformation minister.<\/p>\n<p>On Saturday Zelenskyy said he would nominate defence minister Denys Shmyhal to become energy minister, and that he would replace the heads of five regions across the country. Shmyhal\u2019s nomination will have to be approved by the parliament.<\/p>\n<p>The reshuffle comes as Ukrainian negotiators press for security guarantees from western allies, amid US President Donald Trump\u2019s push to end the war with Russia.<\/p>\n<p>Budanov, who is among the few Ukrainian officials to keep an open line with Moscow through the war, including on prisoner exchanges, could be a valuable asset as peace talks continue. <\/p>\n<p>Budanov said it was \u201can honour and a responsibility to focus on the critically important issues of our state\u2019s strategic security at this historic time for Ukraine\u201d. <\/p>\n<p>Fedorov, who has also served as first deputy prime minister, has played a central role in shaping Ukraine\u2019s high-tech response to Russia\u2019s full-scale invasion, particularly its so-called \u201cdrone line\u201d \u2014 a defensive line of drones meant to cause maximum damage against Moscow\u2019s invading forces. <\/p>\n<p>\u201cMykhailo is deeply involved in the issues related to the \u2018drone line\u2019 and works very effectively on digitalising public services and processes,\u201d Zelenskyy said in his evening address on Friday.<\/p>\n<p>\u201cTogether with all our military, the army command, national weapons producers and Ukraine\u2019s partners, we must implement defence-sector changes that will be of help.\u201d<\/p>\n<p>Ukraine\u2019s parliament must approve Zelenskyy\u2019s nomination of Fedorov as defence minister.<\/p>\n<p>The president appointed Oleh Ivashchenko, head of the foreign intelligence service, as the new boss of the HUR.<\/p>\n<p>He also moved Serhii Deineko, head of the state border guard service, to the ministry of internal affairs.<\/p>\n<p>Zelenskyy said that \u201cin the near future\u201d interior minister Ihor Klymenko \u201cwill propose candidates\u201d to replace Deineko.<\/p>\n<p>He added that outgoing defence minister Denys Shmyhal would be reassigned to a different position.<\/p>\n<p>People familiar with Budanov\u2019s appointment said Zelenskyy had pressed him to accept the position over the course of the past month and that the intelligence chief had been hesitant at first. <\/p>\n<p>The 39-year-old\u2019s profile has been boosted by slick public relations on social media and the HUR\u2019s high-stakes operations that have given him cult-like popularity. <\/p>\n<p>Polls have regularly named Budanov as one of Ukraine\u2019s most popular political figures, leading to speculation that he could be one of the main opponents of Zelenskyy in future elections. <\/p>\n<p>But the head of the presidential office \u2014 a crucial role in Ukraine\u2019s opaque politics, despite technically being an administrative post \u2014 is traditionally a lightning rod for criticism. <\/p>\n<p>Andriy <a href=\"https:\/\/www.ft.com\/content\/001a05d9-3ce4-4c15-903e-fbc4894085f2\" title=\"\" data-trackable=\"link\" target=\"_blank\" rel=\"noopener\">Yermak<\/a>, the previous holder of the chief of staff role, became Ukraine\u2019s top negotiator as Trump sought to bring a quick end to the war with Russia.<\/p>\n<p class=\"n-content-recommended__title o3-type-body-highlight\">Recommended<\/p>\n<p><a href=\"https:\/\/www.ft.com\/content\/98c005cd-7def-44b5-a938-5243c77520a9\" data-trackable=\"image-link\" data-trackable-context-story-link=\"image-link\" tabindex=\"-1\" aria-hidden=\"true\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"o-teaser__image\" src=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fimages.ft.com%2Fv3%2Fimage%2Fraw%2Fhttps%253A%252F%252Fd1e00ek4ebabms.cloudfront.net%252Fproduction%252Fa61babdf-e9c4-46c1-803b-154177581180.jpg%3Fsource%3Dnext-article%26fit%3Dscale-down%26quality%3Dhighest%26width%3D700%26dpr%3D1?source=next&amp;fit=scale-down&amp;dpr=2&amp;width=240\" alt=\"Kyrylo Budanov in his office\"\/><\/a><\/p>\n<p>His ousting after the corruption scandal in the energy sector also led to two ministers resigning. <\/p>\n<p>Under Budanov, the HUR has transformed into a modern intelligence agency and also strengthened its ties to the CIA, people familiar with the matter said. <\/p>\n<p>However, Budanov has at times come under scrutiny from Ukraine\u2019s western partners, who have warned him off especially brazen plans for fear they could escalate the war, these people added.<\/p>\n<p>The HUR has been involved in sabotage operations in Russia \u2014 including assassinations of high-profile military figures \u2014 as well as in Moscow-controlled Ukrainian regions.<\/p>\n<p>Several of its units fight on the frontline, and were recently involved in a rare helicopter raid on the outskirts of Pokrovsk, a stronghold in eastern Ukraine that Russian forces have tried to seize for several months.<\/p>\n<p>Ukraine\u2019s allies met in Kyiv on Saturday to discuss security guarantees as well as the country\u2019s economic recovery. The meeting brought together security advisers from 15 European countries and Canada, as well as representatives from the EU, European Council and Nato.<\/p>\n<p>\u201cOur discussions are moving forward along three key directions \u2014 security guarantees, reconstruction and a basic framework for a real rebuilding,\u201d Zelenskyy said on X.<\/p>\n<p>The first part of the meeting allowed Kyiv\u2019s allies to go through the documents prepared over the past weeks in a bid to agree on security guarantees for Ukraine and formulate a peace plan that would be presented to Russia, said Sergiy Kyslytsya, Ukraine\u2019s first deputy foreign minister and a member of Ukraine\u2019s negotiating team.<\/p>\n<p>\u201cThis was not a negotiation session at the expert level.
