All the parties went out of their way to thank Mr Kushner and Mr Trump\u2019s peace envoy, Steve Witkoff, for being present for the first time at a coalition of the willing summit and providing the support needed to move on with the peace plan.<\/p>\n<p>Mr Macron noted how the agreement was fulfilling Mr Trump\u2019s wishes for Europe to take more responsibility for its own defence as part of increasing its military spending and footprint.<\/p>\n<p>However, the coalition of the willing agreement could delay a ceasefire; Vladimir Putin has already made it clear he opposes a foreign military presence in Ukraine after the war ends.<\/p>\n<p>In his statement on the new agreement, Sir Keir said: \u201cThis is a declaration of intent to deploy forces to Ukraine in the event of a peace deal. This is a vital part of our iron-cast commitment to stand with Ukraine for the long term.<\/p>\n<p>\u201cThe \u2018Multinational Force for Ukraine\u2019 will act as a reassurance force to bolster security guarantees and Ukraine\u2019s ability to return to peace and stability by supporting the regeneration of Ukraine\u2019s own forces.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/TRUMP_CONGRESO_REPUBLICANOS_62590.jpg\"  loading=\"lazy\" alt=\"Trump is now willing to back the coalition of the willing to guarantee peace\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>Trump is now willing to back the coalition of the willing to guarantee peace (AP)<\/p>\n<p>\u201cThe signing of the declaration paves the way for the legal framework to be established for French and UK forces to operate on Ukrainian soil, securing Ukraine\u2019s skies and seas and building an armed forces fit for the future.\u201d<\/p>\n<p>He added: \u201cIn today&#8217;s discussions, we have also gone into greater detail about the mechanics of the deployment of the force on the ground. Alongside our plans for a coordination cell, post-ceasefire, the UK and France will also establish \u2018military hubs\u2019 across Ukraine to enable the deployment and build protected facilities for weapons and military equipment to support Ukraine&#8217;s defensive needs.\u201d<\/p>\n<p>The French president dubbed the agreement the \u201cParis Declaration\u201d as he proclaimed the \u201csignificant progress\u201d made at the summit.<\/p>\n<p>A summary of the agreement shared by the Elys\u00e9e, the official residence of the French president, said the agreement would include a \u201cproposed US-led ceasefire monitoring and verification mechanism\u201d.<\/p>\n<p>It would also include a long-discussed \u201cmultinational force for Ukraine\u201d, led by European allies, \u201cwith the involvement also of non-European members of the coalition, and the proposed support of the US\u201d.<\/p>\n<p>There are also \u201cbinding commitments to support Ukraine in the case of a future armed attack by Russia in order to restore peace\u201d.<\/p>\n<p>President Zelensky said that the agreements \u201cdo not go far enough yet\u201d but welcomed the deal and America\u2019s support.<\/p>\n<p>Mr Kushner was pressed on whether the US would provide military support if allies were attacked attempting to guarantee the peace in Ukraine, and insisted: \u201cAmerica strongly, strongly, strongly stands behind those security guarantees. The president does not back down from his commitments.\u201d<\/p>\n<p>He said that a security guarantee for Ukraine is about having &#8220;real backstops&#8221; to prevent conflicts in Eastern Europe.<\/p>\n<p>Mr Kushner said: \u201cI think today was a very, very big milestone, and I thank President Macron for assembling this and for all of the work that everyone here has done behind the scenes to bring this together.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/France_Russia_Ukraine_War_33625.jpg\"  loading=\"lazy\" alt=\"France Russia Ukraine War\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>France Russia Ukraine War<\/p>\n<p>Mr Kushner, who was previously a senior adviser to his father-in-law Mr Trump, said the US president sought \u201ca deal where both sides look to de-escalate\u201d and added: \u201cYou create a robust deterrence, you know, peace through strength, where it\u2019s unlikely that somebody will ever go and start this again.\u201d<\/p>\n<p>He added: \u201cThis is a really important building block towards an eventual peace deal, and I think that it\u2019s a big, big milestone that\u2019s reached today between the Europeans, with the coalition of the willing.\u201d<\/p>\n<p>It comes amid concerns that the US is positioning itself as \u201chostile actor\u201d within Nato and turning its back on European allies. Just hours after the Ukraine deal was announced, the White House doubled down on Trump\u2019s insistence that the US is &#8220;discussing options for acquiring Greenland&#8221; as a \u201cnational security priority\u201d. <\/p>\n<p>Greenland is a territory of Denmark, a key and longterm Nato ally. European leaders also released a statement on Tuesday insisting the future of Greenland \u201cbelongs to its people\u201d.<\/p>\n<p>Rose Gottemoeller, who served as deputy secretary-general of Nato during Trump\u2019s first administration, told The Independent that any attempt to unilaterally annex the strategic mineral-rich island would force the alliance through an \u201cexistential\u201d crisis.<\/p>\n<p>\u201cNato European countries have woken up to the fact that they&#8217;re going to have to go it alone without the United States.
