Because the app&#8217;s broadcasting feature <a class=\"link \" href=\"https:\/\/www.engadget.com\/whatsapps-new-channels-feature-lets-accounts-send-one-way-updates-to-followers-090843232.html\" data-i13n=\"cpos:2;pos:1\" data-ylk=\"slk:WhatsApp Channels;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas\" target=\"_blank\" rel=\"noopener\">WhatsApp Channels<\/a> grew to around 51.7 million average monthly active users in the European Union in the first six months of 2025, the feature has crossed the 45-million-person barrier that lets DSA rules apply.<\/p>\n<p class=\"col-body mb-4 leading-7 text-[18px] md:leading-8 break-words min-w-0 charcoal-color\">A platform is designated as a <a class=\"link \" href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/dsa-vlops\" data-i13n=\"cpos:3;pos:1\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:&quot;very large online platform&quot;;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\">&#8220;very large online platform&#8221;<\/a> or VLOP once it has 45 million monthly users or more, according to the European Commission. Once an app or service passes that amount, it&#8217;s subject to the DSA and all its rules about how digital platforms should operate, particularly around removing illegal or harmful content. Companies can be fined up to six percent of their global annual revenue for not complying with the DSA.<\/p>\n<p class=\"col-body mb-4 leading-7 text-[18px] md:leading-8 break-words min-w-0 charcoal-color\">WhatsApp traditionally functions as a private messaging app, but its Channels feature, which lets users make one-sided posts to anyone who follows their channel, does look a lot more like Meta&#8217;s other social media platforms. &#8220;So here we would indeed designate potentially WhatsApp for WhatsApp Channels and I can confirm that the Commission is actively looking into it and I wouldn&#8217;t exclude a future designation,&#8221; a Commission spokesperson said in a daily news briefing Reuters viewed.<\/p>\n<p>Engadget has asked Meta to comment on WhatsApp\u2019s possible new designation. We\u2019ll update this article if we hear back.<\/p>\n<p class=\"col-body mb-4 leading-7 text-[18px] md:leading-8 break-words min-w-0 charcoal-color\">The possibility that WhatsApp could become a regulatory target in the EU was <a class=\"link \" href=\"https:\/\/www.engadget.com\/big-tech\/whatsapp-will-reportedly-face-further-eu-regulation-150037042.html\" data-i13n=\"cpos:4;pos:1\" data-ylk=\"slk:first reported;cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" target=\"_blank\" rel=\"noopener\">first reported<\/a> in November 2025, but Meta has been dealing with DSA-related fines since well before then. Meta was <a class=\"link \" href=\"https:\/\/www.engadget.com\/big-tech\/eu-charges-meta-and-tiktok-over-failures-to-tackle-illegal-content-121533180.html\" data-i13n=\"cpos:5;pos:1\" data-ylk=\"slk:charged with violating the EU law;cpos:5;pos:1;elm:context_link;itc:0;sec:content-canvas\" target=\"_blank\" rel=\"noopener\">charged with violating the EU law<\/a> in October 2025 because of how it asks users to report illegal content on Facebook and Instagram.
