Several chickens out of focus in the background\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/381781_gettyimages1217649450_837429.jpg\"   loading=\"eager\" class=\"lazyloaded\" width=\"6208\" height=\"4139\"\/><\/p>\n<p>The <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/government-and-regulation\/2913.subject\" rel=\"intextlink_9 noopener\" target=\"_blank\">government<\/a> has unveiled proposals it says will improve the quality of life for laying hens and lambs as part of significant <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/animal-welfare\/260.subject\" rel=\"intextlink_0 noopener\" target=\"_blank\">animal welfare<\/a> reforms.<\/p>\n<p>Under the proposals, all colony cage systems across the laying hen sector would be phased out by 2032, including for smaller producers.<\/p>\n<p>Tighter restrictions on sheep mutilation practices, such as castration and tail docking, which cause pain to lambs and are often carried out without pain relief, are also being consulted on.<\/p>\n<p>The proposals make up part of the first step towards advancing animal <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/welfare-and-safety\/2880.subject\" rel=\"intextlink_11 noopener\" target=\"_blank\">welfare<\/a> reforms outlined in <a href=\"https:\/\/www.thegrocer.co.uk\/news\/animal-welfare-strategy-concerns-farmers-and-delights-campaigners\/713389.article\" target=\"_blank\" rel=\"noopener\">the long-awaited Animal Welfare Strategy which was published in December<\/a>.<\/p>\n<p>\u201cWe are committed to improving the lives of <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/farming\/269.subject\" rel=\"intextlink_6 noopener\" target=\"_blank\">farm<\/a> animals and to supporting <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/farming\/269.subject\" rel=\"intextlink_4 noopener\" target=\"_blank\">farmers<\/a> to produce food sustainably, profitably and to the high standards consumers expect,\u201d said <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/farming\/269.subject\" rel=\"intextlink_5 noopener\" target=\"_blank\">farming<\/a> minister Angela Eagle. \u201cBritish consumers want high animal welfare standards and these measures reflect those values, creating healthier livestock and high welfare food production.\u201d<\/p>\n<p>Read more<\/p>\n<p>While a small part of the market, accounting for just over 20% of UK shell <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/eggs-and-poultry\/141.subject\" target=\"_blank\" rel=\"intextlink_3 noopener\">egg<\/a> production, the government said the phasing out of enriched cage <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/eggs-and-poultry\/141.subject\" target=\"_blank\" rel=\"intextlink_2 noopener\">eggs<\/a>\u00a0would bring <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/government-policy\/673.subject\" rel=\"intextlink_10 noopener\" target=\"_blank\">policy<\/a> in line with best practice and public support.\u00a0All major retailers other than <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/asda\/37.subject\" rel=\"intextlink_1 noopener\" target=\"_blank\">Asda<\/a>, <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/lidl\/109.subject\" rel=\"intextlink_8 noopener\" target=\"_blank\">Lidl<\/a> and <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/iceland\/100.subject\" rel=\"intextlink_7 noopener\" target=\"_blank\">Iceland<\/a> have moved to 100% cage-free systems.<\/p>\n<p>\u201cWe are optimistic that this will be the first of many meaningful and lasting changes,\u201d said Anthony Field, head of Compassion in World Farming. \u201cPhasing out cages for the millions of hens kept behind bars every year cannot come soon enough, and we hope the outcome of this consultation will be an ambitious timeline for phasing out these cruel systems.\u201d<\/p>\n<p>The proposals also include new expectations for farmers to take steps to minimise pain when castration and tail docking has to be carried out for lambs.<\/p>\n<p>According to the government, changes could include greater use of pain relief and consideration of alternative methods which farmers would\u00a0get improved access to. This reflects the latest scientific evidence and follows expert advice from the Animal Welfare Committee.<\/p>\n<p>This was also welcomed by CIWF as lambs are \u201croutinely subjected to painful, unnecessary mutilations\u201d.<\/p>\n<p>\u201cCastration and tail docking are usually carried out without anaesthetic or pain relief, causing great suffering, so this is an extremely encouraging move,\u201d said Field.\u00a0<\/p>\n<p>The proposals will be subject to eight-week consultations, which opened today.
