The potential extra rules for landlords would make converting homes into houses in multiple occupation much more difficult to do so.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">New \u201cArticle Four\u201d directions would strip away permitted development rights. This means that landlords would have to apply to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bristol-city-council\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Bristol City Council<\/a> for planning permission in order to convert a home into a small HMO, shared between three and six unrelated tenants.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The changes under consultation aim to give council planners more control over the proliferating spread of HMOs to suburbs across Bristol. Article Four directions already exist in parts of the city with lots of students, like <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/clifton\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Clifton<\/a> and Redland, but could <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/extra-rules-coming-bristol-landlords-10620289\" target=\"_self\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">include new areas from next year<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In consultation documents, a council spokesperson said: \u201cNew restrictions on permitted development, known as Article Four directions, have been made for parts of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/brislington\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Brislington<\/a>, Frome Vale, Purdown, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/southmead\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Southmead<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/horfield\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Horfield<\/a>, St George, and Westbury Park.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIf the new Article Four directions are confirmed, from January 1, 2027, you\u2019ll need planning permission for a material change of use from a dwelling house (Use Class C3) to a small house in multiple occupation (Use Class C4) in these areas.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe\u2019ll take into account all comments made when deciding whether to confirm the new Article Four directions. They can\u2019t take effect until we\u2019ve confirmed them. If we confirm them, the new Article Four directions will take effect on January 1, 2027. But council planners believe too many HMOs can lead to harmful impacts, such as parking pressures, problems with bins, and a decline in social cohesion too. Changing a house to an HMO with more than six people already requires planning permission.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The rise in the number of HMOs is linked to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/green-councillor-says-universities-housing-9333528\" target=\"_self\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Bristol\u2019s universities expanding<\/a>. With the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/university-of-bristol\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">University of Bristol<\/a> \u2019s new Enterprise Campus set to open behind Temple Meads train station, some areas like <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/knowle\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Knowle<\/a> \u2014 which currently have few HMOs \u2014 could see an influx of conversions.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The last major review of Article Four areas took place five years ago, according to Simone Wilding, the council\u2019s head of planning. And since then, councillors have raised concerns about rising HMO numbers in their areas. On the other hand, HMOs can provide much cheaper housing for students and young professionals than living alone in separate flats.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Speaking at an economy and skills policy committee in November, Ms Wilding said: \u201cWe hadn\u2019t done a review of the Article Four areas that control the proliferation of HMOs in Bristol for about five years. Given there has been quite a lot of concern raised from various members, we felt it was time to do another review.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council is inviting views from residents and landlords on the proposed boundaries and the impact of HMOs in their areas.
