Lavrov\u2019s preface appears in a monograph titled \u201c<a href=\"https:\/\/democracyfund.ru\/userfiles\/%D0%9C_%D0%A1_%20%D0%93%D1%80%D0%B8%D0%B3%D0%BE%D1%80%D1%8C%D0%B5%D0%B2%20%D0%B8%20%D0%B4%D1%80_%20%D0%98%D1%81%D1%82%D0%BE%D1%80%D0%B8%D1%8F%20%D0%9B%D0%B8%D1%82%D0%B2%D1%8B.pdf\" rel=\"noopener\" target=\"_blank\">The History of Lithuania<\/a>,\u201d published in March but only recently noticed by journalists. The book questions the existence of the Lithuanian language and the very statehood of modern-day Lithuania.\u00a0<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT \">Earlier this week, Lithuanian Foreign Minister Kestutis Budrys called the monograph a tool of Russian propaganda and likened its message to Vladimir Putin\u2019s July 2021 <a href=\"https:\/\/en.wikipedia.org\/wiki\/On_the_Historical_Unity_of_Russians_and_Ukrainians\" rel=\"noopener\" target=\"_blank\">essay<\/a>, On the Historical Unity of Russians and Ukrainians, in which the president rejected the foundations of Ukrainian sovereignty. (Days before ordering troops into Ukraine, Putin reiterated a key thesis from the essay, claiming that Vladimir Lenin invented the Ukrainian state.)<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT \">In his foreword, Lavrov accuses the Baltic states, including Lithuania, of trying to \u201cuse falsified historical narratives to incite anti-Russian and Russophobic sentiments.\u201d The book, he says, pushes back against this trend.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT \">The monograph, The History of Lithuania, was published in 2025 by the Moscow State Institute of International Relations\u2019 publishing house. The lead author of the nine-member team was Maxim Grigoryev, head of the pro-Kremlin Foundation for the Study of Democracy Problems, a member of Russia\u2019s Civic Chamber, and chair of the \u201cInternational Public Tribunal on the Crimes of Ukrainian Neo-Nazis.\u201d Grigoryev is also a veteran of Russia\u2019s war in Ukraine.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT \">\u201cIt is a tool for hostile activities against neighboring countries: to question statehood, history, values, symbols, but also to justify Russia\u2019s imperialism and aggression against its neighbors,\u201d Lithuanian Foreign Minister Budrys told <a href=\"https:\/\/www.lrt.lt\/en\/news-in-english\/19\/2550706\/russia-publishes-book-on-lithuanian-history-preface-written-by-lavrov\" rel=\"noopener\" target=\"_blank\">LRT Radio<\/a> on April 30. \u201cWe have seen this before, we are seeing it now, and this is just another example.\u201d LRT Radio journalists also reported that Grigoryev\u2019s coauthors include Giedrius Grabauskas, a former associate of Lithuanian politician Algirdas Paleckis who was convicted in July 2021 of spying for Russia.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT \">In the book\u2019s chapter on Lithuania after its separation from the USSR, Grigoryev, Grabauskas, and their coauthors argue that the country today \u201cofficially considers itself the successor of the Lithuania of the pro-Nazi dictatorship\u201d under Antanas Smetona.
