{"id":693649,"date":"2026-01-13T18:12:13","date_gmt":"2026-01-13T18:12:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/693649\/"},"modified":"2026-01-13T18:12:13","modified_gmt":"2026-01-13T18:12:13","slug":"couple-threaten-city-of-london-corporation-with-legal-action-over-park-cafes-transfer","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/693649\/","title":{"rendered":"Couple threaten City of London Corporation with legal action over park caf\u00e9s transfer"},"content":{"rendered":"<p>A couple who run two of four independent caf\u00e9s around Hampstead Heath that are due to be taken over by a chain are preparing a legal challenge against the City of London Corporation.<\/p>\n<p>According to the campaign organiser, Patrick Matthews, on 19 December, the City of London Corporation told five long-standing, independent park caf\u00e9s in Queens Park, Highgate Wood, and Hampstead Heath that they would be evicted \u201cwithin weeks\u201d.<\/p>\n<p>Four are set to be handed to the \u2018Daisy Green\u2019 chain &#8211; which runs over 20 venues across London.<\/p>\n<p>                                                                                                                                                                                                                                                                                                                                                                <a href=\"https:\/\/www.localgovernmentlawyer.co.uk\/component\/banners\/click\/235\" target=\"_blank\" rel=\"noopener noreferrer\" title=\"42BR Property\"><br \/>\n                            <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/42BR_PropertyBannr-ezgif.com-optimize1.gif\" alt=\"42BR Property\"\/>                        <\/a><\/p>\n<p>                                                                                                                                                                                                                                                                                                                                                                <a href=\"https:\/\/www.localgovernmentlawyer.co.uk\/component\/banners\/click\/243\" target=\"_blank\" rel=\"noopener noreferrer\" title=\"4-5 Grays Inn Property\"><br \/>\n                            <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/4-5_Grays_Inn_Square_2024_Property-_Frame_2.gif\" alt=\"4-5 Grays Inn Property\"\/>                        <\/a><\/p>\n<p><\/p>\n<p>The couple, who run the cafes at Parliament Hill Lido and Queen\u2019s Park, argue that the Corporation failed to carry out a \u201cfair or transparent process\u201d, and have sent a pre-action protocol letter to the City of London Corporation from their lawyers at TLT.<\/p>\n<p>Posting on their \u2018<a href=\"https:\/\/www.gofundme.com\/f\/save-the-north-london-opens-spaces-cafes\" target=\"_blank\" rel=\"noopener\">Go Fund Me<\/a>\u2019 page on 8 January, Matthews wrote: \u201cToday our first letter is going out to the City of London Corporation. [\u2026] We can&#8217;t go into all the detail, but it will challenge the decision to hand out caf\u00e9s to Daisy Green on the basis of irrationality, lack of transparency and failure of the Corporation to exercise proper stewardship of its assets.\u201d<\/p>\n<p>He added: \u201cWe will resist leaving the caf\u00e9s on the required date of Monday 2 February, not least because we believe this short notice period is part of the pattern of secrecy and working towards a predetermined outcome.\u201d<\/p>\n<p>Hampstead and Highgate MP Tulip Siddiq has backed the campaign, and wrote to the City of London Corporation last week to ask it to review the decision.<\/p>\n<p>Posting on<a href=\"https:\/\/x.com\/TulipSiddiq\/status\/2009274108131803365?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E2009274108131803365%7Ctwgr%5Ed7e00e24dd93a5e83451123211c96b523ae090c4%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.standard.co.uk%2Fnews%2Flondon%2Flegal-challenge-hampstead-heath-cafes-benedict-cumberbatch-b1265653.html\" target=\"_blank\" rel=\"noopener\"> X<\/a>, she wrote: \u201cMy constituents have made their feelings clear; our beloved local cafes must stay. It is vital that the cafes and the Heath remain accessible and affordable for all.<\/p>\n<p>\u201cToday (8 January), I wrote again to the City of London Corporation asking them to review this decision and to publish the documents justifying their decision.\u201d<\/p>\n<p>In a statement the City of London Corporation, which manages Hampstead Heath and Queen\u2019s Park as registered charities, insisted the decision to award leases to Daisy Green would &#8220;secure the long-term future of the caf\u00e9s across both open spaces following a fair, competitive, and open remarketing process&#8221;.<\/p>\n<p>Chair of the City of London Corporation\u2019s Hampstead Heath, Highgate Wood and Queen\u2019s Park Committee, Alderman Gregory Jones KC, said: \u201cThere have been several misleading and inaccurate claims since we awarded the leases to Daisy Green and it\u2019s important to be clear about the facts.<\/p>\n<p>\u201cThese caf\u00e9s are not closing. They are much-loved parts of Hampstead Heath and Queen\u2019s Park, and this process was about ensuring they can continue to operate and invest for the long term.<\/p>\n<p>\u201cPreviously, the caf\u00e9s were operating on short-term arrangements that made it difficult to invest in their buildings and facilities. Moving to longer-term leases under Daisy Green allows that community investment to happen and secures the cafes\u2019 future.&#8221;<\/p>\n<p>He added:\u00a0\u201cAs trustee of the charities that manage these open spaces at no expense to the taxpayer, the City Corporation has a duty to act in the best interest of those charities&#8230;..<\/p>\n<p>\u201cDaisy Green is an independent, London-based business, not a national or multinational chain. And while it operates more than one site, each caf\u00e9 will retain its own identity, shaped by its setting and with input from the local community.
