{"id":694081,"date":"2026-01-13T22:41:10","date_gmt":"2026-01-13T22:41:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/694081\/"},"modified":"2026-01-13T22:41:10","modified_gmt":"2026-01-13T22:41:10","slug":"proposed-new-birmingham-manchester-line-is-not-hs2-reinstated","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/694081\/","title":{"rendered":"Proposed new Birmingham-Manchester line is &#8220;not HS2 reinstated&#8221;"},"content":{"rendered":"<p>A long-term aim to build a new rail line linking Birmingham and Manchester has been announced by the government as part of <a href=\"https:\/\/www.railmagazine.com\/news\/proposed-new-birmingham-manchester-line-is-not-hs2-reinstated\" target=\"_blank\" rel=\"noopener\">its Northern Powerhouse Rail plans<\/a>.<\/p>\n<p>The construction of a new line would take place after the delivery of <a href=\"https:\/\/www.railmagazine.com\/tag\/northern-powerhouse-rail\" target=\"_blank\" rel=\"noopener\">Northern Powerhouse Rail<\/a> (NPR), meaning it is unlikely to start until the mid-2040s at the earliest.<\/p>\n<p>A long-term aim to build a new rail line linking Birmingham and Manchester has been announced by the government as part of <a href=\"https:\/\/www.railmagazine.com\/news\/proposed-new-birmingham-manchester-line-is-not-hs2-reinstated\" target=\"_blank\" rel=\"noopener\">its Northern Powerhouse Rail plans<\/a>.<\/p>\n<p>The construction of a new line would take place after the delivery of <a href=\"https:\/\/www.railmagazine.com\/tag\/northern-powerhouse-rail\" target=\"_blank\" rel=\"noopener\">Northern Powerhouse Rail<\/a> (NPR), meaning it is unlikely to start until the mid-2040s at the earliest.<\/p>\n<p>It has said the proposal is not a reinstatement of <a href=\"https:\/\/www.railmagazine.com\/tag\/hs2\" target=\"_blank\" rel=\"noopener\">HS2<\/a> Phase 2 which was cancelled by Conservative Prime Minister Rishi Sunak in 2023.<\/p>\n<p>Sources said that while the government knows there are capacity concerns on the <a href=\"https:\/\/www.railmagazine.com\/tag\/west-coast-main-line\" target=\"_blank\" rel=\"noopener\">West Coast Main Line<\/a>, which HS2 Phase 2 was originally designed to alleviate, it doesn\u2019t believe a new Birmingham-Manchester line is required before the estimated timescales set out as part of the NPR announcement.<\/p>\n<p>No budget or detailed work has been attached to the proposal at present.<\/p>\n<p>The High Speed Rail Group (HSRG) welcomed the decision but was concerned about the lack of clarity.<\/p>\n<p>A spokesperson said: \u201cThe Government\u2019s commitment to build a new line from Birmingham to Manchester is essential and the right decision. It will maximise the benefits of the investment already made into HS2 and avoid locking in Britain\u2019s biggest bottleneck north of Birmingham.<\/p>\n<p>\u201cThe industry is concerned, though, that the timescales for delivering this new line appear uncertain and potentially some decades away,\u201d adding it was a \u201cstep forward\u201d after the cancellation of HS2 to Crewe and Manchester.<\/p>\n<p>\u201cWe look forward to working with the Government to develop the plan for an affordable new line from Birmingham to Manchester, which is key to unlocking economic growth in the north of England.&#8221;<\/p>\n<p>However, the group also noted: \u201cWe are also concerned that the Government does not intend to extend the land purchase powers between Birmingham and Crewe, which expire next month.\u201d<\/p>\n<p>The Department for Transport (DfT) said land purchased between the West Midlands and Crewe will be retained while the government launches a feasibility study to examine what will be delivered and the specifications of the line.<\/p>\n<p>RAIL understands that the DfT still holds the land between Birmingham and Crewe with HS2\u2019s compulsory purchase order powers for the now-cancelled Phase 2 expire on February 11.
