{"id":694123,"date":"2026-01-13T23:09:24","date_gmt":"2026-01-13T23:09:24","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/694123\/"},"modified":"2026-01-13T23:09:24","modified_gmt":"2026-01-13T23:09:24","slug":"keir-starmer-abandons-plans-for-compulsory-digital-id-2","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/694123\/","title":{"rendered":"Keir Starmer abandons plans for compulsory digital ID"},"content":{"rendered":"<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Sir Keir Starmer has abandoned plans for mandatory digital IDs for workers in the 13th significant U-turn of his \u00adpremiership.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The prime minister had previously announced that they would be \u00adcompulsory to verify the right to work, as part of a crackdown on migration.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Government sources said on Tuesday night that this would instead be optional when the IDs were introduced in 2029. Workers would be given the choice of using other \u00addocuments to \u00adverify their identity.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">There had been concern that making the IDs mandatory would undermine public trust in the scheme and lead to a cabinet revolt. Starmer wants to \u00adrefocus the case for IDs on making it easier for people to use services such as registering births, deaths and marriages, bank accounts, voting and booking GP appointments\u00ad.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Shortly before Labour\u2019s conference in September, Starmer had <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/digital-id-cards-keir-starmer-speech-reform-bsbwl8qg9\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">put migration at the heart of the rationale for IDs<\/a>, saying: \u201cWe need to know who is in our country.\u201d He said then the scheme would stop illegal migrants from being able to \u201cslip into the shadow economy\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">He pledged to make ID cards \u201cmandatory for the right to work before the end of this Parliament\u201d. \u201cWe need to know who is in our country,\u201d he said, adding that digital IDs would prevent migrants from being able to come to the UK illegally and being able to \u201cslip into the shadow economy\u201d.<\/p>\n<p><img decoding=\"async\" alt=\"British Prime Minister Keir Starmer speaking at the Global Progress Action Summit.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/1768345761_782_\/a92579ed-3498-4b5b-a8de-a7457eab2279.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>Sir Keir Starmer in September<\/p>\n<p>TOLGA AKMEN\/EPA<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Before he announced his plans for digital IDs, nearly six in ten voters backed them, with one in four opposed, according to YouGov. Afterwards that dropped to just under four in ten in \u00adfavour, with nearly half opposed.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">There are mounting concerns about the cost and <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/digital-ids-nhs-keir-starmer-7wdxs8kqw\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">complexity of the scheme<\/a>. The Office for Budget Responsibility has said it could cost as much as \u00a31.8 billion over the next three years. The government has disputed that but refused to provide a figure of its own.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">A government source said: \u201cStepping back from mandatory use cases will \u00addeflate one of the main points of \u00adcontention. We do not want to risk there being cases of some 65-year-old in a rural area being barred from \u00adworking because he hasn\u2019t downloaded this app.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Another government source said that it had never been wise to try to sell the plan on right-to-work checks. \u201cThat does not impact normal people,\u201d they said. \u201cIt always should have been about the convenience.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Under the plans, anyone starting a job would have been required to \u201cshow\u201d the digital ID, which would be checked against a central database of those \u00adentitled to work in the UK. While right-to-work checks will still be mandatory, they can now take place using other forms of documentation such as an electronic visa or passport. A consultation will explore what other checks could be used.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">A government spokesman said: \u201cWe \u00adremain committed to mandatory digital right-to-work checks. Currently [such] checks \u00adinclude a hodgepodge of paper-based systems with no record of checks ever taking place. This is <a href=\"https:\/\/www.thetimes.com\/uk\/technology-uk\/article\/digital-id-scheme-illegal-workers-lb9rg78tb\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">open to fraud and abuse<\/a>. We have always been clear that details on the digital ID scheme will be set out following a full public consultation which will launch shortly. Digital ID will make everyday life easier for people, ensuring public services are more personal, joined-up and effective, while also remaining inclusive.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Government sources also said that the changes would combat conspiracy theorists who say digital IDs are about state control of people\u2019s lives.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Darren Jones, the chief secretary to the prime minister who is responsible for the digital ID introduction, said: \u201cI\u2019m confident that this time next year, polling will be in a much better place on Digital ID than it is today.\u201d<\/p>\n<p><img decoding=\"async\" alt=\"British Chancellor of the Duchy of Lancaster Darren Jones walking outside of Downing Street.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/\/363ec9f9-4a57-480f-9767-4e009ac0ea79.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p>Darren Jones<\/p>\n<p>TOBY MELVILLE\/REUTERS<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Last week Starmer made Josh Simons, the MP and ex-head of the \u00adLabour Together think tank, the science and technology <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/digital-ids-newborn-babies-parents-75bpsjgg9\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">minister in charge of the scheme<\/a>, \u00adreporting to Jones.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Starmer has suffered <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/keir-starmer-digital-id-backlash-8rvw3x7cw\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">cabinet criticism of the scheme<\/a> amid fears that it would drive left-wing Labour voters to the Liberal Democrats and Greens. Ministers told The Times in October that the scheme was a \u201cfantasy\u201d that would do nothing to address the problem of illegal immigration. Another said it was \u201ctoo expensive and complicated\u201d and would end up recreating \u201cwhat already exists, which is e-visas for migrants\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The reversal follows 12 others from Labour. The party has backtracked on <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/hospitality-business-rates-relief-pubs-ktpwkr3t2\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\">higher business rates for pubs<\/a>; relaxed the inheritance tax raid on farmers; dropped plans for day-one protection from unfair dismissal; scrapped the two-child benefit cap; shelved plans to raise the main rate of income tax; dropped welfare reforms; agreed to a national inquiry\u00ad on grooming gangs; increased national insurance; reinstated winter fuel payments for millions; dropped the claim that trans women are women; \u00adwatered down plans to limit academy freedoms; and dropped a pledge to act on women who have lost pension cash.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Mike Wood, the shadow Cabinet Office minister, said: \u201cWhile we welcome the scrapping of any mandatory identification, this is yet another humiliating U-turn from the government. Keir Starmer\u2019s spinelessness is becoming a pattern, not an exception.
