{"id":695244,"date":"2026-01-14T11:16:14","date_gmt":"2026-01-14T11:16:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/695244\/"},"modified":"2026-01-14T11:16:14","modified_gmt":"2026-01-14T11:16:14","slug":"scottish-budget-leaves-shops-worse-off-than-in-england","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/695244\/","title":{"rendered":"Scottish budget leaves shops \u2018worse off than in England\u2019"},"content":{"rendered":"<p class=\"picture\"><img fetchpriority=\"high\" decoding=\"async\" alt=\"high street shopping uk glasgow\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/382104_highstreetshoppingukglasgow_434207_crop.jpg\"   loading=\"eager\" class=\"lazyloaded\" width=\"2003\" height=\"1335\"\/><\/p>\n<p>Scottish retailers have been short-changed compared with their English counterparts by business rates reforms, according to the Scottish Retail Consortium.<\/p>\n<p>Scottish <a class=\"intextlink\" href=\"https:\/\/www.thegrocer.co.uk\/finance\/672.subject\" rel=\"intextlink_3 noopener\" target=\"_blank\">finance<\/a> minister Shona Robison used her budget speech yesterday to announce 15% non-domestic rates relief in 2026-27, which she said would be worth \u00a3138m over three years for retail, hospitality and leisure [RHL] premises, capped at \u00a3110,000 a year per business. At the same time, the basic rate of the tax is dropping from 49.8p to 48.p.<\/p>\n<p>SRC director David Lonsdale said it fell short of reforms for smaller retailers in England, who are getting a permanent 5p reduction in the tax rate to offset Covid-era relief ending.<\/p>\n<p>\u201cScottish ministers seem to have their heart in the right place by providing a limited business rate discount for retail and hospitality businesses, but we fear they have significantly stumbled on the detail,\u201d said Lonsdale.<\/p>\n<p>\u201cAt first glance, the cap on the relief that can be claimed means it falls well short of the permanent business rate discount on offer to retailers in England.<\/p>\n<p>\u201cMedium-sized and larger retailers underpin the vitality of our high streets and town and city centres. Those businesses drive footfall and account for a large share of retail employment.
