A row broke out last year after <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-council\" target=\"\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">Liverpool Council<\/a> stopped providing funds to Alt Valley Community Trust (AVCT) for library services it ran in Breck Road in Everton and Dovecot.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">According to the local authority, this was <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/news-opinion\/outrage-breck-road-librarys-dreadful-32606214\" target=\"_self\" aria-label=\"\" rel=\"follow noopener\" tabindex=\"0\">due to \u201csubstantial\u201d debts owed by the trust<\/a>. In October, after an agreement couldn\u2019t be reached, the council activated a break clause in its head lease with the building\u2019s owners and took possession of<a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/breck-road\" target=\"_blank\" aria-label=\" Breck Road LibraryLink opens in a new tab.\" rel=\"follow noopener\" tabindex=\"0\"> Breck Road Library<\/a> and closed the site.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Now opposition members have laid a motion before the city council, calling for a resolution to be reached \u201curgently\u201d between both sides. The Your Party group have also put forward their case for leaders to convene a meeting between officials to find a way to reopen the library.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The closure of the library in the autumn has left the building shuttered and AVCT unable to access the location. According to the council, no payments were received at all in 2017, 2018, and none were received for the last five years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In total, there is an outstanding debt of \u00a382,500 in relation to the building.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">AVCT said no repayment plan had been agreed because it disputes the debt.
