Now, ByteDance will own less than 20% of the new entity, with the rest of it falling into non-Chinese ownership.<\/p>\n<p class=\"wp-block-paragraph\">Over the years, U.S. users have often found themselves caught in the middle of this tension, facing uncertainty about how their access to the app would change \u2014 for <a href=\"https:\/\/techcrunch.com\/2024\/03\/13\/creators-are-frustrated-but-energized-as-tiktok-ban-gains-momentum\/\" target=\"_blank\" rel=\"noopener\">creators<\/a> who use TikTok to <a href=\"https:\/\/techcrunch.com\/2024\/04\/27\/will-a-tiktok-ban-impact-creator-economy-startups-not-really-founders-say\/\" target=\"_blank\" rel=\"noopener\">make a living<\/a>, the stakes were even higher. Last year, the app experienced a temporary outage in the U.S. that left millions of users in suspense before it was quickly restored. <a href=\"https:\/\/techcrunch.com\/2025\/02\/13\/tiktok-is-back-on-the-app-store-and-the-play-store-in-the-u-s\/\" target=\"_blank\" rel=\"noreferrer noopener\">TikTok returned to the App Store and Google Play Store<\/a> on February 2, 2025.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">A number of investors competed to purchase the app, and after President Trump extended the TikTok ban deadline for the fourth time, the battle finally ceased. In <a href=\"https:\/\/techcrunch.com\/2025\/12\/18\/tiktok-agrees-to-deal-to-cede-control-of-u-s-business-to-american-investor-group\/\" target=\"_blank\" rel=\"noreferrer noopener\">December 2025<\/a>, TikTok officially signed a deal to divest a portion of its U.S. entity to a group of American investors.<\/p>\n<p class=\"wp-block-paragraph\">Earlier in 2025, President Trump had <a href=\"https:\/\/techcrunch.com\/2025\/09\/19\/trump-and-bytedance-tout-tiktok-deal-approval-but-no-official-details-yet\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that President Xi Jinping of China had given his approval of a TikTok deal, which would allow a consortium of U.S. investors to control the platform. ByteDance stated publicly that it would ensure the platform remains available to American users.<\/p>\n<p>Who owns TikTok in the U.S.?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"383\" width=\"680\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/tiktok-ban-2025-v2.jpg\" alt=\"TikTok logo superimposed on Supreme Court building\" class=\"wp-image-2944900\"  \/><strong>Image Credits:<\/strong>Bryce Durbin \/ TechCrunch<\/p>\n<p class=\"wp-block-paragraph\">ByteDance will retain nearly a 20% stake in the company, while non-Chinese investors will hold the remaining 80% of ownership of the <a href=\"https:\/\/newsroom.tiktok.com\/announcement-from-the-new-tiktok-usds-joint-venture-llc?lang=en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">TikTok USDS Joint Venture<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The managing investor group consists of Oracle, private equity firm Silver Lake, and investment firm MGX. This includes the Dell Family Office (Michael Dell\u2019s investment firm), Susquehanna affiliate Vastmere, Alpha Wave Partners, and several more, which are listed in <a href=\"https:\/\/newsroom.tiktok.com\/announcement-from-the-new-tiktok-usds-joint-venture-llc?lang=en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">TikTok\u2019s press release<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Reports <a href=\"https:\/\/www.axios.com\/2025\/12\/18\/tiktok-sale\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">estimate<\/a> that TikTok U.S. is valued at approximately $14 billion \u2014 a figure also mentioned by Vice President JD Vance.<\/p>\n<p class=\"wp-block-paragraph\">The newly formed \u201cTikTok USDS Joint Venture LLC\u201d will oversee the app\u2019s operations, including data protection, algorithm security, content moderation, and software assurance.<\/p>\n<p class=\"wp-block-paragraph\">Oracle will serve as the trusted security partner, responsible for auditing and ensuring compliance with National Security Terms, according to a memo. The company already provides cloud services for TikTok and manages user data in the U.S. Notably, Oracle previously made a bid for TikTok back in 2020.<\/p>\n<p class=\"wp-block-paragraph\">A White House official previously said Oracle would replicate and secure a new U.S. version of the algorithm, and the U.S.-based TikTok owners could lease the algorithm from ByteDance, which Oracle will then retrain.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">ByteDance will not have access to information about TikTok\u2019s U.S. users or any influence over the U.S. algorithm.<\/p>\n<p>How will TikTok change for U.S. users?<\/p>\n<p class=\"wp-block-paragraph\">Since the deal was only just finalized, it\u2019s not clear exactly how the 200 million American TikTok users will be impacted.<\/p>\n<p class=\"wp-block-paragraph\">While earlier <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-16\/tiktok-buyers-group-to-include-oracle-silver-lake-andreessen\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reports<\/a> suggested that U.S. users might need to transition to a new platform, <a href=\"https:\/\/www.nytimes.com\/2026\/01\/22\/business\/media\/tiktok-sold-app-content-algorithm.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more recent reports<\/a> have denied this claim, assuring users that they will not need to download a new app.<\/p>\n<p class=\"wp-block-paragraph\">It\u2019s also unclear how users\u2019 algorithmic feeds will be impacted at this time.<\/p>\n<p>How did we get here?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"453\" width=\"680\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/GettyImages-1229173793.jpg\" alt=\"Donald Trump speaking into a microphone against a backdrop of the sky. The leading contenders included Microsoft, Oracle, and Walmart. However, a U.S. judge temporarily <a href=\"https:\/\/techcrunch.com\/2020\/09\/27\/trump-tiktok-decision\/\" target=\"_blank\" rel=\"noreferrer noopener\">blocked<\/a> Trump\u2019s executive order, allowing TikTok to continue operating while the legal battle unfolded.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Things began to progress even more following the transition to the Biden administration. After the <a href=\"https:\/\/techcrunch.com\/2024\/04\/23\/senate-passes-a-bill-forcing-tiktok-to-face-a-ban-if-bytedance-doesnt-sell-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">Senate<\/a> passed the bill against TikTok, <a href=\"https:\/\/techcrunch.com\/2024\/04\/24\/will-congress-ban-tiktok\/\" target=\"_blank\" rel=\"noreferrer noopener\">President Joe Biden<\/a> signed it.<\/p>\n<p class=\"wp-block-paragraph\">In response, <a href=\"https:\/\/techcrunch.com\/2024\/05\/07\/tiktok-sues-the-us-government-over-law-seeking-to-ban-app\/\" target=\"_blank\" rel=\"noreferrer noopener\">TikTok sued the U.S. government<\/a>, challenging the constitutionality of the ban and arguing the app and its American users were having their First Amendment rights violated. The company has consistently denied that it poses a security threat, asserting that its data stored in the U.S. complies with all local laws.<\/p>\n<p class=\"wp-block-paragraph\">Fast-forward to 2024: <a href=\"https:\/\/www.supremecourt.gov\/DocketPDF\/24\/24-656\/336151\/20241227163400981_2024-12-27%20-%20TikTok%20v.%20Garland%20-%20Amicus%20Brief%20of%20President%20Donald%20J.%20Trump.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Trump<\/a> had a change of heart since his first term and sought to achieve a 50-50 ownership arrangement between ByteDance and a U.S. company.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">There were several contenders, including <a href=\"https:\/\/www.thepeoplesbid.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The People\u2019s Bid for TikTok<\/a>, a consortium organized by Project Liberty founder <a href=\"https:\/\/techcrunch.com\/podcast\/billionaire-frank-mccourt-wants-to-buy-tiktok-heres-his-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Frank McCourt<\/a>. This group had the support of investment firm Guggenheim Securities and the law firm Kirkland &amp; Ellis. Supporters included Reddit co-founder <a href=\"https:\/\/www.prnewswire.com\/news-releases\/alexis-ohanian-renowned-internet-entrepreneur-and-co-founder-of-reddit-joins-project-liberty-and-the-peoples-bid-for-tiktok-302389547.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Alexis Ohanian<\/a>, TV personality and investor <a href=\"https:\/\/techcrunch.com\/2025\/01\/21\/mr-beast-is-reportedly-now-among-those-trying-to-buy-tiktok\/\" target=\"_blank\" rel=\"noreferrer noopener\">MrBeast<\/a>.<\/p>\n<p
