Despite its prime location\u2014directly opposite the Spencestown treatment plant and adjacent to a main combined sewer\u2014the project has been stalled due to NI Water\u2019s refusal to allow connection, citing capacity constraints. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-epy6n131\">\u201cThe infrastructure is there, but, it is claimed, it is overwhelmed,\u201d Gaston noted.<\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-m2cdb20\">The site owner, determined to move forward, commissioned an NI Water solutions engineer\u2019s report at significant expense. The report presented two options, costing \u00a3160,000 and \u00a3175,000 respectively, which Gaston described as \u201cwildly expensive\u201d and \u201cutterly unviable\u201d for a modest development of 10 homes. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-qto53287\">\u201cThat is a death sentence for the development,\u201d he said.<\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-fz8c822\">The report also outlined nine other potential solutions, all deemed inappropriate or unfeasible, leaving only one viable option: a privately funded waste water treatment works built to an adoptable standard. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-4t4dk505\">Gaston emphasised that this solution would cost a fraction of the quoted figures and involve no public expense. However, NI Water has rejected this proposal. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-squg0583\">\u201cBureaucratic stubbornness reigns supreme in that organisation. Logic, reason and common sense are all set aside. Sites lie dormant as a result,\u201d <strong style=\"font-weight:700\">Gaston<\/strong> told the Assembly.<\/p>\n<p><strong style=\"font-weight:700\">Connor: A Year-Long Wait for Progress<\/strong><\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-zd63526\">The second case involves a 24-house development in Connor, approved in February 2023. The contractor paid NI Water a non-refundable \u00a312,000 fee in April 2024 to redesign the drainage scheme, a process Gaston said could have been completed in a morning by a private-sector worker. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-rcac2875\">Yet, 12 months later, the contractor is still waiting for a final design. NI Water has cited difficulties in securing a contractor to survey road levels, with the earliest projected completion date now set for July 2025.<\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-iglsc28\">Gaston detailed the frustrating timeline: <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-2mr641007\">\u201cIt will be July before it can provide the contractor\u2014my constituent\u2014with a price for the works to bring the tails to the site. Then, once that payment has been received by Northern Ireland Water, it will be a further three months before Northern Ireland Water will commit to bringing the tails to that site.\u201d <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-8cqim1187\">In total, the process will take 19 months from the initial payment, a delay that Gaston argued is unacceptable in the face of expiring planning permissions and growing housing needs.<\/p>\n<p><strong style=\"font-weight:700\">A Call for Action<\/strong><\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-qwvqw32\">Gaston\u2019s speech concluded with a direct appeal to NI Water and the responsible minister. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-ldddb1419\">\u201cTo Northern Ireland Water, I say this: get out of the way of progress when it comes to these sites, get out of the way of builders who are willing to invest in our country and get out of the way of ordinary people who want nothing more than a roof over their heads,\u201d he urged. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-r1jmq1564\">Addressing the minister, he added, \u201cIt is your arm\u2019s-length body: it is time that you got a handle on what it does.\u201d<\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-6cvxv34\">The issues raised by Gaston reflect broader concerns about NI Water\u2019s capacity to support Northern Ireland\u2019s economic and housing ambitions. With an at-capacity waste water network and prolonged bureaucratic processes, developers face significant barriers, while communities like Ballymena grapple with unmet housing demand.<\/p>\n<p><strong style=\"font-weight:700\">Economic and Social Impacts<\/strong><\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-jcrlx38\">The delays in Ballymena are not isolated incidents but part of a systemic challenge that Gaston believes is undermining Northern Ireland\u2019s economic potential. <\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-itrya2064\">The inability to deliver timely infrastructure solutions risks deterring investment and exacerbating the region\u2019s housing shortage. As planning permissions lapse and costs mount, developers may abandon projects, leaving communities without the homes and economic opportunities they need.<\/p>\n<p class=\"EY0Xg W2aKK PuKmT YjabP\" dir=\"auto\" id=\"viewer-0vlhx40\">Gaston\u2019s intervention has sparked renewed debate about the need for investment in Northern Ireland\u2019s waste water infrastructure and reforms to streamline NI Water\u2019s operations.
