According to them, the constant increase in high-speed rail traffic has led to a significant deterioration in the quality of life for people living near the infrastructure, according to a report published by France Bleu.

The complaint concerns the heavy TGV traffic passing through the area of the town of Cluny in eastern France, where, during peak hours, high-speed trains run at intervals of a few minutes.

Representatives of the associations claim that the situation has worsened in recent years, due to the increase in the number of trains and plans to further expand traffic.

Increasing traffic and impact on residents

According to residents, approximately 220 high-speed trains currently pass through the area each day, compared to only 40 trains per day in the early 1980s.

Looking ahead to 2030, associations estimate that traffic could reach around 300 TGVs per day as the capacity of the Paris–Lyon line is increasingly exploited.

Trains run from early morning until late at night, with the time interval extending, according to locals, from approximately 5:30 a.m. to 11:30 p.m.

Although there are currently no night trains operating on this sector, their introduction is being considered in the context of increased traffic, which amplifies the concerns of local communities.

Speed reduction, the proposed alternative

In the absence of a reduction in the number of trains, the associations are calling for a measure they consider simple and effective: reducing the speed of trains on the section in question. Specifically, they propose limiting the speed of TGVs from 270 km/h to 220 km/h.

According to the associations’ representatives, such a measure would lead to a reduction in noise levels of approximately 2.5 decibels, a difference considered significant in a residential environment.

They argue that the solution would not require major investment and could be applied over a limited distance without a substantial impact on the total journey time between Paris and Lyon.

The position of the rail operator

However, the request does not appear to be a priority for SNCF, France’s national rail operator. During a visit to the region in early January to assess the modernization work on the Paris–Lyon–Marseille line, SNCF Group President Jean Castex rejected the idea of reducing train speeds.

He pointed out that the operator is facing conflicting pressures: on the one hand, the dissatisfaction of residents in areas crossed by the infrastructure, and on the other, passengers’ expectations for the shortest possible travel times.

According to SNCF management, the demand for fast and efficient rail services makes it difficult to adopt measures that would slow down high-speed trains.

Support from local authorities

However, the local authorities in Cluny have sided with the residents. The mayor of the town has pointed out that reducing speed on a limited section could be a more effective alternative than investing millions of EUR in sound-absorbing panels.

In the opinion of the local administration, France has the technological capacity to identify flexible solutions, adapted to the local context, which would reduce the impact of noise without significantly affecting the performance of the high-speed network.

A sensitive precedent for the TGV network

The case before the administrative court is being closely watched, as it could set a precedent for other areas crossed by high-speed lines in France.

Against the backdrop of intensifying rail traffic and modal shift objectives from road and air transport to rail, conflicts between high-capacity infrastructure and local communities are becoming increasingly frequent.

In addition, the stakes are heightened by the fact that the Cluny area aspires to UNESCO World Heritage status, which could impose additional standards for environmental protection and quality of life.

The court’s decision could influence not only this specific case, but also how operators and public authorities manage the balance between operational performance and the social acceptability of high-speed rail projects.

Share on:
<a
