and cuts to services, as well as a council tax hike for a second successive year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">One particularly divisive proposal was to introduce parking charges at Sutton Park in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/sutton-coldfield\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Sutton Coldfield<\/a>, Lickey Hills Country Park, on the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/worcestershire\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Worcestershire<\/a> border, and Sheldon Country Park, close to <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/birmingham-airport\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Birmingham Airport<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">READ MORE: <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/birmingham-residents-make-demand-amid-31537506\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">Birmingham residents make demand amid \u2018outrageous\u2019 update on council crisis inquiry<\/strong><\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A consultation was held recently on the plans which showed a \u201csignificant proportion\u201d were not in favour of the proposed parking charges, as a council report now reveals.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Despite this, the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/labour-party\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a>-run council is planning to proceed with the proposals &#8211; albeit, with slightly revised charges.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report states that for Lickey Hills Country Park, 919 respondents of the consultation (78.4 per cent) felt access to the park should remain free.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">For Sheldon Country Park, that figure was 120 respondents (65.9 per cent) while for Sutton Park it was 2,741 respondents (68.2 per cent).<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Acknowledging the opposition to the proposed charges, the council report continued: \u201cThe introduction of parking charges is often controversial and unpopular as users are asked to pay for something that has previously been free.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/0_JS116028626.jpg\" alt=\"Sheldon Country Park\" loading=\"lazy\"  \/>Sheldon Country Park(Image: Birmingham Mail\/Iain Findlay)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cHowever, the projected income from parking charges still falls short of the cost of maintaining the three parks in question.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cTherefore it is deemed reasonable to ask park users to contribute financially to the upkeep and maintenance of these parks.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cDespite the introduction of parking charges, there will still be a requirement for financial support from the council\u2019s general fund to maintain and manage these parks.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It went on to say that charges across \u201cdestination sites\u201d throughout the UK has become common practice.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report said: \u201cIn the vast majority of cases, parking charges for these sites have been in place for several years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">READ MORE: <\/strong><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/explained-birmingham-city-councils-plans-31556825\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\"><strong class=\"Strong_strong__e2x35\">Explained &#8211; a 30 minute \u2018grace\u2019 period is proposed in addition<\/li>\n<\/ul>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/05\/0_JS326740973_censored.jpg\" alt=\"Birmingham City Council House in Victoria Square\" loading=\"lazy\"  \/>Birmingham City Council House in Victoria Square(Image: Christopher Furlong\/Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Ahead of a meeting on Tuesday, May 13, cabinet have been recommended to note the results of the consultation and approve the proposed changes.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It\u2019s also been recommended to approve free parking permits for park volunteers and delegate to the relevant cabinet member the decision to proceed with the Sheldon Country Park and Sutton Park charging schemes.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">This would be following the completion of the formal Traffic Regulation Order process.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Cabinet were also recommended to delegate to the cabinet member the decision to introduce a scheme for charging and enforcement at the Lickey Hills site utilising private parking arrangements.<\/p>\n<p><strong class=\"Strong_strong__e2x35\">\u2018These things can be unpopular\u2019<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Asked about the proposed parking charges earlier this year, council leader John Cotton told the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/authors\/alexander-brock\/\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Local Democracy Reporting Service<\/a>: \u201cIt\u2019s important we look at all options for raising income.
