The \u00a373m Marine Lake Events Centre (MLEC) is one of a number of schemes being developed across the borough, but is by far the most ambitious, and the most costly.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">MLEC was approved after the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/whats-on\/whats-on-news\/southports-promenade-undergo-huge-73m-29092009\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">successful bid for \u00a337.5m of Town Deal funding<\/a> for Southport and has benefited from \u00a317.7m of funding from the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/liverpool-combined-authority\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">Liverpool City Region Combined Authority<\/a>. The site clearance is already well underway and it was expected that construction works would start at the end of last year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In September last year, the Liverpool <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">ECHO<\/a> reported on a <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/major-blow-huge-merseyside-events-32552094\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">major blow to Sefton Council\u2019s plans<\/a> for the development of MLEC when it confirmed the Pre-Construction Service Agreement (PCSA) with Graham Construction (GC) had been terminated. It was the second time a construction agreement has been terminated after the local authority announced it had ended the pre-construction services agreement with Kier Group back in December 2023.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The impasse led <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/row-breaks-out-over-multi-32873551\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">to a row breaking out<\/a>, with Tory group leader Cllr Mike Prendergast submitting a motion on the topic, which he presented to the council chamber (November 13): \u201cTo lose one contractor is unfortunate, but to lose two seems incompetent.<\/p>\n<p><img decoding=\"async\" alt=\"The Marine Lake Event Centre development site\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/0_WhatsApp-Image-2026-01-29-at-135259.jpg\" \/><\/p>\n<p aria-label=\"The Marine Lake Event Centre development site\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">The Marine Lake Event Centre development site(Image: Handout)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWe\u2019ve demolished the old Southport theatre, flattened the site, promised the world, and yet, after all that, there isn\u2019t even a signed contract to build the thing. That\u2019s not progress, that\u2019s paralysis.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Responding to the motion, deputy leader of <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/sefton\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Sefton<\/a> Council, Cllr Paulette Lappin said: \u201cThe motion refers to contractors walking away, but these are mutual decisions, because we must ensure we secure the best possible price for the scheme, and we believe that the change made supports that outcome. We have multiple interested parties now and we are aiming to enter into a pre-constructed service agreement (PCSA) this month.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/sefton-council\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">Sefton Council<\/a> has now confirmed it has entered into a PCSA with VINCI Construction which is now the \u2018preferred contractor\u2019 for the creation of the Marine Lake Events Centre. The <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">ECHO<\/a> understands that VINCI will now partner with the council\u2019s delivery team to finalise plans, and ensure that main construction works begin on site later in 2026, once a main contract is signed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In March 2024, Sefton Council awarded the demolition contract for <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/bootle\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Bootle<\/a>\u2019s Strand shopping centre to VINCI Construction after a \u2018rigorous\u2019 tender process. For that project, VINCI committed to creating 20 new jobs for local applicants during the demolition phase, plus the introduction of work placements for school leavers and care experienced young people.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The construction firm also revealed plans to work with groups including Sefton@Work, Hugh Baird College and YKids, to ensure the local community are engaged in the demolition programme, particularly residents most immediately affected by the works.<\/p>\n<p><img decoding=\"async\" alt=\"Artist's impression of Marine Lake Events Centre\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/01\/0_19535490-d92e-4e12-9dbb-2b29500198c7.jpg\" \/><\/p>\n<p aria-label=\"Artist's impression of Marine Lake Events Centre\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Artist&#8217;s impression of Marine Lake Events Centre(Image: Handout)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council said its prior experience of working with VINCI gives it \u2018added confidence\u2019 the firm\u2019s ability to deliver the MLEC scheme, which is one of the \u2018most significant and complex\u2019 regeneration projects in the region. In the meantime, the local authority said residents and visitors to Southport will see major civil engineering works starting in February.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Marion Atkinson, Leader of Sefton Council, said: \u201cWe are pleased to welcome VINCI Building as the preferred contractor for MLEC.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cHaving already collaborated with VINCI Building in the pre-construction phase, we know they share our vision and commitment to deliver this complex and ambitious scheme successfully.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThe brand new venue will create new jobs, attract hundreds of thousands of visitors, and provide a world-class events venue for our borough and the Liverpool City Region.
