The French government is looking to reduce the 2026 budget by \u20ac40 billion<\/a>, largely through spending cuts. Bayrou said those savings should not come by imposing new taxes but via \u201cgreater efficiency\u201d and \u201csimplification\u201d of public spending<\/a>.<\/p>\n

\u201cIt\u2019s a comprehensive plan I want to submit. It will demand efforts from everybody, and given its scale, it cannot succeed unless the French people support it,\u201d Bayrou said.<\/p>\n

He ruled out \u201ctargeted sacrifices\u201d<\/a> \u2014 such as a previously mooted \u201ctax raid\u201d on pensioners. His budget would \u201cbe a substantial one … based on a shared effort, carried out collectively by the French people,\u201d the prime minister said.<\/p>\n

\u201cI refuse to scapegoat any particular category<\/a> of French people, retirees no more than anyone else,\u201d he said.<\/p>\n

Under France\u2019s constitution, only the president can call a referendum.
