{"id":740002,"date":"2026-02-03T17:44:14","date_gmt":"2026-02-03T17:44:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/740002\/"},"modified":"2026-02-03T17:44:14","modified_gmt":"2026-02-03T17:44:14","slug":"thoroughbred-horse-racing-decoupling-measure-clears-final-house-committee","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/740002\/","title":{"rendered":"Thoroughbred horse racing &#8216;decoupling&#8217; measure clears final House committee"},"content":{"rendered":"<p class=\"p1\" style=\"text-align: justify;\">Rep.\u00a0<strong>Adam<\/strong>\u00a0<strong>Anderson<\/strong> successfully advanced a measure through the final House Committee that seeks to level the playing field among pari-mutuel activities while decoupling thoroughbred horse racing from other gambling activities.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">The bill (<a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=83521\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><b>HB 881<\/b><\/a>) cleared the House Commerce Committee on Tuesday, paving the way for a full House vote after the bill also cleared the House Industries and Professional Activities Subcommittee last month.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">A similar Senate version of the bill (<strong><a href=\"https:\/\/www.flhouse.gov\/Sections\/Bills\/billsdetail.aspx?BillId=84058&amp;\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">SB 1564<\/a><\/strong>) <strong><a href=\"https:\/\/floridapolitics.com\/archives\/773103-nick-diceglie-brings-thoroughbred-decoupling-effort-to-the-senate\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer\">sponsored<\/a><\/strong> by Sen. <b>Nick<\/b> <b>DiCeglie<\/b> has not yet been heard in any of its three referred Committees.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\"><strong><a href=\"https:\/\/floridapolitics.com\/archives\/770705-adam-anderson-refiles-thoroughbred-horse-racing-decoupling-bill\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer\">Anderson\u2019s version<\/a><\/strong> cleared Commerce after a strike-all amendment simplifying language was adopted. Despite the amendment, the bill maintains its original intent.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Its final Committee passage came despite significant pushback from the thoroughbred horse racing industry. Speaking on his bill, Anderson made clear he appreciated the feedback, particularly comments from several horse breeders that improvements to the industry were forthcoming. Anderson also noted that he is \u201ca lover of the race\u201d and has \u201cbeen involved in the racing industry for the better part of a decade.\u201d<\/p>\n<p><a href=\"https:\/\/www.bipc.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-726047\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/02\/FLGR-Ad-728x90-RESULTS-Set-1-e1741815738516.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p class=\"p1\" style=\"text-align: justify;\">\u201cI want to see it thrive, but I want to see it thrive independently, because we value free market principles,\u201d Anderson said.<\/p>\n<p class=\"p1\" style=\"text-align: justify;\">Anderson\u2019s bill is similar to a 2025 effort\u00a0that cleared the House and\u00a0<a href=\"https:\/\/floridapolitics.com\/archives\/735021-thoroughbred-racing-decoupling-now-in-the-senates-hands\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><strong>one Senate committee<\/strong><\/a>. It would allow Gulfstream Park in Hallandale Beach to continue operating its on-site casino without requiring it also to operate horse racing. The measure seeks to align thoroughbred tracks with other pari-mutuel facilities, decoupling them from ancillary activities under a 2021 law (<a href=\"https:\/\/apps.lobbytools.com\/tools\/t.cfm?a=bills&amp;b=summary&amp;billnum=2&amp;sessionid=48\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><b>SB 2A<\/b><\/a>).<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Supporters of the legislation say it is necessary to level the playing field for horse race tracks by giving them the option to maintain certain gambling activities even without live horse races, referred to as \u201cdecoupling.\u201d It would make each activity independent.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Horse racing is declining, but Gulfstream Park is still trying to preserve it as a significant industry. Gulfstream is hoping to work with industry leaders to find a long-term solution for racing. Its decline is apparent through horse breeding statistics. In 2002, about 4,500 foals were bred. By the end of last year, that number had dropped to just 1,000.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Anderson\u2019s measure, if approved, would also decouple Tampa Bay Downs in Tampa.<\/p>\n<p><a href=\"https:\/\/www.fit.edu\/?utm_source=FloridaPolitics&amp;utm_medium=digital&amp;utm_campaign=FloridaPolitics&amp;utm_content=homepage\" target=\"_blank\" rel=\"noopener external noreferrer\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-756323 size-full\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/02\/20250658_FINAL_FloridaPolitics_728x90.jpg\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Critics of decoupling worry the move would spell the end for horse racing in Florida. According to the\u00a0<a href=\"https:\/\/horsecouncil.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><b>American Horse Council<\/b><\/a>, the industry has a $3.24 billion economic impact and supports more than 33,000 jobs. The estimate doesn\u2019t account for the tourism impact from horse racing.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">The breeding association collects a percentage of revenue from every race conducted at the parks, even if a Florida horse isn\u2019t in the race.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">The measure is likely to face a rocky road to approval again. In April, the <a href=\"https:\/\/nationalhbpa.com\/about-hbpa\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><b>National Horsemen\u2019s Benevolent and Protective Association<\/b><\/a> threw its considerable weight behind efforts to block legislation and is likely to do so again.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Additionally, Gov.\u00a0<b>Ron<\/b>\u00a0<b>DeSantis<\/b> poses a veto threat even if the legislation clears both chambers of the Legislature. Speaking to the horseman\u2019s association earlier this year, DeSantis said the legislation would \u201chave the effect of harming the industry.\u201d<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">Notably, DeSantis signed the 2021 legislation that decoupled all pari-mutuel operations in South Florida.<\/p>\n<p class=\"p3\" style=\"text-align: justify;\">But like the 2025 attempt, the 2026 bill includes a long lead-up to venues suspending live racing.
