In theory streamlined legislation across the EU should make insurance distribution a more accurate process, especially on settlements. Here\u2019s the word from DLT Pilot Scheme operators;<\/p>\n

Together with the Alliance of\u00a0Authorised DLT\u00a0Market\u00a0Infrastructure\u00a0Operators and\u00a0Applicants under the EU DLT Pilot Regime,\u00a021X\u00a0\u2013\u00a0the world\u2019s first fully regulated\u00a0distributed ledger technology-based\u00a0trading and\u00a0settlement\u00a0system (DLT\u00a0TSS)\u00a0\u2013 has addressed a joint letter to the European Commission, the European Parliament and the Council.\u00a0\u00a0\u00a0<\/p>\n

21X\u00a0explicitly welcomes\u00a0the efforts reflected in the Market Integration and Supervision Package (MISP). Recognising\u00a0DLT\u00a0as a strategic foundation for modern capital markets\u00a0is the right and necessary step. What matters now is that this ambition translates into\u00a0timely\u00a0and effective application.\u00a0\u00a0<\/p>\n

While the United States has already taken concrete regulatory steps to enable\u00a0industrial-scale\u00a0tokenization and is moving towards fully digital T+0 settlement, Europe risks\u00a0remaining\u00a0structurally constrained until 2030\u00a0as a result of\u00a0the lengthy legislative process.\u00a0Liquidity does not wait.\u00a0\u00a0<\/p>\n

Against this backdrop,\u00a0the Alliance\u00a0proposes\u00a0a targeted, minimally invasive quick fix to the existing DLT Pilot Regime, focused on three concrete points:\u00a0\u00a0<\/p>\n

\u2013 Expansion of the eligible asset scope to all financial instruments, without reducing investor protection\u00a0\u00a0<\/p>\n

\u2013\u00a0An increase\u00a0of\u00a0the current volume caps from EUR 6\u20139 billion to at least EUR 100\u2013150 billion (approximately\u00a0one percent\u00a0of the EU equity market)\u00a0\u00a0<\/p>\n

\u2013 Removal of the six-year limitation on DLT licences, to enable long-term planning certainty and investment\u00a0\u00a0<\/p>\n

These\u00a0adjustments\u00a0represent\u00a0a\u00a0limited but necessary adjustment to the current DLT Pilot Regime, intended to preserve market development and the international competitiveness of the DLT-based capital market until the MISP implements the required far-reaching revisions to the DLT Pilot Regime.\u00a0\u00a0<\/p>\n

In digital financial market regulation, direction and speed must advance together.\u00a0\u00a0<\/p>\n
