Matt Briggs, whose wife, Kim, 44, was killed by a cyclist nine years ago, told the Telegraph: \u201cAfter losing Kim in 2016, I began campaigning the following year to have these laws enacted.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe use of the \u2018wanton and furious\u2019 charge for so many cases has been inadequate and archaic.
