{"id":774570,"date":"2026-02-19T09:46:12","date_gmt":"2026-02-19T09:46:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/774570\/"},"modified":"2026-02-19T09:46:12","modified_gmt":"2026-02-19T09:46:12","slug":"transport-for-london-to-introduce-regulations-for-pedicabs-in-london-for-the-first-time-transport-for-london","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/774570\/","title":{"rendered":"Transport for London to introduce regulations for pedicabs in London for the first time | Transport for London"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>Regulations were\u00a0introduced yesterday and will be enforced in stages over the coming year, bringing important new standards for drivers, vehicles and operators to ensure customer safety<\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\">Measures will include a ban on external audio from pedicabs<\/li>\n<li style=\"text-align: justify;\">For\u00a0the first time, TfL will also enforce\u00a0maximum\u00a0journey fares to ensure customers are treated fairly with consistent and transparent pricing<\/li>\n<li style=\"text-align: justify;\">Transitional arrangements will be in\u00a0place to allow drivers time to apply for licences,\u00a0with maximum fares set to come into force later this year<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Transport for London (TfL) yesterday introduced new regulations for\u00a0pedicabs\u00a0that will\u00a0be enforced in stages\u00a0over the coming year.\u00a0The regulations will mean that drivers\u00a0and operators will\u00a0need to apply for licences for both themselves and their vehicles, while\u00a0further regulations\u00a0being\u00a0made later this month will set\u00a0maximum fares for pedicab journeys that\u00a0come into force from October.<\/p>\n<p style=\"text-align: justify;\">While pedicabs can provide a unique\u00a0and green way to see the capital, they have an impact on the safety of the road network and have been unregulated in London until now. \u00a0The Pedicabs (London) Act 2024\u00a0does not ban pedicabs but\u00a0gives TfL the power\u00a0to regulate them, to professionalise and improve the industry.\u00a0Regulating pedicabs\u00a0will make them safer &#8211; ensuring that they are driven,\u00a0maintained\u00a0and operated in a professional manner.<\/p>\n<p style=\"text-align: justify;\">Since the Act\u00a0came into force, TfL has been working at pace alongside Londoners, business\u00a0groups\u00a0and industry representatives to create a robust set of\u00a0regulations\u00a0that are tailored to the unique nature of pedicabs and the market they\u00a0operate\u00a0in.<\/p>\n<p style=\"text-align: justify;\">Following two consultations, TfL yesterday introduced regulations\u00a0that\u00a0specify\u00a0a number of\u00a0important\u00a0minimum\u00a0standards that pedicab drivers, vehicles and operators must meet to ensure safety, including:<\/p>\n<ul>\n<li style=\"text-align: justify;\">For drivers &#8211; an enhanced DBS check, a full driving licence or valid theory test certificate, meeting English language requirements, passing an assessment of their safety, equality and regulatory\u00a0understanding\u00a0and meeting\u00a0minimum\u00a0medical standards<\/li>\n<li style=\"text-align: justify;\">For vehicles &#8211; standards include being road legal,\u00a0displaying\u00a0a valid pedicab licence identifier\u00a0and\u00a0having\u00a0regular safety checks, as well as a ban on external audio from the pedicab<\/li>\n<li style=\"text-align: justify;\">For operators &#8211; a requirement for a London premises with fire risk assessments, record keeping and a basic DBS check\u00a0for staff<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">TfL will also be enforcing\u00a0maximum\u00a0journey\u00a0fares for the first time to ensure that customers are not being charged well-documented rip-off fares. Subject to approval by TfL&#8217;s Finance Committee at its next meeting on 25 February, the planned maximum fares would be the total\u00a0of: a base fare of up to \u00a35;\u00a0a per minute charge of\u00a0up to\u00a0\u00a31.\u00a0Where\u00a0there is\u00a0more than one passenger, there is\u00a0an\u00a0additional charge of\u00a0up to\u00a0\u00a33 for every\u00a0additional\u00a0passenger that\u00a0can be added to the total fare.\u00a0Fares have been set to ensure that pedicabs can still offer an income that exceeds the London Living Wage and will be kept under review as\u00a0the industry evolves.<\/p>\n<p style=\"text-align: justify;\">Subject to approval, the pedicab driver licensing fee\u00a0is proposed to be \u00a3114 and the pedicab vehicle licensing fee\u00a0\u00a3100, both for a\u00a0one-year\u00a0licence. Drivers will be able to apply for licences from 9 March 2026. There will be a transition period to allow pedicab drivers\u00a0and operators to obtain licences for both\u00a0themselves\u00a0and their vehicles. Licences will be mandatory for drivers and operators from 30 October\u00a02026 and for vehicles from February 2027. Regulated maximum fares would come into force from 30 October 2026 alongside driver and operator licences.<\/p>\n<p style=\"text-align: justify;\">The Mayor of London, Sadiq Khan, said:\u00a0&#8220;After years of campaigning,\u00a0I&#8217;m\u00a0pleased that TfL will be regulating pedicabs across the capital to ensure they meet proper operational standards.\u00a0<\/p>\n<p style=\"text-align: justify;\">&#8220;Pedicabs should be a fun way to explore London &#8211; but too often people face rip-off fares, blaring music and unsafe behaviour.\u00a0We&#8217;re\u00a0bringing in these new rules so that both customers and drivers can\u00a0benefit\u00a0from an industry that is more safe,\u00a0reliable\u00a0and professional.<\/p>\n<p style=\"text-align: justify;\">&#8220;This will play an important role in supporting our vital night-time economy and enabling more people to enjoy all that our great city has to offer as we continue building a safer, fairer, greener London for everyone.&#8221;<\/p>\n<p style=\"text-align: justify;\">Chris Plummer,\u00a0TfL&#8217;s General Manager for Regulation &amp; Policy,\u00a0said:\u00a0&#8220;We&#8217;ve made significant progress in regulating the pedicab industry for the first time and\u00a0these regulations mark a major step towards ensuring everyone&#8217;s safety.<\/p>\n<p style=\"text-align: justify;\">&#8220;Pedicabs can provide a unique and green way to see the capital. However, pedicabs have an impact on the safety of the road network and we want to ensure that passengers are charged reasonable fares.<\/p>\n<p style=\"text-align: justify;\">&#8220;We&#8217;d\u00a0encourage drivers to take steps to ensure they\u00a0are ready to apply for licences\u00a0as soon as possible,\u00a0so they are ready for when\u00a0transitional arrangements\u00a0come to an end.&#8221;<\/p>\n<p style=\"text-align: justify;\">Minister for Local Transport Lilian Greenwood said:\u00a0&#8220;Pedicabs offer an alternative and green way to get around, but passengers have endured eye-watering fares and inconsistent safety standards for too long.<\/p>\n<p style=\"text-align: justify;\">&#8220;These strong new regulations will put an end to rip-off prices and ensure everyone can safely enjoy some of London&#8217;s best sights\u00a0including,\u00a0Covent Garden, Trafalgar Square and Big Ben.&#8221;<\/p>\n<p style=\"text-align: justify;\">Ros Morgan,\u00a0Heart of London Business Alliance&#8217;s Chief Executive,\u00a0said:\u00a0&#8220;HOLBA has campaigned for more than a decade to see pedicabs regulated, because people should be able to board a pedicab confident that it is roadworthy, that drivers are properly vetted and that fares are transparent.<\/p>\n<p style=\"text-align: justify;\">&#8220;These regulations are a significant step forward for the nation&#8217;s capital &#8211; protecting passengers and enabling the pedicab sector to operate legitimately while strengthening London&#8217;s reputation as a world-class destination.&#8221;<\/p>\n<p style=\"text-align: justify;\">MP\u00a0for Cities of London and Westminster, Rachel Blake, said:\u00a0&#8220;For far too long, residents in the centre of London have had to put up with the noise and disruption that pedicabs bring.<\/p>\n<p style=\"text-align: justify;\">&#8220;Residents across the Cities of London and Westminster welcomed\u00a0the regulations that\u00a0were\u00a0introduced yesterday as a first step to clamping down on rogue pedicab operators, with most importantly a ban on amplified noise.
