(WKYT) &#8211; The FBI is currently investigating the London Police Department, according to the Laurel County Sheriff\u2019s Office.<\/p>\n<p class=\"text | article-text\">On <a href=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\">February 4<\/a>, Laurel County Sheriff John Root confirmed to WKYT\u2019s <a href=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\">Samantha Valentino<\/a> that the city and county\u2019s control of the FBI\u2019s National Crime Information Center (NCIC) was transferred from the London Police Department to the Laurel County Sheriff\u2019s Office.<\/p>\n<p class=\"text | article-text\"><b>RELATED:<\/b><\/p>\n<ul class=\"list | article-list\">\n<li><a href=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\"><b>FBI investigating London Police Department, sheriff\u2019s office confirms<\/b><\/a><\/li>\n<li><a href=\"https:\/\/www.wkyt.com\/2026\/02\/11\/london-city-council-launches-investigation-into-police-use-federal-database\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/2026\/02\/11\/london-city-council-launches-investigation-into-police-use-federal-database\/\"><b>London City Council launches investigation into police use of federal database<\/b><\/a><\/li>\n<\/ul>\n<p><a class=\"link | text-reset d-block h-100 w-100\" href=\"https:\/\/www.wkyt.com\/page\/wkyt-apps-for-ios-and-android-devices\/\" rel=\"nofollow noopener\" target=\"_self\"><img decoding=\"async\" class=\"figure-img img-fluid mx-auto d-block\" alt=\"WKYT Streaming Apps\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/02\/1771554014_615_MEPHTWNVMREWLEQQWWFJM27ZMA.png\" width=\"980\" height=\"199\" \/><\/a><\/p>\n<p class=\"text | article-text\">Former London Mayor and current mayoral candidate <a href=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/2026\/02\/04\/fbi-investigating-london-police-department-sheriffs-office-confirms\/\">Tracie Handley<\/a> says the investigation was revealed in a special-called meeting of the London-Laurel County Communications Center Board on February 3.<\/p>\n<p class=\"text | article-text\">The only item on the meeting\u2019s agenda was \u201cCJIS Management Control.\u201d<\/p>\n<p><img decoding=\"async\" class=\"figure-img img-fluid mx-auto d-block\" alt=\"London-Laurel County Communications Center Board Meeting Agenda\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/02\/BWO7HUTTZNEINAZB3Q7CHUKCQQ.png\" width=\"980\" height=\"1268\" \/>London-Laurel County Communications Center Board Meeting Agenda(London-Laurel County Communications Center Board)<\/p>\n<p class=\"text | article-text\">During a London City Council meeting on February 2, the Acting Chief of the London Police Department, Gary Mehler, was asked about the situation. <\/p>\n<p class=\"text | article-text\">\u201cIt\u2019s information security, criminal justice security, and they are looking into a few things. There may or may not have been a procedural error, and we\u2019re working to figure that out,\u201d Mehler said. <\/p>\n<p class=\"text | article-text\">WKYT has made several attempts to reach out to the London Police Department for comment about the FBI\u2019s investigation. Those requests have not been returned. <\/p>\n<p class=\"text | article-text\">The FBI\u2019s <a href=\"https:\/\/www.fbi.gov\/news\/stories\/ncic-turns-50\" rel=\"nofollow noopener\" title=\"https:\/\/www.fbi.gov\/news\/stories\/ncic-turns-50\" target=\"_blank\">Criminal Justice Information Services Division<\/a> (CJIS) manages and operates several national crime information systems used by the public safety community for both criminal and civil purposes.<\/p>\n<p class=\"text | article-text\">Among these systems is the <a href=\"https:\/\/www.justice.gov\/tribal\/national-crime-information-systems\" rel=\"nofollow noopener\" title=\"https:\/\/www.justice.gov\/tribal\/national-crime-information-systems\" target=\"_blank\">National Crime Information Center<\/a> (NCIC). The U.S. Department of Justice describes the NCIC as \u201ca criminal records database allowing criminal justice agencies to enter or search for information about stolen property, missing or wanted persons, and domestic violence protection orders; to get criminal histories; and to access the National Sex Offender Registry.\u201d<\/p>\n<p class=\"text | article-text\">On February 4, WKYT\u2019s <a href=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" target=\"_blank\">Samantha Valentino<\/a> asked Sheriff Root whether the London-Laurel County Communications Center Board approved transferring control of NCIC usage from the London Police Department to the Laurel County Sheriff\u2019s Office.<\/p>\n<p class=\"text | article-text\">Additionally, Samantha asked Root whether the decision came at the request of Kentucky State Police due to an ongoing investigation by the FBI regarding LPD\u2019s NCIC usage.<\/p>\n<p class=\"text | article-text\">In response to Samantha\u2019s questions, Sheriff Root said, \u201cYes it was changed and we were advised by KSP to change from London PD to LCSO. There is in fact a on going investigation by the FBI into the matter.\u201d<\/p>\n<p class=\"text | article-text\">The FBI said that as a matter of longstanding policy, they can neither confirm nor deny the existence of any specific investigation.<\/p>\n<p class=\"text | article-text\">Through an open records request, WKYT\u2019s <a href=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" target=\"_blank\">Samantha Valentino<\/a> obtained emails between KSP and London-Laurel County 911 regarding CJIS management control. <\/p>\n<p class=\"text | article-text\">On February 4, KSP LINK Audit Branch CJIS Compliance Supervisor Joilee Hall sent the below email to London-Laurel County 911 Director Larry Walls.<\/p>\n<p><img decoding=\"async\" class=\"figure-img img-fluid mx-auto d-block\" alt=\"Email from KSP to London-Laurel County 911\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/02\/CYEZ2MZGWJEGXOFC6VR3KMOZCI.png\" width=\"980\" height=\"1274\" \/>Email from KSP to London-Laurel County 911(WKYT)<\/p>\n<p class=\"text | article-text\">\u201cDue to recent findings of CJIS misuse by the London Police Department, they are being placed in a level A sanction causing total suspension of use of the CJIS network,\u201d Hall wrote. <\/p>\n<p class=\"text | article-text\">Hall noted that as a result of the suspension, CJIS management control would have to be transferred to another agency, suggesting the Laurel County Sheriff\u2019s Office. <\/p>\n<p class=\"text | article-text\">The email was sent one day after the London-Laurel County Communications Center Board transferred CJIS management control from the London Police Department to the Laurel County Sheriff\u2019s Office. <\/p>\n<p class=\"text | article-text\">When asked about the timeline of events, London-Laurel County 911 told WKYT\u2019s <a href=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/authors\/samantha-valentino\/\" target=\"_blank\">Samantha Valentino<\/a> they were first notified of the situation in a phone call from KSP on January 30. However, Director Walls later requested something in writing for the agency\u2019s records, which prompted the February 4 email. <\/p>\n<p class=\"text | article-text\">The Law Enforcement Network of Kentucky (LINK) is managed by KSP and oversees CJIS usage. Their policy outlines the different sanctions that can be imposed on agencies and why. <\/p>\n<p class=\"text | article-text\">A Level A sanction, as the London Police Department is under, is the highest sanction. It causes a total suspension from use of the CJIS network. <\/p>\n<p class=\"text | article-text\">\u201cThis sanction level provides for total suspension from use of the CJIS Network until those discrepancies identified by the CJIS System Agency (CSA) are corrected. The violating agency would receive written notification from the CSA noting the violation and what measures the CSA would require to correct the violation,\u201d the policy reads. <\/p>\n<p class=\"text | article-text\">According to the policy, the following list would cause a Level A sanction to be imposed:<\/p>\n<ul class=\"list | article-list\">\n<li>Providing direct or indirect access of CJIS information in return for personal or agency gain;<\/li>\n<li>Manipulation of CJIS information or source documents that would alter or affect a record in return for personal or agency gain;<\/li>\n<li>Allowing access to the CJIS terminal by sharing of unique logon credentials;<\/li>\n<li>Unauthorized system access in an attempt to access or manipulate Directory Files;<\/li>\n<li>Failure to address recommendations resulting from a Class \u201cB\u201d sanction;<\/li>\n<li>Misuse of information from the Interstate Identification Index (III) Files where the agency has been notified of the misuse and failed to take appropriate action.<\/li>\n<\/ul>\n<p class=\"text | article-text\">The London City Council has also launched its own investigation into how police officers use the criminal database.<\/p>\n<p class=\"text | article-text\">During a <a href=\"https:\/\/www.wkyt.com\/2026\/02\/11\/london-city-council-launches-investigation-into-police-use-federal-database\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.wkyt.com\/2026\/02\/11\/london-city-council-launches-investigation-into-police-use-federal-database\/\">special-called meeting on February 11<\/a>, the London City Council unanimously adopted a resolution seeking a log of all searches made by the police department going back to October 2024. <\/p>\n<p class=\"text | article-text\">They want to know whether those searches involved city council members and other city employees, and whether anyone gave information from the database to individuals outside of law enforcement.<\/p>\n<p class=\"copyright |\">Copyright 2026 WKYT.
