Two bonfires were set alight early last year following rumours in the community that the events were being cancelled by the authorities.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Wirral<\/a> Council faced &#8216;significant challenges&#8217; when it came to <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/just-minutes-before-starts-people-32819812\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">managing community bonfire events in 2025<\/a>, prompting a review to learn any lessons. The council is still looking to <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/four-wirral-bonfire-night-events-32734140\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">keep a policy in place as it was an overall succes<\/a>s but some changes <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/lessons-learned-after-hundreds-defy-32827002\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">will be needed<\/a>, according to a report published before a committee meeting on March 5<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">There was a 62.9% reduction in secondary fires and a 5% decrease in <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/children-spooked-bonfire-event-after-32820689\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">antisocial behaviour across the borough.<\/a> Merseyside Fire and Rescue Service said: \u201cWirral demonstrated areas of exceptional practice and the planning undertaken during previous years should remain and be built upon for future years.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The report suggested <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/new-bonfire-night-rules-could-31846195\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">similar policies could be rolled out across the region,<\/a> adding: \u201cThe issues are complex and there is no simple solution. Particular challenges arise when an event organiser does not in reality have control of a site or over a local community, as was seen last year particularly.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">However officers said: \u201cThe approach, whilst challenging, has built bridges with communities, particularly some which have a long-standing mistrust of authority and previous poor relationship with the council.\u201d<\/p>\n<p><img decoding=\"async\" alt=\"The Woodchurch bonfire later went ahead with permission\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/03\/1_The-Woodchurch-bonfire-in-Wirral-is-lit-tonight-in-advance-of-bonfire-night.jpg\" \/><\/p>\n<p aria-label=\"The Woodchurch bonfire later went ahead with permission\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">The Woodchurch bonfire later went ahead with permission(Image: Liverpool Echo)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The Bonfire Night policy, which saw the council support a number of community events being organised safely across the borough, was <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/news\/liverpool-news\/new-bonfire-night-rules-could-31846195\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">introduced after concerns about the increasing size of bonfires in Wirral.<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This \u2018raised significant concerns around public safety, anti-social behaviour and environmental impact\u2019 and exposed the council \u2018to risk, including potential litigation, financial liabilities and reputational damage\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">There was a 2024 pilot and 2025 was the first year the policy was properly in force. However things did not go according to plan after two bonfires were deemed to be too big.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">This caused community tensions and fires on the Woodchurch estate and at Ilchester Park in <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/birkenhead\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Birkenhead<\/a> were ignited two weeks early. After further discussions, the Woodchurch fire was allowed to go ahead while the one at Ilchester happened despite authorities and a local charity pulling out.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">While authorities and the North Birkenhead Development Trust (NBDT) tried to support an event going ahead at Ilchester, the council report said the fire was still too big.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council said they paid for security and fenced the bonfire off but \u201cthere were tensions between some community members and the security officers, who were removed from the site having felt threatened\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">As the fire got bigger, the council said the trust \u2018had no option other than to withdraw as they did not have control of the site\u2019. However the NBDT based themselves at the nearby St James Church and the council provided some health and safety measures.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">In contrast, the report said Woodchurch Connect came forward allowing an event to go ahead with no issues and a smaller bonfire. The only incident was one CCTV camera was damaged beyond repair in an act of vandalism.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Elsewhere in the borough, authorised events at Beechwood, Noctorum, Leasowe, and Seacombe went ahead without incident. Seacombe\u2019s event was considered so successful organiser Scott Lowe has \u2018been given in principle permission to host an event in Central Park, <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wallasey\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Wallasey<\/a> in 2026\u2019 though this will not include a bonfire.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.liverpoolecho.co.uk\/all-about\/wirral-council\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Wirral Council<\/a> said: \u201cIt is noted with thanks that the professional pyrotechnic company engaged by the organiser provided additional support to other local events, in particular Woodchurch and Ilchester Park Birkenhead, at no cost to help ensure safety.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The council report also said issues of flytipping and unauthorised bonfires \u201ccontinued to be problematic\u201d with twice as much removed by the fire service in 2025 compared to the year before. Overall, 91 tonnes of flytipped waste was removed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Officers also said local companies refused to help clear two bonfires \u201cfor fear of retaliation\u201d.
