You may opt out at any time.<\/p>\n<p>\n    Enter your email<\/p>\n<p>    Sign Up\n  <\/p>\n<p>The Pentagon Focuses on Hypothetical Taiwan Conflict<\/p>\n<p>The U.S. Defense Department is <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/03\/29\/secret-pentagon-memo-hegseth-heritage-foundation-china\/\" target=\"_blank\" rel=\"noopener\">becoming<\/a> more focused on a hypothetical conflict with China\u2014at the same time as U.S. President Donald Trump\u2019s policies are undercutting alliances in the Asia-Pacific.<\/p>\n<p>The Pentagon has outlined plans to reconfigure the U.S. military for great-power struggles instead of sporadic counterinsurgencies. An <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/03\/29\/secret-pentagon-memo-hegseth-heritage-foundation-china\/\" target=\"_blank\" rel=\"noopener\">internal guidance memo<\/a> from Defense Secretary Pete Hegseth, which appears to be based on the Heritage Foundation\u2019s Project 2025, identifies China as the United States\u2019 \u201csole pacing threat.\u201d Deterring a Chinese seizure of Taiwan is a top priority, and the United States is expected to \u201cassume risk in other theaters\u201d accordingly.<\/p>\n<p>The reconfiguration draws inspiration from the <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/the-marines-transformed-to-take-on-china-will-they-be-ready-for-everything-else-d4ea24c6\" target=\"_blank\" rel=\"noopener\">controversial overhaul<\/a> of the U.S. Marine Corps in 2020, which reoriented the branch from its focus on tactical flexibility toward becoming an island-hopping force in a Pacific conflict. But this strategy only makes sense if one believes that a Chinese invasion of Taiwan is inevitable in the next few years and that a wider war with the United States would follow.<\/p>\n<p>This idea has been a <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/05\/07\/how-dc-became-obsessed-with-a-potential-2027-chinese-invasion-of-taiwan\/\" target=\"_blank\" rel=\"noopener\">fixation in Washington<\/a> for years. Just last week, U.S. Indo-Pacific Commander Adm. Samuel Paparo <a href=\"https:\/\/www.ft.com\/content\/a78d7737-874f-47f9-9c50-9c6dd6c2bd44\" target=\"_blank\" rel=\"noopener\">brought up<\/a> the possibility of China invading Taiwan in 2027, the date of the 100th <a href=\"https:\/\/asia.nikkei.com\/Editor-s-Picks\/China-up-close\/Analysis-Xi-floats-2027-as-new-milestone-year\" target=\"_blank\" rel=\"noopener\">anniversary<\/a> of the foundation of the Chinese People\u2019s Liberation Army (PLA).<\/p>\n<p>Paparo\u2019s subordinate, Gen. Ronald Clark, echoed <a href=\"https:\/\/www.wsj.com\/world\/asia\/americas-new-pacific-army-commander-lays-out-his-china-strategy-87f2f5b7\" target=\"_blank\" rel=\"noopener\">similar concerns<\/a> in a recent interview. To his credit, Paparo correctly stated that Chinese President Xi Jinping has not actually called for the PLA to invade Taiwan in 2027 but instead demanded that it be ready to do so by that date.<\/p>\n<p>Xi\u2019s ask to the PLA might seem threatening, but it doesn\u2019t necessarily indicate immediate danger. Countries can bloviate about seizing territory for decades and then suddenly act on it, whether it\u2019s Russia in Ukraine or Argentina in the Falklands. But Chinese leaders often invoke Taiwan as a metonym for PLA <a href=\"https:\/\/carnegieendowment.org\/posts\/2000\/03\/how-china-will-take-taiwan?lang=en\" target=\"_blank\" rel=\"noopener\">readiness<\/a>, and <a href=\"https:\/\/foreignpolicy.com\/2016\/12\/05\/china-really-isnt-joking-about-taiwan\/\" target=\"_blank\" rel=\"noopener\">threatening Taiwan<\/a> is something of a political necessity for every Chinese leader.<\/p>\n<p>Additionally, U.S. leaders don\u2019t seem to have considered how recent events\u2014especially the COVID-19 pandemic and China\u2019s <a href=\"https:\/\/www.sohu.com\/a\/890978986_137462?scm=10001.325_13-109000.0.0.5_32&amp;spm=smpc.channel_248.block3_308_NDdFbm_1_fd.6.1746025920193cXK2mbr_324\" target=\"_blank\" rel=\"noopener\">ongoing<\/a> <a href=\"https:\/\/asiasociety.org\/policy-institute\/xi-jinpings-purges-have-escalated-heres-why-they-are-unlikely-stop\" target=\"_blank\" rel=\"noopener\">purge of the military<\/a> over widespread corruption\u2014might have affected the PLA\u2019s readiness, reform plans, and budgets, all of which could push back a 2027 timeline.<\/p>\n<p>Trump\u2019s own agenda, however, seems to differ from that of China hawks in his administration. Trump is \u201c<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-03-07\/bessent-says-trump-confident-no-xi-move-on-taiwan-in-his-term\" target=\"_blank\" rel=\"noopener\">confident<\/a>\u201d that Xi will not invade Taiwan during his second term, according to U.S. Treasury Secretary Scott Bessent. Despite the shift in Pentagon strategy, Trump himself has given little attention to the Asia-Pacific, repeatedly <a href=\"https:\/\/www.bloomberg.com\/features\/2024-trump-interview-transcript\/?leadSource=uverify%20wall&amp;sref=gAQr8Hwd\" target=\"_blank\" rel=\"noopener\">dismissing<\/a> Taiwan\u2019s importance and attempting to <a href=\"https:\/\/www.reuters.com\/article\/world\/exclusive-inside-trumps-standoff-with-south-korea-over-defense-costs-idUSKCN21T051\/\" target=\"_blank\" rel=\"noopener\">extort money<\/a> from U.S. allies for defense contributions.<\/p>\n<p>U.S. allies in the region are walking a fine line between paying off Trump\u2014both <a href=\"https:\/\/www.citizensforethics.org\/reports-investigations\/crew-reports\/trumps-disappearing-15-million-south-korean-debt\/\" target=\"_blank\" rel=\"noopener\">directly<\/a> and with <a href=\"https:\/\/japannews.yomiuri.co.jp\/politics\/politics-government\/20250504-252640\/\" target=\"_blank\" rel=\"noopener\">possible trade concessions<\/a>\u2014and dealing with domestic constituencies that are angry with Washington\u2019s antics. Australia\u2019s election on May 3 saw a firm <a href=\"https:\/\/foreignpolicy.com\/2025\/05\/05\/labor-australian-election-trump\/\" target=\"_blank\" rel=\"noopener\">rejection of Trumpism<\/a>, which is worrying given the country\u2019s <a href=\"https:\/\/foreignpolicy.com\/2023\/09\/16\/us-china-marines-f-35-pacific-strategy-taiwan\/\" target=\"_blank\" rel=\"noopener\">key logistical role<\/a> in any conflict with China and for the prospects of the <a href=\"https:\/\/www.reuters.com\/world\/aukus-nuclear-submarine-sale-under-scrutiny-trump-tariffs-rattle-australia-2025-04-10\/\" target=\"_blank\" rel=\"noopener\">submarine deal<\/a> between Australia, the United Kingdom, and the United States.<\/p>\n<p>That said, Beijing\u2019s saber-rattling could drive countries back into Washington\u2019s arms. China has somewhat curbed its nationalistic tone lately, but it is still engaging in <a href=\"https:\/\/globalnation.inquirer.net\/275652\/vietnam-protests-china-ph-claims-on-sandy-cay\" target=\"_blank\" rel=\"noopener\">flag-waving contests<\/a> with the Philippines and Vietnam at sea and <a href=\"https:\/\/www.reuters.com\/world\/china-opposes-any-deals-between-us-other-nations-its-expense-2025-04-21\/\" target=\"_blank\" rel=\"noopener\">threats against<\/a> countries that side with the United States in the trade war.<\/p>\n<p>Ultimately, a more divided Asia-Pacific may not work to Trump\u2019s advantage. The United States needs allies in Asia more than China does, and come 2027 countries may abstain from taking sides between two equally unreliable and belligerent superpowers.<\/p>\n<p>What We\u2019re Following<\/p>\n<p><strong>Xi\u2019s Russia travels.<\/strong> The Kremlin <a href=\"https:\/\/apnews.com\/article\/russia-china-putin-xi-jinping-victory-day-86fd24273e9baaaa61f017991939ea61\" target=\"_blank\" rel=\"noopener\">confirmed<\/a> on Sunday that Xi will visit Russia starting on Wednesday, timed to coincide with Russia\u2019s celebration of the anniversary of the end of World War II in Europe, known as Victory Day. It will be Xi\u2019s 11th visit to Russia as Chinese president\u2014more than twice the number of times he has visited any other country.<\/p>\n<p>Victory Day is significant because both Russia and China frame their territorial claims and place in the global order as endorsed by their World War II triumphs. In China\u2019s case, this is somewhat ironic, since it was the Republic of China, not the People\u2019s Republic of China, that was part of the Allied powers and that held the U.N. Security Council seat until 1971.<\/p>\n<p>Xi\u2019s trip is thus a symbolic gesture of support for Russia in its war on Ukraine\u2014all the more so given Kyiv\u2019s <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/kyiv-accuses-china-of-deepening-involvement-in-russias-ukraine-war\/\" target=\"_blank\" rel=\"noopener\">renewed accusations<\/a> of Beijing directly aiding Moscow.<\/p>\n<p><strong>Possible fentanyl talks.<\/strong> China is weighing an offer to start talks with the United States on fentanyl as a potential off-ramp from Trump\u2019s tariffs, the Wall Street Journal <a href=\"https:\/\/www.wsj.com\/world\/china\/beijing-weighs-fentanyl-offer-to-u-s-to-start-trade-talks-287cf233\" target=\"_blank\" rel=\"noopener\">reports<\/a>. Though it\u2019s still early, Chinese Public Security Minister Wang Xiaohong has supposedly attempted to reach out to Trump officials for talks.<\/p>\n<p>Both Mexico and Canada were able to forestall a full-blown trade war with the United States in February by offering Trump token concessions on the fentanyl issue.<\/p>\n<p>But China is sensitive about <a href=\"https:\/\/foreignpolicy.com\/2024\/07\/10\/china-fentanyl-crisis-america-mexico-api-manufacture-banking\/\" target=\"_blank\" rel=\"noopener\">accusations<\/a> of drug trafficking, since a key part of its national mythology is the role of <a href=\"https:\/\/epicenter.wcfia.harvard.edu\/blog\/historys-hatred-chinas-war-on-drugs\" target=\"_blank\" rel=\"noopener\">foreign traffickers<\/a> during the Opium Wars and the Chinese Communist Party\u2019s harsh <a href=\"https:\/\/www.persee.fr\/doc\/cemot_0764-9878_2001_num_32_1_1607\" target=\"_blank\" rel=\"noopener\">anti-drug stance<\/a>. (The party <a href=\"https:\/\/www.minjian-danganguan.org\/s\/china-unofficial\/item\/557#lg=1&amp;slide=0\" target=\"_blank\" rel=\"noopener\">grew and sold opium<\/a> for financial support in the 1930s and 1940s, but this is a taboo topic.)<\/p>\n<p>Indeed, trying to find a line that is acceptable to both Trump and Xi will be difficult.<\/p>\n<p>FP\u2019s Most Read This Week<\/p>\n<p>Tech and Business<\/p>\n<p><strong>Tariff impacts loom.<\/strong> The slow-moving collapse of trade with China will start affecting everyday life in the United States this month, particularly as the massive drop in <a href=\"https:\/\/www.usfunds.com\/resource\/trump-tariffs-trigger-collapse-in-china-to-u-s-shipping-volumes\/\" target=\"_blank\" rel=\"noopener\">shipping volumes<\/a> is reflected on <a href=\"https:\/\/www.nbcnews.com\/politics\/economics\/product-shortages-empty-store-shelves-loom-falling-shipments-china-rcna202812\" target=\"_blank\" rel=\"noopener\">supermarket shelves<\/a>. E-commerce giants Temu and Shein are in <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwy79j2n7d4o\" target=\"_blank\" rel=\"noopener\">dire straits<\/a> in the United States\u2014formerly their largest market\u2014and are now <a href=\"https:\/\/sg.finance.yahoo.com\/news\/exclusive-shein-temu-ramp-advertising-204328589.html\" target=\"_blank\" rel=\"noopener\">reorienting toward Europe<\/a>.<\/p>\n<p>The price impact for U.S. consumers may be substantial\u2014and notably has not sparked the reshoring by global firms that Trump promised but instead thrown domestic manufacturing into <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-04-28\/tariff-chaos-drags-key-texas-manufacturing-gauge-to-worst-since-2020?embedded-checkout=true\" target=\"_blank\" rel=\"noopener\">chaos<\/a>. It\u2019s possible that Trump might blink as inflation bites, but the delayed effect of global shipping would leave a substantial gap even if sailing resumed tomorrow.<\/p>\n<p>China, meanwhile, faces a <a href=\"https:\/\/www.cnbc.com\/2025\/05\/05\/china-risks-deeper-deflation-by-diverting-exports-to-domestic-market.html\" target=\"_blank\" rel=\"noopener\">deflationary spiral<\/a> as goods flood an unprepared domestic market where the public is still nervous about spending. Chinese factories have seen few outright closures or layoffs\u2014in part because Chinese labor law makes layoffs difficult without approval from local officials\u2014and instead are <a href=\"https:\/\/www.mitrade.com\/insights\/news\/live-news\/article-3-778601-20250424\" target=\"_blank\" rel=\"noopener\">reducing hours and cutting shifts<\/a>.<\/p>\n<p><strong>An unexpected typewriter.<\/strong> Last Friday, Stanford University <a href=\"https:\/\/news.stanford.edu\/stories\/2025\/05\/mingkwai-chinese-typewriter-prototype-stanford-libraries\" target=\"_blank\" rel=\"noopener\">announced<\/a> that it had acquired a prototype MingKwai typewriter, the first Chinese implementation of a keyboard model, which was long thought lost but was discovered in a New York basement this year.<\/p>\n<p>Chinese <a href=\"https:\/\/foreignpolicy.com\/2018\/07\/16\/1-billion-people-100000-characters-1-typewriter-chinese\/\" target=\"_blank\" rel=\"noopener\">typewriters<\/a> played a key role in adapting character-based languages to the modern era, laying the groundwork for the boom in Chinese computing in the 1980s that produced China\u2019s vast digital infrastructure today.<\/p>\n<p>As Chinese physicist Yangyang Cheng <a href=\"https:\/\/madeinchinajournal.com\/2025\/05\/02\/lost-and-found-the-unexpected-journey-of-the-mingkwai-typewriter\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a> on Friday, the MingKwai was invented in 1947 by Lin Yutang, a once famous Chinese writer who spent much of his life in the United States and tried to position himself as a bridge between cultures.<\/p>\n<p>Lin\u2019s contemporary Qian Zhongshu, however, painted a less flattering picture. In his novel Cat, Qian <a href=\"https:\/\/bsky.app\/profile\/bokane.org\/post\/3lockdqsfec27\" target=\"_blank\" rel=\"noopener\">describes<\/a> a character who is a thinly veiled portrait of Lin as publishing \u201ca number of essays on the Chinese national character in which he enumerated the common human instincts and identified them all as ineffably Chinese.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Welcome to\u00a0Foreign Policy\u2019s China Brief.
