On 17 March Ukraine\u2019s delegation in Brussels received<\/a> from the European Union (EU) the accession conditions for the final three negotiating clusters: Cluster Three, \u2018Competitiveness and Inclusive Development\u2019; Cluster Four, \u2018Green Agenda and Sustainable Connectivity\u2019; and Cluster Five, \u2018Resources, Agriculture and Cohesion Policy\u2019.<\/p>\n Combined with the three clusters communicated in December 2025, Ukraine now holds, for the first time, the complete package of conditions required for EU accession. The Commission announced Tuesday that technical enlargement talks would continue regardless of Hungary\u2019s veto on Ukraine\u2019s EU accession.\u2018Now we have a clear to-do list\u2019, the European Commissioner for Enlargement Marta Kos said<\/a> following a meeting in Brussels.<\/p>\n The problem is who must take action on that list. A week before Kos spoke, the Verkhovna Rada \u2014 Ukraine\u2019s parliament \u2014 failed to pass legislation on digital platform taxation required by the International Monetary Fund (IMF).
