But county officials need more tools to reach those goals, and some supervisors say progress isn\u2019t coming fast enough.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">\u201cWe need to average about 3,000 new units in the county,\u201d Wade Hugh, deputy county executive for development services said during the supervisors Tuesday, Oct. 17 work session on affordable housing.\u00a0That\u2019s\u00a0the number of\u00a0housing units the county\u00a0needs to add each year\u00a0through 2030\u00a0to meet the housing goals set by the Metropolitan Washington Council of Governments.\u00a0<\/p>\n<p>At one point, the county was steadily adding new housing and reached an annual high of 7,000 new units in 2005.<\/p>\n<p>But that changed during the Great Recession, when the annual number of new housing units plunged below 3,000. Since then, the number has stayed well under 3,000, falling short of demand.\u00a0In 2023, the county issued only about 1,000 occupancy permits for new homes, according to statistics shared with the supervisors during the Oct. 17 work session.\u00a0<\/p>\n<p>                        <img loading=\"lazy\" decoding=\"async\" src=\"data:image\/png;base64,iVBORw0KGgoAAAANSUhEUgAAAAQAAAADCAQAAAAe\/WZNAAAAEElEQVR42mM8U88ABowYDABAxQPltt5zqAAAAABJRU5ErkJggg==\" alt=\"PWT_Photo_housing shortage graph\" class=\"img-responsive lazyload full default\" width=\"1568\" height=\"1168\" data- data-\/><\/p>\n<p>For more than a decade, the county has been in a &#8220;housing shortfall&#8221; as evidenced by the inability to add at least 3,000 new housing units a year since about 2010.\u00a0<\/p>\n<p>                                    Source: the Prince William County Planning Commission Office<\/p>\n<p>And while the county wants to add more units, the\u00a0supervisors are hoping to incentivize developers to set aside some of them for affordable housing. But the county can\u2019t\u00a0do so\u00a0without an affordable dwelling ordinance, which supervisors are hoping to pass by the end of the year.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">Some supervisors expressed frustrations during the meeting about the lack of affordable housing progress over the last few years.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">&#8220;We are not nearly as close as we should be after three years,\u201d said Supervisor Margaret Franklin, D-Woodbridge. \u201cI expected to have an ordinance by the end of this term.\u201d\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">An affordable dwelling ordinance\u00a0a locality to\u00a0more easily boost affordable housing units and make decisions surrounding it. Under the ordinance, supervisors could offer incentives to encourage real estate developers to build affordable housing within the county.\u00a0\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">Hugh said the county\u2019s planning staff is working on a draft affordable housing ordinance that would allow the county to offer developers incentives to set aside up to 35% of units in a new development that would qualify as affordable for certain income groups.\u00a0\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">To be considered \u201caffordable\u201d the monthly rent or mortgage payment\u2014as well as utility costs\u2014 must not exceed 30% of the renters\u2019 or homeowners\u2019 monthly income.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">The ordinance has to go through a series of steps before it is presented to the supervisors\u00a0for a vote.\u00a0\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">If it is adopted in December, Hugh said the next steps would begin in early 2024 and would include rewriting the zoning code to incorporate the provisions of the affordable housing ordinance. <\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">The supervisors also plan to create a \u201chousing trust fund\u201d that would be used to help provide more housing opportunities for residents. The county already has $2.5 million in a housing proffers\u2014money given by developers toward affordable housing\u2014in the planning office, said David McGettigan, the county\u2019s acting planning director.<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">\u201cThat\u2019s not chump change,\u201d said Chair Ann Wheeler, D-At-Large.\u00a0\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">No plans have been announced yet for how the affordable housing proffer money will be used.\u00a0In the meantime, the county does provide housing help through the Housing Choice Voucher Program\u00a0and a first-time homebuyers&#8217; program. Both\u00a0are funded by the state and federal governments.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">Still, supervisors said the need is far from being met.\u00a0<\/p>\n<p class=\"Paragraph SCXW68799255 BCX9\">\u201cOnce a week, I get a housing\u00a0phone call,\u201d Franklin said. \u201cThis is something we have to figure out\u00a0what our options are by the end of the year.\u201d\u00a0\u00a0<\/p>\n<p>Want to read more stories like this?
