China is prioritising \u201cstrategic material security\u201d under its new five-year plan<\/a>, which elevates the supply and domestic stockpiling of critical resources to a matter of national security.Under its 15th five-year plan<\/a>, Beijing has placed \u201ckey commodities\u201d on the same strategic level as food and energy security, pledging a more proactive approach to bolstering \u201cenergy and resource supply security\u201d by \u201cpreventing and mitigating major risks in systemically important areas\u201d.<\/p>\n

To achieve this, the Asian economic giant aims to address \u201cweak links\u201d in its supply chains \u2013 areas where it relies too heavily on foreign technology or companies.<\/p>\n

By strengthening these sectors and ensuring stable supplies of raw materials, including oil, minerals and metals, China intends to protect its industries from global trade shocks<\/a> and ensure its factories continue running during international crises, thereby boosting economic self-reliance and long-term stability.<\/p>\n

Zhou Yuyuan, deputy director of the Institute for Foreign Policy Studies at the Shanghai Institutes for International Studies, said these \u201cweak links\u201d were identified by heavy import dependence, exposure to foreign export controls and reliance on US-patented technology.<\/p>\n
