{"id":84432,"date":"2025-05-08T11:03:11","date_gmt":"2025-05-08T11:03:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/84432\/"},"modified":"2025-05-08T11:03:11","modified_gmt":"2025-05-08T11:03:11","slug":"spain-gambling-regulator-issued-over-e142-million-fines-to-unlicensed-operators-in-2024","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/84432\/","title":{"rendered":"Spain Gambling Regulator Issued Over \u20ac142 Million Fines To Unlicensed Operators In 2024"},"content":{"rendered":"<p>&#13;<\/p>\n<p>The General Directorate for the Regulation of Gambling (DGOJ) has announced that it\u00a0imposed sanctions totaling more than \u20ac140 million (\u20ac142,721,000) on online betting and gambling operators in Spain during 2024.<\/p>\n<p>In the second half of the year, fines totaling \u20ac77 million were issued to 26 operators. Of these, 14 were foreign operators penalized for operating in Spain without a license. These were classified as very serious offenses under Spain\u2019s Gambling Regulation Law.<\/p>\n<p>The details were announced in a <a href=\"https:\/\/www.dsca.gob.es\/es\/comunicacion\/notas-prensa\/consumo-impuso-mas-140-millones-euros-sanciones-operadores-del-juego\" target=\"_blank\" rel=\"noopener\">press release on the DGOJ\u2019s website<\/a> on Tuesday.<\/p>\n<p>In addition to the fines, the companies have been ordered to shut down their websites and are banned from operating in Spain for two years.<\/p>\n<p>Serious offenders named<\/p>\n<p class=\"\" data-start=\"1030\" data-end=\"1110\">The following international operators were named and fined for illegal activity:<\/p>\n<ul data-start=\"1112\" data-end=\"1503\">\n<li class=\"\" data-start=\"1112\" data-end=\"1124\">\n<p class=\"\" data-start=\"1114\" data-end=\"1124\"><strong data-start=\"1114\" data-end=\"1124\">Wot NV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1125\" data-end=\"1154\">\n<p class=\"\" data-start=\"1127\" data-end=\"1154\"><strong data-start=\"1127\" data-end=\"1154\">Magicwin Games Tech LTD<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1155\" data-end=\"1170\">\n<p class=\"\" data-start=\"1157\" data-end=\"1170\"><strong data-start=\"1157\" data-end=\"1170\">Winbet NV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1171\" data-end=\"1205\">\n<p class=\"\" data-start=\"1173\" data-end=\"1205\"><strong data-start=\"1173\" data-end=\"1205\">Spicyjackpots Games Tech LTS<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1206\" data-end=\"1229\">\n<p class=\"\" data-start=\"1208\" data-end=\"1229\"><strong data-start=\"1208\" data-end=\"1229\">Lama Tech Limited<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1230\" data-end=\"1273\">\n<p class=\"\" data-start=\"1232\" data-end=\"1273\"><strong data-start=\"1232\" data-end=\"1273\">Chestoption Limited Liability Company<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1274\" data-end=\"1300\">\n<p class=\"\" data-start=\"1276\" data-end=\"1300\"><strong data-start=\"1276\" data-end=\"1300\">Pennytech Holding BV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1301\" data-end=\"1320\">\n<p class=\"\" data-start=\"1303\" data-end=\"1320\"><strong data-start=\"1303\" data-end=\"1320\">Group Gaem BV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1321\" data-end=\"1334\">\n<p class=\"\" data-start=\"1323\" data-end=\"1334\"><strong data-start=\"1323\" data-end=\"1334\">Mibs NV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1335\" data-end=\"1367\">\n<p class=\"\" data-start=\"1337\" data-end=\"1367\"><strong data-start=\"1337\" data-end=\"1367\">Fgs Software Solutions SRL<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1368\" data-end=\"1385\">\n<p class=\"\" data-start=\"1370\" data-end=\"1385\"><strong data-start=\"1370\" data-end=\"1385\">Investan NV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1386\" data-end=\"1412\">\n<p class=\"\" data-start=\"1388\" data-end=\"1412\"><strong data-start=\"1388\" data-end=\"1412\">Tinietech Holding BV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1413\" data-end=\"1428\">\n<p class=\"\" data-start=\"1415\" data-end=\"1428\"><strong data-start=\"1415\" data-end=\"1428\">Adonio NV<\/strong><\/p>\n<\/li>\n<li class=\"\" data-start=\"1429\" data-end=\"1503\">\n<p class=\"\" data-start=\"1431\" data-end=\"1503\"><strong data-start=\"1431\" data-end=\"1457\">Techsolutions Group NV<\/strong><\/p>\n<\/li>\n<\/ul>\n<p>The fines were \u20ac5 million for 13 of the companies and \u20ac10 million for one repeat offender, Techsolutions Group NV. The majority of the companies hold no valid gambling licenses, but 3 companies hold licenses in Curacao, including Techsolutions.<\/p>\n<p><a href=\"https:\/\/gamblingindustrynews.com\/betting\/offshore-sportsbooks\/\" target=\"_blank\" rel=\"noopener\">Offshore sportsbooks<\/a> with licenses in Curacao are not legally allowed to offer betting to Spanish residents, and have to apply to the DGOJ for a Spanish license. To qualify for a license, operators must have a base within the European Economic Area (EEA).<\/p>\n<p>The regulator collaborates internationally to address challenges posed by offshore operators, particularly those based in jurisdictions like Cura\u00e7ao and the British Virgin Islands.<\/p>\n<p>Spain\u2019s strict rules on gambling<\/p>\n<p>In addition to the fines issued in 2024, the DGOJ has sanctioned 180 operators with fines of \u20ac475 million since 2021. Last year, 12 licensed operators in Spain were also issued penalties, totaling \u20ac2.4 million.<\/p>\n<p>The multi-million euro penalties are far heavier than any punishments dished out by US states. States have been clamping down on unlicensed operators, but generally, action is limited to issuing cease-and-desist orders and the occasional small fine.<\/p>\n<p>Michigan is widely recognized as one of the strictest gaming regulators, but when faced with a similar situation recently, the Michigan Gaming and Control Board merely<a href=\"https:\/\/gamblingindustrynews.com\/news\/michigan-gaming-control-board-takes-action-against-11-more-offshore-casinos\/\" target=\"_blank\" rel=\"noopener\"> politely asked unlicensed operators to stop<\/a>.<\/p>\n<p>Spain also has strict rules about gambling advertising. Since reforms in 2021 to gambling rules, celebrities are no longer permitted to endorse gambling companies. Advertisements are also restricted to late night from 1am to 5am on TV and radio. Additionally, bonus offers are only allowed to be shown to registered users rather than broadcast across mass media.<\/p>\n<p>Despite strict rules, the industry continues to thrive. Last year, operators generated revenue of \u20ac1.45 billion, marking a 17% increase from 2023.
