A shorter, two-year moratorium<strong> <\/strong>deal could prompt Washington to withhold its support for the work plan \u2014 a move that risked derailing talks entirely and deepening U.S. frustration with the WTO\u2019s negotiating system.<\/p>\n<p>Meanwhile, tensions spilled over on Saturday night when the Investment Facilitation Agreement collapsed, after India once again blocked the plurilateral deal from being incorporated into WTO law.<\/p>\n<p>\u201cIndia showed the courage to stand alone,\u201d Indian Commerce Minister Piyush Goyal wrote in <a href=\"https:\/\/x.com\/PiyushGoyal\/status\/2037933967572435373?s=20\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a statement on X<\/a>, criticizing members for \u201cdiscussing guardrails and legal safeguards for plurilaterals before the integration of any specific plurilateral outcome.\u201d<\/p>\n<p>There are some options on the table. Delegates could opt for a stopgap, extending the digital tariff ban only until the next ministerial.
