Northern Ireland first place in UK to bring in changes in 2026 \u2013 The Irish News"},"content":{"rendered":"<p class=\"c-paragraph\">Northern Ireland will become the first place to introduce graduate driving licenses, to change how people learn to drive and with an aim to prevent fatal road crashes. <\/p>\n<p class=\"c-paragraph\">These changes, which will come into effect in October, will apply to all new drivers, but are particularly aimed at those aged 17-23. <\/p>\n<p class=\"c-paragraph\">Here is what you need to know.<\/p>\n<p>What are the graduate driving licence rules? <\/p>\n<p class=\"c-paragraph\">Key measures include:<\/p>\n<p><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/major-psni-operation-launched-at-republican-sinn-fein-easter-rising-event-2ESZU4GBV5HU7KWRPZPGCV2GRE\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Major PSNI operation launched at Republican Sinn F&#xE9;in Easter Rising event\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/1775388870_58_DRU27NLORVCMJD76ILZDFTLFGQ.jpeg\"  width=\"800\" height=\"450\"\/><\/a><a class=\"c-link\" href=\"https:\/\/www.irishnews.com\/news\/northern-ireland\/mo-chara-court-case-live-kneecap-rapper-to-find-out-if-terror-charge-will-be-thrown-out-BV3HTFOTE5AQVIFZW5E4OXBNR4\/\" aria-hidden=\"true\" tabindex=\"-1\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Mo Chara court case LIVE: Kneecap rapper terror charge thrown out after &#x2018;technical error&#x2019;\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/1775388871_782_LS75QCFJNRDEPK5NYYT3NROWEE.jpg\"  width=\"800\" height=\"450\"\/><\/a><\/p>\n<ul>\n<li>A mandatory minimum learner period before testing: Learner drivers cannot sit their practical test until they have held provisional car entitlement as part of their provisional driving licence for at least six months (this will not apply to motorcyclists).<\/li>\n<li>A Programme of Training that details the learning required to become a safe driver: This must be completed and recorded in a Logbook before a learner driver can undertake their practical driving test. <\/li>\n<li>Longer protection period increased from 12 months to 24 months: The current 12-month protection period, where a new driver must display R plates, will be extended to a 24 month \u2018new driver\u2019 period. This will require new drivers to display a distinguishing mark (R plate) on the vehicle for two years after receiving a full licence.<\/li>\n<li>Night-time passenger restrictions for new drivers under 24: for the first six-months after passing their test drivers cannot have more than one passenger aged between 14-20 years between 23:00 and 06:00 (exemptions apply for immediate family members).<\/li>\n<\/ul>\n<p class=\"c-paragraph\">The current speed limit of 45mph for restricted drivers will also be removed.<\/p>\n<p class=\"c-paragraph\">Drivers who do not follow the restrictions could receive three penalty points or a fine of up to \u00a31,000.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"The DVSA has revealed a seven-point plan intended to cut waiting times for driving tests\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/ARLO7R2KINNZPJAANQY5HV7H3E.jpg\"  width=\"800\" height=\"525\"\/>Drivers who do not follow the restrictions could receive a fine of up to \u00a31,000.
