{"id":880616,"date":"2026-04-08T17:29:15","date_gmt":"2026-04-08T17:29:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/880616\/"},"modified":"2026-04-08T17:29:15","modified_gmt":"2026-04-08T17:29:15","slug":"why-coinbase-sees-the-clarity-act-fuelling-its-eu-crypto-growth-and-reshaping-regulation","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/880616\/","title":{"rendered":"Why Coinbase sees the Clarity Act fuelling its EU crypto growth and reshaping regulation"},"content":{"rendered":"<ul class=\"list-outside! pl-8\">\n<li>The Clarity Act will help fuel Coinbase&#8217;s EU crypto growth.<\/li>\n<li>The landmark legislation will give confidence to the exchange&#8217;s institutional customers.<\/li>\n<li>It could also help shape reform of the EU&#8217;s own crypto regulation.<\/li>\n<\/ul>\n<p class=\"cs-article-text-type-element\">The US Clarity Act is shaping up to be the most important piece of crypto legislation to date.<\/p>\n<p class=\"cs-article-text-type-element\">But the landmark crypto market structure bill will also have a significant impact across the pond in Europe, according to C\u00f4me Prost-Boucle, Coinbase\u2019s expansion manager for the European Economic Area.<\/p>\n<p class=\"cs-article-text-type-element\">That\u2019s because whether the bill passes, and what provisions it contains, will impact investor confidence and fuel efforts to reshape parts of the EU\u2019s own crypto regulations.<\/p>\n<p class=\"cs-article-text-type-element\">\u201cEveryone is looking at the Clarity Act and the Genius Act in the US,\u201d Prost-Boucle told DL News in an interview at EthCC is Cannes. \u201cThis is what\u2019s driving most of the market.\u201d<\/p>\n<p class=\"cs-article-text-type-element\">Like in the US, banks and money managers across Europe are piling into crypto following the lead of industry titans like <a href=\"https:\/\/www.dlnews.com\/articles\/snapshot\/blackrock-ceo-touts-tokenisation-as-antidote-to-ai-threats\/\" rel=\"nofollow noopener\" target=\"_blank\">BlackRock<\/a> and <a href=\"https:\/\/www.dlnews.com\/articles\/markets\/blockchain-will-replace-scary-infrastructure-of-finance-says-fidelity-ceo\/\" rel=\"nofollow noopener\" target=\"_blank\">Fidelity<\/a>. But they need a regulated, safe and clear environment to do so, Prost-Boucle said.<\/p>\n<p class=\"cs-article-text-type-element\">The EU\u2019s Markets in Crypto-Assets regulation, or MiCA, has already gone a long way to provide that.<\/p>\n<p class=\"cs-article-text-type-element\">The Clarity Act, which will define crypto rules in the US for the first time, also impacts European investors, Prost-Boucle said, because it will help set the tone for crypto regulation globally.<\/p>\n<p>Aligning regulation\u00a0<\/p>\n<p class=\"cs-article-text-type-element\">How institutions are feeling about crypto is key to Coinbase\u2019s EU growth. In recent years, the exchange\u2019s customer base has shifted.<\/p>\n<p class=\"cs-article-text-type-element\">\u201cThe market has been historically driven by retail clients, and now we\u2019re seeing more and more institutions getting into the space,\u201d Prost-Boucle said.<\/p>\n<p class=\"cs-article-text-type-element\">One big ask from Coinbase\u2019s institutional clients \u2014 both in the EU and the US \u2014 is the ability for stablecoin issuers to provide yield on digital dollars.<\/p>\n<p class=\"cs-article-text-type-element\">Proponents want to offer yield to attract customers, which makes holding stablecoins far more attractive than plain cash or bank deposits.<\/p>\n<p class=\"cs-article-text-type-element\">Coinbase has <a href=\"https:\/\/www.dlnews.com\/articles\/regulation\/crypto-titans-split-as-senate-delays-vote-on-clarity-act\/\" rel=\"nofollow noopener\" target=\"_blank\">actively lobbied<\/a> for a stablecoin yield provision in the Clarity Act since the start of the year, at one point pulling its support after wording in the bill excluded it.<\/p>\n<p><a class=\"col-span-1 relative aspect-[1] lg:aspect-[346\/166]\" href=\"https:\/\/www.dlnews.com\/articles\/regulation\/white-house-economists-say-stablecoin-yield-wont-harm-banks\/\" rel=\"nofollow noopener\" target=\"_blank\"><img alt=\"What are the Clarity Act\u2019s chances of success?\" loading=\"lazy\" decoding=\"async\" data-nimg=\"fill\" class=\"md:w-[400px] md:h-[191px] object-cover object-center\" style=\"position:absolute;height:100%;width:100%;left:0;top:0;right:0;bottom:0;color:transparent;background-size:cover;background-position:50% 50%;background-repeat:no-repeat;background-image:url(&quot;data:image\/svg+xml;charset=utf-8,%3Csvg xmlns='http:\/\/www.w3.org\/2000\/svg' %3E%3Cfilter id='b' color-interpolation-filters='sRGB'%3E%3CfeGaussianBlur stdDeviation='20'\/%3E%3CfeColorMatrix values='1 0 0 0 0 0 1 0 0 0 0 0 1 0 0 0 0 0 100 -1' result='s'\/%3E%3CfeFlood x='0' y='0' width='100%25' height='100%25'\/%3E%3CfeComposite operator='out' in='s'\/%3E%3CfeComposite in2='SourceGraphic'\/%3E%3CfeGaussianBlur stdDeviation='20'\/%3E%3C\/filter%3E%3Cimage width='100%25' height='100%25' x='0' y='0' preserveAspectRatio='none' style='filter: url(%23b);' href='https:\/\/dl-fixed-assets.s3.eu-central-1.amazonaws.com\/LOGO_LLAMA.jpg'\/%3E%3C\/svg%3E&quot;)\"   src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/1775669355_26_.jpeg\"\/><\/a><\/p>\n<p class=\"cs-article-text-type-element\">Yet the EU\u2019s MiCA regulations, which Coinbase already works under, do not let stablecoin issuers distribute yield.<\/p>\n<p class=\"cs-article-text-type-element\">Prost-Boucle said it\u2019s beneficial for Coinbase if regulations in the EU and the US were aligned. So, does that mean Coinbase could lobby to change provisions in the EU\u2019s MiCA regulation to let stablecoin issuers provide yield?<\/p>\n<p class=\"cs-article-text-type-element\">Lobby is a big word, Prost-Boucle said.<\/p>\n<p class=\"cs-article-text-type-element\">For starters, the provision would have to make it into the final draft of the Clarity Act, something that\u2019s still <a href=\"https:\/\/www.dlnews.com\/articles\/markets\/traders-are-reading-the-clarity-act-wrong-says-bernstein\/\" rel=\"nofollow noopener\" target=\"_blank\">far from certain<\/a>.<\/p>\n<p class=\"cs-article-text-type-element\">\u201cI think that\u2019s correct to assume that by trying to preserve yield in the US this could potentially affect MiCA,\u201d Prost-Boucle said, adding that Coinbase has already engaged in major discussions on MiCA reform with market authorities across the EU.<\/p>\n<p class=\"cs-article-text-type-element\">\u201cIf the US is pushing for something, we\u2019re also trying to push for the same thing for MiCA so that we have globally connected regulation,\u201d he said.<\/p>\n<p class=\"cs-article-text-type-element\">Tim Craig is DL News\u2019 Edinburgh-based DeFi Correspondent.
