{"id":895815,"date":"2026-04-15T14:05:20","date_gmt":"2026-04-15T14:05:20","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/895815\/"},"modified":"2026-04-15T14:05:20","modified_gmt":"2026-04-15T14:05:20","slug":"israel-boxes-paris-out-of-lebanon-talks-halts-arms-buys-as-french-disconnect-grows","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/895815\/","title":{"rendered":"Israel boxes Paris out of Lebanon talks, halts arms buys as French disconnect grows"},"content":{"rendered":"<p>Already strained by over two years of regional conflict, Israel\u2019s ties with France have sunk to new depths in recent weeks over the fighting in Iran and Lebanon, fraying the countries\u2019 once-robust defense and diplomatic relationships.<\/p>\n<p>In the weeks leading up to the <a href=\"https:\/\/www.timesofisrael.com\/netanyahu-iran-ceasefire-could-end-at-any-moment-we-back-trumps-blockade\/\" target=\"_blank\" rel=\"noopener\">fragile April 8 ceasefire <\/a>halting the war in Iran, French President Emmanuel Macron openly <a href=\"https:\/\/www.politico.eu\/article\/us-strikes-on-iran-outside-international-law\/\" target=\"_blank\" rel=\"noopener\">condemned<\/a> the scale of the US-Israeli campaign against the Islamic Republic, urging a diplomatic solution to the conflict and a halt to fighting in Lebanon against the Iran-backed Hezbollah terror group.<\/p>\n<p>Israel and the US claimed that France refused both countries the use of its airspace for military purposes during the war.<\/p>\n<p>Israel has reacted forcefully to France\u2019s opposition, including a decision last month to halt all defense procurement from the country. The Defense Ministry said the move was in response to \u201can ongoing pattern\u201d of French measures that have \u201charmed Israel\u2019s security,\u201d a criticism rejected by Paris.<\/p>\n<p>And despite French interest in mediating the newly launched direct talks between Israel and Lebanon in Washington, Israeli officials stressed to The Times of Israel that the French are uninvolved, with one deeming Paris \u201cirrelevant\u201d to the negotiations.<\/p>\n<p>\n\t\t\tGet The Times of Israel&#8217;s Daily Edition<br \/>\n\t\t\tby email and never miss our top stories\n\t\t<\/p>\n<p>\t\t\t\tBy signing up, you agree to the <a href=\"https:\/\/www.timesofisrael.com\/terms\" target=\"_blank\" rel=\"noopener\">terms<\/a><\/p>\n<p>Israel\u2019s ambassador to Washington Yechiel Leiter, who represented Israel at the negotiations in Washington, put it more bluntly, telling reporters after <a href=\"https:\/\/www.timesofisrael.com\/israeli-lebanese-envoys-hold-historic-summit-in-washington-to-discuss-peace-deal\/\" target=\"_blank\" rel=\"noopener\">Tuesday\u2019s talks<\/a>, \u201cWe\u2019d like to keep the French as far away as possible from pretty much everything, but particularly when it comes to peace negotiations.\u201d<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3802210\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/AP26104647958875-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tIsraeli Ambassador to the US Yechiel Leiter speaks to reporters outside of the State Department in Washington, April 14, 2026. (AP\/Pablo Martinez Monsivais)<\/p>\n<p>The two countries are still talking to each other at the military and diplomatic levels, according to a French official.<\/p>\n<p>But the Defense Ministry decision \u201cis a clear sign that the bilateral relations are not good,\u201d the official said. And while Paris downplayed the Lebanon snub, Jerusalem\u2019s posture on the matter underlines the degree to which Israel no longer sees France as a critical multilateral partner.<\/p>\n<p>Both Israeli and French officials declined to speak about the relationship on the record, but offered comment on condition of anonymity due to the sensitivity of the subject matter.<\/p>\n<p>Spokespeople for Israel\u2019s Foreign Ministry also refused to comment on the state of relations with France and Israel\u2019s ambassador in Paris was not given permission to be interviewed on the subject.<\/p>\n<p>\u2018Unnecessary\u2019<\/p>\n<p>France\u2019s exclusion from the Israel-Lebanon talks is notable given its longstanding ties to Lebanon, dating back to the French mandate following World War I.<\/p>\n<p>Paris helped broker the indirect talks that led to the 2024 Israel-Hezbollah ceasefire, and was given a seat alongside the US on the <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/france-appoints-general-to-help-oversee-lebanon-ceasefire\/\" target=\"_blank\" rel=\"noopener\">mechanism<\/a> overseeing its implementation.<\/p>\n<p>French absence is not for lack of interest. Macron offered last month for Paris to host direct talks between Jerusalem and Beirut, <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/in-call-with-herzog-macron-urges-talks-with-beirut-and-restraint-in-lebanon-amid-hezbollah-op\/\" target=\"_blank\" rel=\"noopener\">and told<\/a> President Isaac Herzog over the phone that \u201cFrance is working to promote this goal.\u201d<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3801757\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/cd38e6a7-cb19-4de9-b2c4-a790fd250179-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tForeign Minister Gideon Sa\u2019ar (L) meets with visiting French Foreign Minister Jean-Noel Barrot in Jerusalem, March 20, 2026. (Shlomi Amsalem\/GPO)<\/p>\n<p>However, officials in Jerusalem described French involvement as unwanted and unneeded.<\/p>\n<p>While it remains unclear whether France formally requested a presence at the US-hosted talks, one official told The Times of Israel on Monday that \u201cthere is no French involvement whatsoever\u201d in the negotiations, stressing that \u201cthey are unnecessary.\u201d<\/p>\n<p>Leiter echoed this in his Tuesday remarks, declaring, \u201cThey\u2019re not needed. They\u2019re not a positive influence, particularly not on Lebanon.\u201d<\/p>\n<p>A second Israeli official told The Times of Israel that while there had been \u201csome discussion\u201d with the US regarding French involvement, Israel \u201cfrom the outset saw the French as not relevant\u201d to reaching an agreement with Lebanon.<\/p>\n<p>Responding to the officials\u2019 remarks, a French diplomat told The Times of Israel on Monday that \u201cwhat we are hoping for is not a ticket to the meeting, but that Israel stops its offensive on Lebanon.\u201d<\/p>\n<p>\u2018Total BS\u2019<\/p>\n<p>US President Donald Trump <a href=\"https:\/\/www.timesofisrael.com\/frustrated-with-allies-trump-tells-countries-needing-fuel-to-go-to-hormuz-and-just-take-it\/\" target=\"_blank\" rel=\"noopener\">lashed out<\/a> at France and other European allies last month for not doing enough to support the war effort <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/trump-france-refused-to-allow-us-planes-headed-to-israel-with-arms-to-fly-over-territory\/\" target=\"_blank\" rel=\"noopener\">and accused Paris of denying planes<\/a> carrying military supplies to Israel the right to fly over French territory.<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3749634\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/AFP__20260206__96FM2TN__v1__MidRes__LebanonFrancePoliticsDiplomacy-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tLebanon\u2019s President Joseph Aoun (R) receiving France\u2019s Minister for Europe and Foreign Affairs Jean-Noel Barrot (L) at the Presidential Palace in Baabda, east of Beirut, on February 6, 2026. (Lebanese Presidency Press Office \/ AFP)<\/p>\n<p>Days later, Israel\u2019s Defense Ministry <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/defense-ministry-halts-arms-purchases-from-france-citing-pattern-of-actions-that-harmed-israels-security\/\" target=\"_blank\" rel=\"noopener\">confirmed it had halted<\/a> all defense procurement from France in response to an \u201congoing pattern\u201d of French measures that have \u201charmed Israel\u2019s security and the operational capabilities of its defense industry,\u201d most recently the \u201cprohibition on Israeli aircraft carrying munitions intended for operations against Iran from overflying French airspace.\u201d<\/p>\n<p>\u201cThe French prohibition was imposed despite prior coordination, despite clear explanations that the munitions were intended solely for Iran, and despite the understanding that this effort is critical for European security as well,\u201d the ministry added.<\/p>\n<p>Citing additional grievances behind the decision, the Defense Ministry pointed to measures carried out by France in recent years in protest of Israel\u2019s conduct during its war with Hamas in Gaza.<\/p>\n<p>These included France\u2019s prevention of \u201cdozens\u201d of Israeli defense companies from exhibiting at the <a href=\"https:\/\/www.timesofisrael.com\/france-bans-israeli-defense-firms-from-prestigious-arms-show-amid-gaza-ceasefire-call\/\" target=\"_blank\" rel=\"noopener\">2024 Eurosatory defense<\/a> show in Paris and the <a href=\"https:\/\/www.timesofisrael.com\/paris-air-show-bars-israeli-companies-from-displaying-offensive-weapons\/\" target=\"_blank\" rel=\"noopener\">2025 Paris Air Show<\/a>, the freezing of export licenses to Israel, and leading a <a href=\"https:\/\/www.timesofisrael.com\/france-leads-group-of-european-nations-recognizing-palestinian-state-at-un-summit\/\" target=\"_blank\" rel=\"noopener\">United Nations initiative<\/a> last year during which Paris and other European nations recognized a Palestinian state.<\/p>\n<p>The French official dismissed the Defense Ministry\u2019s claim that French decisions in recent years have harmed Israel\u2019s security as \u201ctotal BS.\u201d<\/p>\n<p>\u201cWe showed several times\u2026 that we care about Israel\u2019s security,\u201d the official said, adding that Israel \u201cforgot to mention\u201d that France contributed to Israeli defense during its war the June war with Iran.<\/p>\n<p>\u201cIf disagreeing with Israel means\u2026 not caring about [Israel\u2019s] security interests, it\u2019s a bit short for an argument,\u201d the official said.<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3795291\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/AP24169339779397-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tAnti-Israel protesters gather outside the Eurosatory exhibition, a global event for Defence and Security, in Villepinte, outside Paris, June 17, 2024. (AP Photo\/Masha Macpherson)<\/p>\n<p>Israeli sources said the move had been coordinated between the Foreign and Defense ministries.<\/p>\n<p>France has been among the most outspoken critics of Israel, but it is not alone among Israel\u2019s European allies in taking punitive diplomatic and <a href=\"https:\/\/www.timesofisrael.com\/italy-suspending-defense-agreement-with-israel-amid-mideast-conflict-pm-meloni-says\/\" target=\"_blank\" rel=\"noopener\">defense measures<\/a> over humanitarian concerns in recent years. Israel\u2019s Defense Ministry indicated that similar steps could be taken against other countries deemed unfriendly.<\/p>\n<p>It said it would replace French sales with domestic procurement or purchases from \u201callied countries\u201d as part of a broader strategy \u201cto build full defense autonomy, without relying on unreliable countries.\u201d<\/p>\n<p>Poor communication<\/p>\n<p>The decision is more significant politically than it is militarily or economically, with Israel and France already doing relatively little trade in arms.<\/p>\n<p>Between 2020 and 2024, France made no major exports of military goods to Israel, selling only limited components mainly for defensive systems or re-export, amounting to tens of millions of euros annually, according to the Stockholm International Peace Research Institute.<\/p>\n<p>Jean-Dominique Merchet, an expert on French defense, said the move would have a limited material impact on France\u2019s defense industry.<\/p>\n<p>\t<a href=\"https:\/\/static-cdn.toi-media.com\/www\/uploads\/2025\/06\/AFP__20250616__62HY77W__v1__HighRes__FranceIsraelPoliticsConflictDefenceTransportAvi.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3575134\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/AFP__20250616__62HY77W__v1__HighRes__FranceIsraelPoliticsConflictDefenceTransportAvi-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><\/a><br \/>\n\t\tAn attendee walks past the closed Israel Aerospace Industries (IAI) Israeli Pavillon during the 55th edition of the International Paris Air Show at the Paris Le Bourget Airport, on June 16, 2025. (ALAIN JOCARD \/ AFP)<\/p>\n<p>\u201cIsrael is not a [significant] client for the French industry,\u201d he said, estimating that arms sales to Israel made up less than 1 percent of France\u2019s annual defense sales.<\/p>\n<p>Nonetheless, Merchet said the decision marked \u201ca real crisis\u201d in bilateral relations, describing France\u2019s blocking of Israeli defense industry participation in major exhibitions as a \u201cvery serious\u201d turning point for the relationship.<\/p>\n<p>The expert also surmised that the rift could extend beyond trade to intelligence cooperation on Iran, which he said had been \u201cnear perfect\u201d as of three years ago.<\/p>\n<p>\u201cI hope that we continue to talk on the [Iranian] ballistic [missile] and nuclear subject,\u201d he said. \u201cBut I\u2019m not sure we are.\u201d<\/p>\n<p>The French official declined to confirm to The Times of Israel whether France had indeed refused the use of its airspace during the war, but claimed that even if such restrictions were in place, they would not have made a meaningful difference, as \u201cthere are alternative routes\u201d available to Israel for these flights.<\/p>\n<p>The official said that Israel and the US had been \u201cvery pushy\u201d about Europe\u2019s participation in the campaign against Iran, but that France\u2019s position on refraining from offensive participation \u2014 shared by virtually all of Europe \u2014 remained the same.<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-3648644\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/04\/AP25265718019477-1-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tSaudi Arabia Foreign Minister Faisal bin Farhan Al-Saud, left, and France President Emmanuel Macron, center, prepare to lead a high-profile meeting at the United Nations aimed at galvanizing support for a two-state solution to the Israeli-Palestinian conflict, Sept. 22, 2025, at UN headquarters.
