{"id":909352,"date":"2026-04-21T17:43:22","date_gmt":"2026-04-21T17:43:22","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/909352\/"},"modified":"2026-04-21T17:43:22","modified_gmt":"2026-04-21T17:43:22","slug":"armley-town-street-alcohol-licence-bid-refused","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/909352\/","title":{"rendered":"Armley Town Street alcohol licence bid refused"},"content":{"rendered":"<p class=\"has-text-align-right\"><strong>By Don Mort<\/strong>, local democracy reporter<\/p>\n<p>Fears over street drinking and nuisance behaviour have seen a grocery store refused an alcohol licence.<\/p>\n<p>Global Food Store faced objections to its application to sell drinks on Town Street in Armley.<\/p>\n<p>A licensing hearing was told the area suffered from high levels of alcohol-related harm.<\/p>\n<p>West Yorkshire Police and the council raised concerns after an application was made for alcohol sales until 11.30pm.<\/p>\n<p>At a Civic Hall licensing hearing the applicant, Shiju Kariparamban, offered to reduce the hours to 8pm daily.<\/p>\n<p>He told councillors the sale of alcohol was needed to keep the business going.<\/p>\n<p>He said: \u201cI have tried my level best to establish my business.<\/p>\n<p>\u201cIn addition, just to survive at the moment I want to start selling selling something that attracts customers in.\u201d<\/p>\n<p>CCTV, a challenge 25 policy and staff training would be among measures to avoid nuisance behaviour.<\/p>\n<p>No single bottles of beer would be sold at the premises, Mr Kariparamban said.<\/p>\n<p>He said: \u201cWe\u2019ll be fully focussing on public safety as well.\u201d<\/p>\n<p>Armley Labour councillor Andy Parnham said drink-related problems were discussed in his monthly meetings with the police and anti-social behaviour team.<\/p>\n<p>He said: \u201cNumber one on that list every single month for the last three years has been Armley Town Street.<\/p>\n<p>\u201cThe street drinking. The anti-social behaviour. Street drinking has become normalised.\u201d<\/p>\n<p>Councillors were told Town Street was in a designated Cumulative Impact Area (CIA).<\/p>\n<p>Susan Duckworth, Leeds City Council\u2019s principal licensing officer, said it meant licence applicants had to demonstrate they would not add to drink-related problems.<\/p>\n<p>She said: \u201cThe burden of proof rests entirely with the applicant. We are not satisfied that burden has been met.
