{"id":936454,"date":"2026-05-04T05:34:28","date_gmt":"2026-05-04T05:34:28","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/936454\/"},"modified":"2026-05-04T05:34:28","modified_gmt":"2026-05-04T05:34:28","slug":"investigation-reveals-series-of-bungles-in-hobart-cup-race-debacle","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/936454\/","title":{"rendered":"Investigation reveals series of bungles in Hobart Cup race &#8216;debacle&#8217;"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">Tasmania&#8217;s premier horse race went ahead despite officials being aware the starting barriers had been placed in the wrong position, an investigation has found.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Hobart Cup, which has been running since 1875, was held at the Elwick Racecourse on February 8 this year.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The $250,000 race was won by Blonde Star in a record time of 2 minutes and 29.67 seconds.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But speculation quickly grew that the 2,400-metre event had been <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-11\/hobart-cup-result-investigation-after-racetrack-too-short\/106331290\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106331290\" target=\"_blank\" rel=\"noopener\">run over a shorter distance<\/a> than advertised.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Tasmania&#8217;s Racing Integrity Commissioner, Sean Carroll, has now released <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/racingintegrity.tas.gov.au\/Documents\/Commissioners%20Summary%20Report%20-%20Investigation%20into%20the%20incorrect%20placement%20of%20starting%20barriers%20for%20the%202026%20Hobart%20Cup.pdf\" data-component=\"Link\" target=\"_blank\" rel=\"noopener\">a summary report of his investigation<\/a> into the matter.<\/p>\n<p class=\"paragraph_paragraph___QITb\">His report shows that a series of errors and decisions led to the starting barriers being placed 37.71 metres forward of the correct position.<\/p>\n<p><img decoding=\"async\" alt=\"Aerial photographs of a horse racing track.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/9bfea0bfb33563cfbc25712e16896f71.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Hobart Cup \u00a0has been running since 1875. (ABC News: Luke Bowden)<\/p>\n<p class=\"paragraph_paragraph___QITb\">The report said track operations staff had used information in a spreadsheet to mark out the starting positions for the various races being held that day.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But the spreadsheet had an error in it for the 2400-metre distance.<\/p>\n<p class=\"paragraph_paragraph___QITb\">According to the report, former track operations staff had been aware of the error since 2021, but had disregarded the incorrect information to ensure previous races were run over the correct distance.<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<p class=\"paragraph_paragraph___QITb\">&#8220;There is no evidence to suggest that any 2,400m race held at the venue between 2021 and 2025 was not run over the correct distance,&#8221; the report read.<\/p>\n<\/blockquote>\n<p class=\"paragraph_paragraph___QITb\">But those staff members resigned late last year and did not pass on the information to the new track staff during a handover period.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Those [who] were aware of the error in the spreadsheet failed to take any steps to rectify the incorrect information or escalate the error to management for future action at any stage during their employment,&#8221; the report read.<\/p>\n<p>Chief steward aware of issue<\/p>\n<p class=\"paragraph_paragraph___QITb\">Prior to the running of the Hobart Cup, attendants placed the starting barriers in the position that had been marked out by track operations staff earlier in the day.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-02-11\/hobart-cup-result-investigation-after-racetrack-too-short\/106331290\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Hobart Cup result under investigation <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The Hobart Cup is under investigation after the horse race was run over a distance found later to be 37 metres short of its advertised length.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Almost immediately after the starting barriers were placed for the race, the assistant starter and barrier attendants conferred on their belief that the starting barriers were in the incorrect position, believing they were too far forward, based on where the barriers had been placed for the previous Hobart Cup races,&#8221; the report read.<\/p>\n<p class=\"paragraph_paragraph___QITb\">At 4:40 pm \u2014 five minutes before the race was scheduled to start \u2014 the starter for the race phoned a former track operations staff member, who happened to be a spectator at the event, to confirm the barrier had been placed in the wrong spot.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Two minutes later, the starter phoned the chief steward, advising of the potential error.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The chief steward had the power to delay the race so that the starting positions could be reassessed.<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, he decided that the race would proceed, as he was entitled to do.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Neither the chief steward, nor the starter, notified any personnel from the state&#8217;s racing authority, Tasracing, regarding the potential error prior to the race.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The race got underway at 4:47 pm, two minutes behind schedule.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It is the opinion of the commissioner that there was sufficient time for the chief steward to have notified, or ensure notification, of the potential error to [various] stakeholders (including Tasracing executives, trainers, betting agencies and the public),&#8221; the report read.<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<p class=\"paragraph_paragraph___QITb\">&#8220;However, in the absence of standard operating procedures for stewards, or communications protocols, it is acknowledged that there was no clear framework or guidance as to what action was required by the chief steward in the circumstances.&#8221;<\/p>\n<\/blockquote>\n<p>&#8216;Failure&#8217; to escalate issue or inform public<\/p>\n<p class=\"paragraph_paragraph___QITb\">Following the race, the commissioner said members of the Tasracing executive were informed about the issue, but Tasracing&#8217;s chief executive was not told until 6:30pm.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The commissioner found the Tasracing executives should have immediately escalated the issue to the chief executive but acknowledged there was &#8220;no clear framework or guidance&#8221; (ABC News: Morgan Timms)<\/p>\n<p class=\"paragraph_paragraph___QITb\">He also found the Tasracing executives failed to:<\/p>\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>Escalate the matter and advise the Tasracing board, the racing minister&#8217;s office and the commissioner&#8217;s office, among others, as soon as they became aware of the potential error<\/li>\n<li>Take any actions immediately after the race to confirm the actual distance that the race was run on the day<\/li>\n<li>Make any public statements regarding the error<\/li>\n<\/ul>\n<p class=\"paragraph_paragraph___QITb\">&#8220;These failures by the Tasracing executive were not intended to conceal the potential error, rather, these failures were a result of a lack of foresight (or judgement) as to the potential consequences (or impact) that the potential error (if confirmed) would have on the integrity of the race, and the reputation of Tasmanian racing.&#8221;<\/p>\n<p>Nine recommendations made by commissioner\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The commissioner found no conduct by any Tasracing personnel amounted to a breach of conduct, employment, policies, or rules.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He also made no adverse findings against current track operations staff, saying it was &#8220;reasonable&#8221; for them to rely on the spreadsheet, as they were not aware that it contained an error.<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, he said &#8220;significant failings and areas for improvement&#8221; were identified in Tasracing&#8217;s policies and procedures.<\/p>\n<p class=\"paragraph_paragraph___QITb\">These included &#8220;deficiencies&#8221; in documentation standards, clarity of roles and responsibilities, and the absence of adequate escalation, verification and critical incident management processes.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It is \u2026 incumbent upon Tasracing that its race day systems and procedures are immediately reviewed and improved, with a greater focus on supporting staff to deliver their roles effectively and to the highest standard, to ensure that such an incident does not happen again,&#8221; the commissioner stated.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He made nine recommendations, including:<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>Establish a procedure to adjust the spreadsheet<\/li>\n<li>Establish a records management, retention and disposal policy<\/li>\n<li>Review and update the barrier management policy<\/li>\n<li>Establish a race day manual and standard operating procedure across all race day roles<\/li>\n<\/ul>\n<\/blockquote>\n<p>Race results stand despite &#8216;debacle&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">In a brief statement, Tasracing said it had conducted its own investigation and concluded that the race was run over a distance of 2,362.29 metres.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Results of the race stand,&#8221; it said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;The race record is retracted.&#8221;<\/p><\/blockquote>\n<p class=\"paragraph_paragraph___QITb\">The Tasmanian Racing Club (TRC), which manages the Elwick racecourse, said it welcomed the commissioner&#8217;s report following what it described as the &#8220;2026 Hobart Cup debacle&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;As we said at the time that this situation became known, it was a catastrophic mistake and should never have occurred,&#8221; the club&#8217;s chief executive, Brendan Blomeley said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;However, it is pleasing to see that Racing Integrity Commissioner, Sean Carroll, has overseen a full, independent, and thorough investigation and the TRC fully supports the nine recommendations made by Mr Carroll,&#8221;
