{"id":945003,"date":"2026-05-08T01:20:21","date_gmt":"2026-05-08T01:20:21","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/945003\/"},"modified":"2026-05-08T01:20:21","modified_gmt":"2026-05-08T01:20:21","slug":"independent-safeguarding-audit-of-the-diocese-of-london-published","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/945003\/","title":{"rendered":"Independent safeguarding audit of the Diocese of London published"},"content":{"rendered":"<p>An <a href=\"https:\/\/www.london.anglican.org\/wp-content\/uploads\/2026\/05\/INEQE_Independent_Safeguarding_Audit_London.pdf\" target=\"_blank\" rel=\"noopener\">independent safeguarding audit<\/a>\u00a0of the Diocese of London has been published by the INEQE Safeguarding Group, as part of the Church of England\u2019s national audit programme.\u00a0Commissioned by the Archbishops\u2019 Council in partnership with the National Safeguarding Team, the programme\u00a0is\u00a0auditing\u00a0all dioceses by 2028.\u00a0<\/p>\n<p>Overview of main findings<\/p>\n<p>The\u00a0London\u00a0audit\u00a0identifies\u00a0progress in safeguarding arrangements across the Diocese.\u00a0It notes that an\u00a0\u201coverwhelming majority\u201d of\u00a0respondents from the London Diocesan Fund workforce,\u00a0parishes\u00a0and wider worshipping community\u00a0reported\u00a0improvements, and\u00a0said that the\u00a0importance of safeguarding is\u00a0now\u00a0better recognised.\u00a0INEQE\u00a0found\u00a0that a safeguarding culture is becoming\u00a0\u201cembedded\u201d\u00a0across the Diocese,\u00a0with respondents describing a growing sense of confidence in reporting concerns.\u00a0\u00a0<\/p>\n<p>The\u00a0audit\u00a0also\u00a0identifies\u00a0clear areas where further work is needed. It notes that some victims and survivors do not experience safeguarding as sufficiently person-centred or trauma-informed, and\u00a0emphasises the importance of ensuring that learning from training is consistently applied in practice. The audit concludes that, while\u00a0the Diocese is well-led and\u00a0progress has been made,\u00a0further\u00a0investment will be\u00a0required\u00a0to ensure safeguarding arrangements are robust and sustainable across the Diocese.\u00a0<\/p>\n<p>The<b>\u00a0<\/b>London College of Bishops<b>\u00a0<\/b>have issued a <a href=\"https:\/\/www.london.anglican.org\/articles\/response-from-the-london-college-of-bishops-to-the-ineqe-independent-safeguarding-audit\/\" target=\"_blank\" rel=\"noopener\">joint statement<\/a>\u00a0responding to the<b>\u00a0<\/b>recommendations<b>\u00a0<\/b>of the report<b>.\u00a0<\/b>\u00a0<\/p>\n<p><b>The Rt Revd Dr Emma Ineson, Acting Bishop of London and Bishop of Kensington, said:<\/b>\u00a0<\/p>\n<blockquote>\n<p>We are grateful for this independent audit of our safeguarding practices by INEQE. The report reflects the sustained work at all levels of the Diocese to strengthen our safeguarding culture and practice. \u202f<\/p>\n<p>Serving London through over 500 worshipping communities brings significant safeguarding responsibility, and I want to thank all of the safeguarding staff and parish officers for the dedication, professionalism and care they show in upholding high standards every day.<\/p>\n<p>As the report recommends, we must ensure we learn and listen to a wider range of victim and survivor voices. This should involve scaling up our training programme to ensure safeguarding is increasingly person-centred and trauma informed.<\/p>\n<p>\u201cWe\u00a0must also increase investment\u00a0so that safeguarding is properly resourced and consistent across the Diocese.\u201d<\/p>\n<\/blockquote>\n<p><strong>Responding to the audit\u2019s findings on St Paul\u2019s Cathedral, <\/strong><strong>The Very Revd Andrew Tremlett, Dean of St Paul\u2019s, said:<\/strong><\/p>\n<blockquote>\n<p>We receive the findings of the audit with gratitude and a deep awareness of what still needs to be done. We are pleased that INEQE has recognised the progress made at St Paul\u2019s, and I want to thank cathedral staff and volunteers for their dedication in ensuring this is a safe place to worship, work and visit. <\/p>\n<p>\u201cWe are acutely aware that safeguarding is never \u2018finished.\u2019 We owe it to victims and survivors, and to everyone who comes through our doors, to listen carefully, to be honest about what still needs to change, and to respond constructively to the recommendations made.\u201d<\/p>\n<\/blockquote>\n<p><b>Sarah McKimm, Independent Chair of the Audit\u2019s Quality Assurance Group and Independent Chair of the Diocesan Safeguarding Advisory Panel, said:<\/b>\u00a0<\/p>\n<blockquote>\n<p>We welcome the external scrutiny INEQE has brought to the safeguarding arrangements in the Diocese of London.\u202f The DSAP\u2019s regular programme of scrutiny has observed significant improvements in recent years. The distributed leadership model, the effective risk management through safety plans, the mandatory induction training for new Parish Safeguarding Officers, the wide-ranging training on complex issues \u2013 these are examples of developments now reported and validated by the audit.\u00a0<\/p>\n<p>The INEQE audit offers an opportunity to reflect on how far safeguarding has come within the Diocese and to thank all those who are part of that. But it also highlights important areas for action. Risks noted include an over-stretched workforce, structural complexity and inconsistency. As such, the audit presents a timely challenge to strengthen the arrangements and go yet further.\u00a0<\/p>\n<p>\u201cParishes across the diocese play a central in role in communities and are trusted to be safe, compassionate places. The INEQE findings will be a touchstone for our future scrutiny programme which will be key to ensuring churches are supported in their vital work\u201d.\u00a0<\/p>\n<\/blockquote>\n<p><b>Background<\/b>\u00a0<\/p>\n<p>In August 2023, the INEQE Safeguarding Group was appointed by the Archbishops\u2019 Council to carry out the next round of independent external audits of Church of England dioceses and cathedrals. The purpose of these audits is to ensure that dioceses,\u00a0cathedrals\u00a0and palaces are doing all they can to create environments where everyone feels safe,\u00a0valued\u00a0and respected.\u00a0<\/p>\n<p>The independent audit programme will run for five years, from 2023 to 2028, with audits\u00a0commencing\u00a0in January 2024.
