class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">An outspoken Tory councillor has been cleared of wrongdoing over a <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/bristol-councillor-refuses-apologise-joke-10907282\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">\u2018tasteless\u2019 joke he made during a Bristol full council<\/a> meeting about wanting to \u2018slit his own throat\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Richard Eddy (Conservative, <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bishopsworth\" rel=\"follow noopener\" tabindex=\"0\" target=\"_self\">Bishopsworth<\/a>) did not breach the member code of conduct, the authority\u2019s monitoring officer and director of legal services Tim O\u2019Gara has ruled after an initial assessment.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The decision notice, which has been obtained by the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bbc.com\/lnp\/ldrs\" rel=\"nofollow noopener\" tabindex=\"0\" target=\"_self\">Local Democracy Reporting Service<\/a>, reveals that the complaint came from Cllr Ed Fraser (Green, Eastville).<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Fraser has criticised the findings and said councillors should be more responsible when raising subjects like suicide, branding the comments a \u2018cheap punchline\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">But Cllr Eddy said: \u201cI plead guilty to being a normal Bristolian, not a sad career politician who has no sense of humour or sense of perspective.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWith me, what you see is what you get.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI have spent a third-of-a-century working on behalf of fellow Bishopsworth residents, exposing corruption and opposing council waste.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI will never be a pouncy and precious Leftie councillor, more interested in condoning criminals and promoting the interests of illegal immigrants.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Cllr Fraser said: \u201cI believe members should be responsible in the way we talk about topics like suicide in public meetings, so I\u2019m disappointed that Cllr Eddy\u2019s comments were deemed to be acceptable.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cHe has made tasteless comments in council meetings on several occasions and we have a responsibility to call out poor behaviour in public meetings when we see it.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI care about this particularly as an autistic person, because the suicide rate among autistic people is much higher than the general population.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cResearch from the Universities of Bournemouth and Cambridge published last year showed up to four in 10 autistic people have attempted to end their life.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cAs an autistic person in public life who has fortunately never attempted to end my life, I\u2019m going to speak up for my peers who have been through that experience.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cJust last week I was asking questions in public meetings to scrutinise the council\u2019s approach to tracking suicide rates.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cOur communities deserve people representing them talking about such sensitive topics with compassion, not using them for cheap punchlines.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI\u2019m really heartened to see this council\u2019s suicide prevention strategy come forward, and I\u2019d encourage anyone in our city who can spare 30 minutes this month to join me and begin the Zero Suicide Alliance\u2019s free online courses on suicide awareness, including those on suicide and autistic people.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cI hope Cllr Eddy takes part in these online courses too and uses the opportunity to reflect on the language he used at full council in March.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">At the meeting on March 10 that sparked the complaint, the Tory councillor said: \u201cI recently had the privilege of serving on the economy and skills committee\u2019s development viability group.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cThis was a really fascinating experience but also a very sobering one.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cOne meeting was so depressing, towards the end I seriously considered slitting my throat.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cIt was only the realisation that that act would bring far too much joy to far too many of my political opponents which stayed my hand.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\"><a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/conservative-party\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Conservatives<\/a> chuckled, including group leader Cllr Mark Weston who also put his head in his hand.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The complaint said the \u2018joke\u2019 was \u2018gratuitous, offensive and dangerous\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Mr O\u2019Gara\u2019s decision said: \u201cOn initial assessment, Cllr Eddy\u2019s comment was made jokingly during the course of a political debate and does not indicate any potential breach of the code of conduct.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">\u201cWhilst acknowledging the complainant\u2019s strength of feeling about this matter, based<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">on the material considered as part of this initial assessment, the monitoring officer
