No people.\" loading=\"eager\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/1_Road-marking-a-20-mph-speed-limit-zone.jpg\" \/><\/p>\n<p aria-label=\"Road sign marking the start of a 20 mph speed limit zone in a residential area\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Road sign marking the start of a 20 mph speed limit zone in a residential area(Image: Ceri Breeze via Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The implementation of the default 20mph speed limit has proved to be amongst the most divisive pieces of legislation introduced since devolution.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It featured in Welsh Labour&#8217;s manifesto during the 2021 election and they proceeded with the legislation following their victory.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The law took effect in September 2023 and it was only then that motorists fully grasped the extent of the change as the overwhelming majority of 30mph roads were reduced to 20mph.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Following this, there has been an intense backlash &#8211; including demonstrations and record-breaking petitions demanding its removal.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">While divisive, it has contributed to reducing the number of collisions and fatalities on Welsh roads, reports <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.dailypost.co.uk\/news\/north-wales-news\/what-happen-20mph-default-limit-33917129\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">North Wales Live<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">However, the magnitude of the opposition has necessitated modifications &#8211; with guidance on exemption roads (those remaining at 30mph) being revised. This has resulted in hundreds of 20mph routes being restored to 30mph.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Numerous people pledged never to support <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/all-about\/labour-party\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Labour<\/a> again because of the 20mph policy and it was amongst several factors that eroded backing for the party.<\/p>\n<p>So what lies ahead?<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Labour &#8211; the principal party responsible for the limit &#8211; has now been removed from power, so will the 20mph restriction disappear alongside them?<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">During the Senedd election campaign, two parties actively opposed the 20mph limit &#8211; pledging they would abolish it if they secured power. Those parties were Reform UK and the Conservatives. The election delivered contrasting fortunes for both. Reform surged to 34 seats in the 96-member chamber. However, the Tories suffered a collapse &#8211; securing just seven members across Wales.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Combined, they now hold 41 seats. This represents a substantial bloc but falls short of a majority in the chamber. Should they seek to push through a motion to abolish the limit, they would require backing from other parties or at minimum a handful of dissenting members.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">The largest party in the Senedd following the Election is <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/all-about\/plaid-cymru\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Plaid Cymru<\/a> with 43 members.<\/p>\n<p><img decoding=\"async\" alt=\"Leader of Plaid Cymru Rhun ap Iorwerth\" loading=\"lazy\"  src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/0_Plaid-Cymru-Becomes-Largest-Party-In-Wales-After-Senedd-Election.jpg\" \/><\/p>\n<p aria-label=\"Leader of Plaid Cymru Rhun ap Iorwerth\" class=\"ImageCaption_caption-title__ccyQU\" data-testid=\"caption-title\">Leader of Plaid Cymru Rhun ap Iorwerth(Image: Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Plaid supported the 20mph legislation when it passed through the Senedd but have voiced criticism of its implementation.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Prior to the 2026 vote they stated: &#8220;Introducing 20mph zones into Wales&#8217; communities has saved lives, but the implementation of the limits under Labour was a mess. Plaid Cymru pushed for a review into how 20mph into introduced, and we&#8217;re glad to see that review now underway.&#8221;<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">It can be presumed the remaining nine Labour members will continue to champion their policy and the <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/all-about\/liberal-democrats\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">Liberal Democrats<\/a> and Greens maintain their support for the default limit. <strong class=\"Strong_strong__e2x35\">For our free daily briefing on the biggest issues facing the nation <a aria-label=\"\" class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.walesonline.co.uk\/newsletter-preference-centre\/?view=Solus&amp;mailingListId=8cdecf69-0a19-43af-8d50-ed4e2c52d045&amp;utm_source=solusarticle\" rel=\"follow noopener\" tabindex=\"0\" target=\"\">sign up to the Wales Matters newsletter here<\/a>.<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">Provided these stances remain unchanged, it does indicate a narrow majority against removing the limit entirely.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \" data-tmdatatrack=\"content-unit\" data-tmdatatrack-type=\"paragraph\">However, Plaid will be operating as a minority government in the Senedd so will need to broker agreements and compromises to deliver its manifesto.
