{"id":953416,"date":"2026-05-11T21:19:15","date_gmt":"2026-05-11T21:19:15","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/953416\/"},"modified":"2026-05-11T21:19:15","modified_gmt":"2026-05-11T21:19:15","slug":"eu-imposes-sanctions-on-16-people-linked-to-russias-abductions-of-ukrainian-children","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/953416\/","title":{"rendered":"EU Imposes Sanctions on 16 People Linked to Russia\u2019s Abductions of Ukrainian Children"},"content":{"rendered":"<p>Welcome back to World Brief, where we\u2019re looking at <strong>Russia <\/strong>kidnapping tens of thousands of <strong>Ukrainian <\/strong>children, the potential end of the <strong>U.S.-Iran <\/strong>cease-fire, and <strong>Kenya<\/strong> seeking <strong>French<\/strong> investments during the <strong>Africa Forward Summit<\/strong>.<\/p>\n<p>\u2018Destroying Ukrainian Identity\u2019<\/p>\n<p>The European Union <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2026\/05\/11\/ukrainian-children-unlawfully-deported-and-forcibly-transferred-to-russia-eu-sanctions-16-individuals-and-seven-entities\/\" target=\"_blank\" rel=\"noopener\">imposed<\/a> sanctions on Monday targeting 16 individuals accused of helping Russia kidnap tens of thousands of Ukrainian children and forcibly deport them to Russia or its occupied territories.<\/p>\n<p>\u201cThis is not collateral damage,\u201d Ukrainian Foreign Minister <a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/05\/11\/eu-sanctions-russian-individuals-over-forced-deportation-of-ukrainian-children\" target=\"_blank\" rel=\"noopener\">Andrii Sybiha<\/a> said. \u201cThis is a deliberate Russian policy aimed at destroying Ukrainian identity. Children are forced to forget who they are, where they come from, and even their language.\u201d<\/p>\n<p>Russia has <a href=\"https:\/\/www.reuters.com\/world\/eu-imposes-sanctions-russia-individuals-entities-russia-over-ukrainian-children-2026-05-11\/\" target=\"_blank\" rel=\"noopener\">abducted<\/a> nearly 20,500 children from Ukraine since Moscow began its full-scale invasion in February 2022, according to the EU Council. Many of these minors have been forced to <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/23\/ukrainian-children-kids-russia-abducted-kidnapped-war-crimes-putin\/\" target=\"_blank\" rel=\"noopener\">give up their cultures<\/a>, change their identities, receive Russian passports, and be put up for adoption. Others have been sent to schools for indoctrination or to military camps, where they are trained to fight for Russia\u2019s armed forces or for pro-Russian militias inside Ukraine.<\/p>\n<p>\u201cRussia is trying to erase their identity,\u201d Latvian Foreign Minister Baiba Braze said on Monday. \u201cWhen you look at the Genocide Convention, it\u2019s one of the features of the genocide crime.\u201d Under the 1948 <a href=\"https:\/\/treaties.un.org\/doc\/publication\/unts\/volume%2078\/volume-78-i-1021-english.pdf\" target=\"_blank\" rel=\"noopener\">Genocide Convention<\/a>, \u201cforcibly transferring children of the group to another group\u201d can be defined as an <a href=\"https:\/\/foreignpolicy.com\/2023\/03\/01\/russia-theft-children-kidnapping-ukraine-genocide\/\" target=\"_blank\" rel=\"noopener\">act of genocide<\/a>.<\/p>\n<p>More than <a href=\"https:\/\/apnews.com\/article\/ukraine-children-abducted-russia-war-europe-3d927ab6cb0f7ff90ffcce9f4bef8792\" target=\"_blank\" rel=\"noopener\">130 people and entities<\/a> are now under EU travel bans and asset freezes in connection to Russia\u2019s systematic, large-scale kidnappings. That includes the 16 individuals sanctioned on Monday\u2014among whom were heads of children\u2019s camps, military officers, and government representatives\u2014as well as new sanctions placed on seven Russian centers suspected of indoctrinating or training these children.<\/p>\n<p>\u201cWar has really many faces, but stealing the children is really one of the most horrific,\u201d EU Enlargement Commissioner Marta Kos said on Monday, adding that Moscow must pay for its crimes. In March 2023, the International Criminal Court (ICC) issued an <a href=\"https:\/\/foreignpolicy.com\/2023\/03\/17\/putin-war-crimes-against-humanity-warrant-icc-ukraine-children-reeducation-transfer-territory-lvova-belova\/\" target=\"_blank\" rel=\"noopener\">arrest warrant<\/a> for Russian President Vladimir Putin, accusing him of being personally responsible for the abductions.<\/p>\n<p>Around 2,200 minors have since been returned to Ukraine, but identification and reunification remain difficult. Children taken at a young age can be hard to recognize after years spent apart from their families, and an active war zone makes their safe return even more complicated. On Monday alone, both Russia and Ukraine <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-reports-russian-attacks-battlefield-clashes-despite-ceasefire-2026-05-11\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=051126&amp;lctg=607f1056abd4f461f466319b&amp;user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0\" target=\"_blank\" rel=\"noopener\">reported<\/a> fighting along the front line\u2014in direct violation of a U.S.-brokered cease-fire that they agreed to adhere to from May 9 to May 11.<\/p>\n<p>An end to the war still appears out of reach. Although Putin <a href=\"https:\/\/www.cnn.com\/2026\/05\/11\/europe\/putin-hints-ukraine-war-end-intl-cmd\" target=\"_blank\" rel=\"noopener\">hinted<\/a> during his World War II Victory Day speech on Saturday that the Russia-Ukraine war \u201cwas coming to an end,\u201d he later stressed that Moscow\u2019s \u201cspecial military operation\u201d (the Kremlin\u2019s term for the conflict) must continue until all of Russia\u2019s goals are met. Those include Ukraine\u2019s demilitarization as well as Russian control of the entire <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/21\/donbas-importance-putin-ukraine-russia-war-peace-negotiations\/\" target=\"_blank\" rel=\"noopener\">Donbas region<\/a>\u2014two red lines for Kyiv.<\/p>\n<p>During that address, Putin also <a href=\"https:\/\/www.politico.eu\/article\/kaja-kallas-rejects-gerhard-schroder-as-russia-ukraine-negotiator\/\" target=\"_blank\" rel=\"noopener\">suggested<\/a> that former German Chancellor <a href=\"https:\/\/foreignpolicy.com\/2022\/02\/15\/gerhard-schroder-gazprom-russia-tony-blair\/\" target=\"_blank\" rel=\"noopener\">Gerhard Schr\u00f6der<\/a> act as the mediator for all future negotiations with Europe. The draft, sources told <a href=\"https:\/\/www.axios.com\/2026\/05\/06\/iran-us-deal-one-page-memo\" target=\"_blank\" rel=\"noopener\">Axios<\/a> on Wednesday, included plans to discuss a moratorium on Iran\u2019s nuclear enrichment and a clause prohibiting Iran from operating underground nuclear facilities. Tehran responded on Sunday with its <a href=\"https:\/\/apnews.com\/article\/iran-us-war-attack-may-10-2026-f8812db41837336d816efaea7bc1c44a\" target=\"_blank\" rel=\"noopener\">own proposal<\/a>, which insisted on \u201cwar reparations by the U.S., full Iranian sovereignty over the Strait of Hormuz, an end to sanctions, and the release of seized Iranian assets.\u201d<\/p>\n<p>Trump has <a href=\"https:\/\/apnews.com\/article\/iran-us-israel-china-war-may-11-2026-0e9067769efea20e9d45e3d43158ad8c\" target=\"_blank\" rel=\"noopener\">accused<\/a> Iranian officials of promising to accept some U.S. conditions, only to change their minds when it came time to submit a written proposal. Iran has not publicly agreed to give up its enriched uranium and has repeatedly stressed its right to continue such enrichment for civilian purposes. Tehran also maintains that it has no ambitions to create a nuclear weapon.<\/p>\n<p><strong>Paris\u2019s investments in Africa. <\/strong>The two-day Africa Forward Summit <a href=\"https:\/\/apnews.com\/article\/kenya-africa-summit-france-macron-ruto-d07479573f56ba6e02ac424cb855f000\" target=\"_blank\" rel=\"noopener\">kicked off<\/a> in Nairobi on Monday, with French President Emmanuel Macron announcing billions of dollars in investments to diversify the continent\u2019s trading partners. \u201cA lot of solutions are made in the U.S. or made in China,\u201d Macron said during a panel \u200bon technology and artificial intelligence. \u201cI think we have a common fight \u2026 which is to build our strategic autonomy for Europe and Africa.\u201d<\/p>\n<p>Last April, Kenya <a href=\"https:\/\/www.reuters.com\/world\/africa\/kenya-pivots-china-away-france-13-billion-euro-highway-deal-2025-04-11\/\" target=\"_blank\" rel=\"noopener\">terminated<\/a> a $1.5 billion highway expansion deal led by Vinci, a French construction company, and instead handed the project to Chinese contractors. The decision, made after Kenyan authorities warned of too much risk with the French consortium, highlighted the decline of French influence on the continent. Rising <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/26\/france-sahel-mali-niger-francafrique-burkina-faso\/\" target=\"_blank\" rel=\"noopener\">anti-French sentiment<\/a> following coups in several West African countries has also upset <a href=\"https:\/\/foreignpolicy.com\/2021\/07\/07\/france-military-leaving-west-africa-colonialism-macron\/\" target=\"_blank\" rel=\"noopener\">bilateral relations<\/a> between Paris and its former colonies.<\/p>\n<p>Now, though, Nairobi hopes to use the Africa Forward Summit\u2014held for the first time in an Anglophone country\u2014to attract French investors to the pan-African free trade area. Already, Macron has <a href=\"https:\/\/www.reuters.com\/world\/africa\/deals-new-partnerships-menu-africa-france-summit-2026-05-11\/\" target=\"_blank\" rel=\"noopener\">pledged<\/a> to invest 14 billion euros in key development projects across the continent, including a 700-million-euro deal to modernize a terminal at Kenya\u2019s Mombasa port.<\/p>\n<p><strong>Impeached again. <\/strong>Philippine lawmakers <a href=\"http:\/\/nytimes.com\/2026\/05\/11\/world\/asia\/sara-duterte-philippine-impeached.html\" target=\"_blank\" rel=\"noopener\">overwhelmingly voted<\/a> on Monday to impeach Vice President Sara Duterte, paving the way for a Senate trial that could obstruct her presidential campaign in 2028. However, as the Senate is packed by the Duterte family\u2019s allies\u2014and starting Monday, the new Senate president is a Duterte loyalist, Sen. Alan Cayetano\u2014experts believe that a conviction is unlikely.<\/p>\n<p>Duterte is <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/philippine-lawmakers-vote-impeachment-presidential-hopeful-duterte-2026-05-11\/\" target=\"_blank\" rel=\"noopener\">accused<\/a> of misusing public funds and betraying voters\u2019 trust by threatening to assassinate Philippine President Ferdinand Marcos Jr.; she is the daughter of former Philippine President Rodrigo Duterte, a longtime foe of Marcos who currently <a href=\"https:\/\/foreignpolicy.com\/2026\/02\/24\/duterte-icc-court-hearing-war-drugs\/\" target=\"_blank\" rel=\"noopener\">awaits trial<\/a> at the ICC for abuses committed during his \u201cwar on drugs.\u201d<\/p>\n<p>Last year, the country\u2019s lower chamber <a href=\"https:\/\/www.bbc.com\/news\/articles\/cqlp21q4yq4o\" target=\"_blank\" rel=\"noopener\">impeached<\/a> Duterte shortly after she claimed to have arranged for an assassin to kill Marcos if she was murdered. However, the Supreme Court declared those proceedings unconstitutional, allowing the Senate to shelve the allegations.<\/p>\n<p>The Senate will convene as an impeachment court as early as Wednesday to vote on the House\u2019s latest ruling. Duterte has repeatedly denied all wrongdoing, and her legal team has called the process a \u201cwitch hunt.\u201d If convicted, Duterte would be immediately removed from office and barred from ever holding future positions. If acquitted, she would remain vice president and be protected from further impeachment hearings for one year.<\/p>\n<p>Odds and Ends<\/p>\n<p>Miners in Myanmar have discovered a <a href=\"https:\/\/apnews.com\/article\/myanmar-mogok-ruby-min-aung-hlaing-war-2db4e7007da21dd6066c66732d888370\" target=\"_blank\" rel=\"noopener\">massive, rare ruby<\/a> in the country\u2019s war-torn upper Mandalay region. According to state-run media last Friday, the purplish-red jewel measures at 11,000 carats and weighs nearly 5 pounds, making it the second-largest gemstone ever discovered in the country; Myanmar produces around 90 percent of the world\u2019s rubies.
