Reform, which had hoped to be the biggest party, won 34 seats, and Labour came third with just nine seats, marking a <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/may\/09\/why-welsh-voters-turned-their-backs-on-the-labour-party\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">definitive end<\/a> to the party\u2019s grip on its birthplace.<\/p>\n<p class=\"dcr-130mj7b\">The former Labour first minister Eluned Morgan lost her seat, triggering a leadership contest. Ken Skates, the Senedd member for Fflint Wrecsam and former cabinet secretary for transport, has taken over as interim leader.<\/p>\n<p class=\"dcr-130mj7b\">Under Wales\u2019s new and more representative electoral system, at least 49 seats are needed for a majority. No party was likely to win that, but Friday\u2019s results put <a href=\"https:\/\/www.theguardian.com\/politics\/plaid-cymru\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Plaid Cymru<\/a> in a comfortable position to form a minority government.<\/p>\n<p class=\"dcr-130mj7b\">Ap Iorwerth <a href=\"https:\/\/www.theguardian.com\/politics\/2026\/may\/10\/plaid-cymru-leader-plans-minority-welsh-government-cooperation\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">previously told the Guardian<\/a> he would seek out mature cooperation from all opposition parties on a case-by-case basis, and that his administration would press the UK government for extra powers over policy areas such as policing and justice, rather than engaging in political rows with Westminster.<\/p>\n<p class=\"dcr-130mj7b\">Plaid Cymru has ruled out an independence referendum in the next Senedd term, but the party has repeatedly said it will use its time in government to make the case for an independent <a href=\"https:\/\/www.theguardian.com\/uk\/wales\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Wales<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The Senedd also voted Labour\u2019s deputy leader, Huw Irranca-Davies, as the new Llywydd, or presiding officer, before the first minister vote.
