Dealing with this uncertainty really drags you down at an awful time. The last thing I want to be doing is chasing money.\u201d<\/p>\n<p>Morgan is living on \u00a392 a week from employment support allowance (ESA), the benefit available to him as a self-employed maintenance worker.<\/p>\n<p>\u201cI\u2019m going through bereavement and not up to working,\u201d he said.<\/p>\n<p>\u201cSo this problem with the pension is destroying me financially, because my income is so small. I\u2019m having to use my savings just to get by, bill to bill.\u201d<\/p>\n<p>\u2018Not good enough\u2019: No progress despite April deadline<\/p>\n<p>Morgan remains frustrated by the lack of clear information from Capita, having repeatedly called the helpline.<\/p>\n<p>\u201cThey\u2019ve said it\u2019s been treated as urgent and offered to escalate the case \u2013 eight times, I think \u2013 but it hasn\u2019t led to any progress,\u201d he said.<\/p>\n<p>\u201cWhen I phoned Capita last week, someone said there were 68 steps to go through to sign it off, and I was at step 30.<\/p>\n<p>\u201cThe executives said urgent cases would be resolved by the end of April, but it just hasn\u2019t happened. It\u2019s not good enough.\u201d<\/p>\n<p>Richard Holroyd, who runs Capita\u2019s public service division, told MPs on the House of Commons Public Accounts Select Committee in March that processing had \u201cimproved\u201d but was \u201cstill not what members deserve\u201d.<\/p>\n<p>Bereaved having to borrow money to \u2018stay afloat\u2019<\/p>\n<p>Problems first emerged after the company took over the public sector pension scheme from MyCSP in early December. Capita said it inherited a much larger backlog of unresolved cases than it had expected.<\/p>\n<p>A group of around 8,500 former civil servants were identified in January as suffering from failures in getting both their lump sum and regular pension payments.<\/p>\n<p>Asked about the group of 8,500 people, Capita executives told MPs that it had paid out 7,782 lump sums.<\/p>\n<p>But they did not say how many had also started receiving their regular, monthly payment. And the executives did not say how many bereavement cases are unresolved.<\/p>\n<p>Former Home Office worker Marc Roffey, 60, from Wiltshire, recently told The i Paper <a class=\"post_in-line_link\" href=\"https:\/\/inews.co.uk\/news\/retired-five-months-dont-have-pension-4390265?ico=in-line_link\" target=\"_blank\" rel=\"noopener\">he had been waiting five months for regular pension payments<\/a>. And ex-Home Office official Doug Eckford, from Essex, said he had waited six months.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"427\" width=\"760\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/roffey-whitehall.png\" alt=\"\" class=\"wp-image-4413184\"  \/>Marc Roffey, 60, has not received pension payments after a five-month wait (Photo: Marc Roffey\/Getty)<\/p>\n<p>The Civil Service Pensioners\u2019 Alliance (CSPA) said they were still hearing from widows and widowers who have not begun receiving money owed to them.<\/p>\n<p>Some are in \u201csevere financial hardship \u2013 in many instances having to borrow money from family and friends to pay their bills and keep afloat,\u201d said Sally Tsoukaris, CSPA\u2019s general secretary.<\/p>\n<p>She said many were also suffering from \u201cextreme frustration, stress, anxiety and distress\u201d caused by living in limbo.<\/p>\n<p>\u2018It\u2019s outrageous to put people through this\u2019<\/p>\n<p>Mikki King, an 81-year-old from Suffolk, lost her husband Jim in early December. He had worked for the UK Government\u2019s customs and excise team for over 30 years.<\/p>\n<p>She had expected to receive around \u00a31,000 a month from her widow\u2019s pension, but has not received anything yet.<\/p>\n<p>\u201cIt\u2019s so upsetting to have to deal with it,\u201d King said. \u201cIt\u2019s bad enough to lose someone without having to fight for something you\u2019re entitled to. It\u2019s outrageous to put people through this.\u201d<\/p>\n<p>She is concerned about the leasehold and maintenance fees she pays for her apartment, as her state pension does not cover these costs or her other living expenses.<\/p>\n<p>\u201cMy savings have been depleted because my husband was in a care home before he died,\u201d she said. \u201cI shouldn\u2019t have to use savings to get by.\u201d<\/p>\n<p>The Cabinet Office announced in January that hardship loans would be available to former civil servants suffering from delays. So far, almost 800 loans have been issued, totalling \u00a34m.<\/p>\n<p>But these crisis loans do not apply to widows and widowers of former government staff, the CSPA said.<\/p>\n<p>A Capita spokesperson said it was working to \u201cestablish normal service levels\u201d. They said additional trained staff remain in place to deal with the backlog, adding: \u201cWe are sorry for the worry and frustration any delays are causing.\u201d<\/p>\n<p>A Cabinet Office spokesperson said Capita\u2019s service had been \u201cunacceptable\u201d.
