{"id":962847,"date":"2026-05-16T02:30:23","date_gmt":"2026-05-16T02:30:23","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/962847\/"},"modified":"2026-05-16T02:30:23","modified_gmt":"2026-05-16T02:30:23","slug":"eus-push-to-deport-afghan-refugees-brings-the-taliban-back-to-the-table","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/962847\/","title":{"rendered":"EU&#8217;s push to deport Afghan refugees brings the Taliban back to the table"},"content":{"rendered":"<p>\n                        The European Union is moving towards closer cooperation with\u00a0Afghanistan&#8217;s Taliban regime over the return of Afghan migrants, despite legal and human rights concerns about sending people back to the country.        <\/p>\n<p class=\"m-pub-dates\">Issued on: 15\/05\/2026 &#8211; 18:09Modified: 15\/05\/2026 &#8211; 18:09<\/p>\n<p>    4 min    Reading time\n<\/p>\n<p>The European Commission this week confirmed that it had invited <a href=\"https:\/\/www.rfi.fr\/en\/tag\/taliban\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Taliban<\/a> representatives to <a href=\"https:\/\/www.rfi.fr\/en\/tag\/brussels\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Brussels<\/a> for technical talks on deportations, with EU officials saying the meeting could take place before the summer.<\/p>\n<p>The discussions reflect growing pressure from several European governments seeking to send back rejected asylum seekers and Afghans convicted of crimes. Rights groups and migration analysts warn that conditions in <a href=\"https:\/\/www.rfi.fr\/en\/tag\/afghanistan\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Afghanistan<\/a> remain unsafe.<\/p>\n<p>\u201cThe European Commission, together with the Swedish Ministry of Justice, has sent a letter to the de facto authorities in Afghanistan asking them to take part in a technical meeting on the return of Afghan migrants,\u201d European Commission spokesperson Markus Lammert told journalists in Brussels on Tuesday.<\/p>\n<p>He said that EU member states had mandated the European Union to maintain &#8220;operational dialogue&#8221; with the Taliban, but added this &#8220;in no way&#8221; amounted to a formal recognition of the regime.<\/p>\n<p>Two technical meetings between European officials and Afghan authorities have already taken place in <a href=\"https:\/\/www.rfi.fr\/en\/tag\/kabul\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Kabul<\/a>. This time, the talks would be held in Brussels, bringing Taliban representatives into the heart of EU institutions.<\/p>\n<p class=\"a-read-more\"><a href=\"https:\/\/www.rfi.fr\/en\/international\/20260501-planned-eu-taliban-talks-on-return-of-afghan-nationals-spark-backlash\" target=\"_self\" class=\"a-read-more__link\" rel=\"noopener\">Planned EU-Taliban talks on return of Afghan nationals spark backlash<\/a><\/p>\n<p> Deportation pressure <\/p>\n<p>Several European governments have been pushing Brussels for months to restart deportations to Afghanistan, which were heavily restricted after the Taliban returned to power in August 2021.<\/p>\n<p>Twenty countries, including Germany, Poland, Greece and Italy, sent a joint letter to Brussels in October 2025 calling for negotiations with the authorities in Kabul.<\/p>\n<p>They argue that <a href=\"https:\/\/www.rfi.fr\/en\/tag\/europe\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Europe<\/a> needs to resume deportations of some rejected Afghan asylum seekers and people convicted of crimes because they pose a security risk.<\/p>\n<p><a href=\"https:\/\/www.rfi.fr\/en\/tag\/germany\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Germany<\/a> became the first European country to deport Afghans back to Taliban-run Afghanistan in August 2024. Since then, 121 Afghans living illegally in Germany have been returned to Kabul in three deportation operations.<\/p>\n<p>German authorities said those deported had criminal records involving offences including sexual violence, homicide and assault \u2013 but\u00a0an investigation this month by German broadcaster ZDF found <a href=\"https:\/\/www.rfi.fr\/en\/tag\/berlin\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Berlin<\/a> was also targeting single Afghan men with no criminal convictions.<\/p>\n<p><img fetchpriority=\"low\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/000-732X394-1.jpg\"   alt=\"Afghan nationals arrive at Hanover-Langenhagen airport in Germany in September 2025.\" style=\"max-height:567px\" loading=\"lazy\" class=\"a-img \"\/><\/p>\n<p>                Afghan nationals arrive at Hanover-Langenhagen airport in Germany in September 2025.                AFP &#8211; MICHAEL MATTHEY            <\/p>\n<p>Taliban representatives travelled to Germany in July last year after demanding that direct talks take place before further deportations could go ahead.<\/p>\n<p>\u201cWe want to carry out regular returns, and that does not mean only charter flights, but also commercial flights,\u201d German Interior Minister Alexander Dobrindt said in early October.<\/p>\n<p><a href=\"https:\/\/www.rfi.fr\/en\/tag\/austria\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">Austria<\/a> followed 10 days later by deporting an Afghan refugee convicted of sexual offences and aggravated violence.<\/p>\n<p>\u201cThese criminals must leave our country and where they come from does not matter,\u201d Austrian Chancellor Christian Stocker said.<\/p>\n<p class=\"a-read-more\"><a href=\"https:\/\/www.rfi.fr\/en\/international\/20251020-eu-confirms-contact-with-taliban-in-afghanistan-over-migrant-returns\" target=\"_self\" class=\"a-read-more__link\" rel=\"noopener\">EU confirms &#8216;contact&#8217; with Taliban in Afghanistan over migrant returns<\/a><\/p>\n<p> Rights concerns <\/p>\n<p>Rights groups and migration specialists say deportations to Afghanistan remain dangerous under Taliban rule.<\/p>\n<p>\u201cIt is obvious that the conditions are not in place for people to return to Afghanistan,\u201d Laurent Delbos from <a href=\"https:\/\/www.forumrefugies.org\/\" target=\"_blank\" rel=\"noopener\">Forum R\u00e9fugi\u00e9s<\/a>, a French refugee support organisation, told RFI.<\/p>\n<p>While European law does not completely prohibit deportations to Afghanistan, member states remain bound by the <a href=\"https:\/\/www.echr.coe.int\/documents\/d\/echr\/convention_ENG\" target=\"_blank\" rel=\"noopener\">European Convention on Human Rights<\/a>, which bans torture and inhuman treatment.<\/p>\n<p>\u201cCase law from recent decades prohibits returning people to countries where they would face this kind of treatment,\u201d explained Matthieu Tardis, a migration policy specialist and co-director of the French migration research group Synergies Migrations.<\/p>\n<p><img fetchpriority=\"low\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/000-329M7VP.jpg\"   alt=\"Afghan refugees gather during a protest calling for support from the United Nations refugee agency UNHCR in Islamabad in May 2022.\" style=\"max-height:567px\" loading=\"lazy\" class=\"a-img \"\/><\/p>\n<p>                Afghan refugees gather during a protest calling for support from the United Nations refugee agency UNHCR in Islamabad in May 2022.                AFP &#8211; FAROOQ NAEEM            <\/p>\n<p>UN agencies have repeatedly issued warnings over human rights violations in Afghanistan since the Taliban returned to power. Reports have documented arbitrary arrests, forced disappearances, political repression and what UN officials describe as \u201c<a href=\"https:\/\/www.ohchr.org\/en\/stories\/2023\/07\/experts-taliban-treatment-women-may-be-gender-apartheid\" target=\"_blank\" rel=\"noopener\">gender apartheid<\/a>\u201d.<\/p>\n<p>Afghans were the largest group of asylum seekers in the European Union in 2025, while <a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/SEPDF\/cache\/5777.pdf\" target=\"_blank\" rel=\"noopener\">Eurostat figures<\/a> showed that 73 percent received protection at the first stage of the asylum process.<\/p>\n<p>The <a href=\"https:\/\/www.rfi.fr\/en\/tag\/european-court-of-human-rights\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">European Court of Human Rights<\/a> blocked the deportation of an Afghan man from Sweden in March because of a \u201creal risk of ill-treatment\u201d if he returned, partly because of his \u201cwesternisation\u201d.<\/p>\n<p class=\"a-read-more\"><a href=\"https:\/\/www.rfi.fr\/en\/international\/20251014-thousands-of-afghan-refugees-return-from-pakistan-as-border-tensions-boil-over\" target=\"_self\" class=\"a-read-more__link\" rel=\"noopener\">Thousands of Afghan refugees return from Pakistan as border tensions boil over<\/a><\/p>\n<p> Diplomatic line crossed <\/p>\n<p>European governments are also trying to overcome practical barriers to deportations.<\/p>\n<p>Without cooperation from the Taliban authorities on travel documents and flights, deportations remain difficult to carry out.<\/p>\n<p>\u201cThese discussions must move forward if they want to implement these deportations,\u201d Tardis explained.<\/p>\n<p>Criticism has already emerged inside the European Parliament.<\/p>\n<p>\u201cFor years, the <a href=\"https:\/\/www.rfi.fr\/en\/tag\/european-commission\/\" target=\"_self\" class=\"gtm-add-suggested-tag\" rel=\"noopener\">European Commission<\/a> has collaborated with some of the world\u2019s most authoritarian regimes as part of European Union migration policy,\u201d French Green member of the European Parliament M\u00e9lissa Camara told RFI.<\/p>\n<p>&#8220;A new line has been crossed with the invitation of representatives of the Taliban regime.
