We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 eRQajs\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>Manchester has seen the biggest boost to inner-city living standards anywhere in the UK since 2010, providing a boost to Andy Burnham as he seeks a return to parliament.<\/p>\n<p>Analysis from the independent think tank <a href=\"https:\/\/www.independent.co.uk\/topic\/centre-for-cities\" rel=\"nofollow noopener\" target=\"_blank\">Centre for Cities<\/a> has found that Manchester reduced its share of deprived inner-city neighbourhoods by 17 percentage points from 2010 to 2025. <\/p>\n<p>Nationally, the proportion of all central city neighbourhoods ranking among the 20 per cent most disadvantaged areas fell by seven percentage points from 38 to 31 per cent, largely driven by Manchester, Liverpool and London.<\/p>\n<p>Within Manchester, 58.4 per cent of neighbourhoods in and around the city centre ranked among the most underprivileged in 2025, down from 75.7 per cent in 2010 \u2013 a fall of 17.3 percentage points.<\/p>\n<p>It is welcome news for <a href=\"https:\/\/www.independent.co.uk\/topic\/andy-burnham\" rel=\"nofollow noopener\" target=\"_blank\">Andy Burnham<\/a> as the <a href=\"https:\/\/www.independent.co.uk\/topic\/greater-manchester\" rel=\"nofollow noopener\" target=\"_blank\">Greater Manchester<\/a> mayor hopes to <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/burnham-starmer-makerfield-reform-labour-leadership-b2977407.html\" title=\"\u2018Starmer is doing nothing, but Burnham is for the people\u2019: Makerfield voters pin their hopes on the \u2018King of the North\u2019\" rel=\"nofollow noopener\" target=\"_blank\">return to Westminster in the Makerfield by-election<\/a>. If he is elected, he is expected to <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/burnham-farage-election-starmer-labour-reform-b2979443.html\" title=\"Burnham could beat Farage in a general election, new poll suggests\" rel=\"nofollow noopener\" target=\"_blank\">challenge Sir Keir Starmer for the Labour leadership<\/a> through a brand of politics he calls \u201cManchesterism\u201d.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/2026-05-18T131215Z_18034253_RC2OBLA7PR35_RTRMADP_3_BRITAIN-POLITICS-BURNHAM.JPG\"  loading=\"lazy\" alt=\"Andy Burnham describes \u2018Manchesterism\u2019 as \u2018the end of trickle-down economics\u2019\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Andy Burnham describes \u2018Manchesterism\u2019 as \u2018the end of trickle-down economics\u2019 (Reuters)<\/p>\n<p>Mr Burnham became the combined authority\u2019s first elected mayor in 2017 and the years since have coincided with significant change in central Manchester, the skyline of which is now punctuated by skyscrapers and residential towers.<\/p>\n<p>Greater Manchester has also become the fastest-growing region in the UK economy over the past decade with annual economic growth of 3.1 per cent &#8211; more than double the country\u2019s rate as a whole.<\/p>\n<p>Setting out his political views in a by-election campaign video, Mr Burnham said: \u201cManchesterism is the end of neoliberalism, the end of trickle-down economics that has left out places like Makerfield. Make no mistake, that means a new path for Britain.\u201d<\/p>\n<p>In a tweet after his selection, he pledged a \u201crelentless focus on reducing people\u2019s everyday costs\u201d, saying that \u201cmore than anything, people need life to be more affordable again\u201d.<\/p>\n<\/p>\n<p>Centre for <a href=\"https:\/\/www.independent.co.uk\/topic\/cities\" rel=\"nofollow noopener\" target=\"_blank\">Cities<\/a>\u2019 report, \u2018Uneven cities: The geography of deprivation in urban Britain\u2019, shows the share of deprived inner-city neighbourhoods across the country has fallen significantly since 2010.<\/p>\n<p>This has been driven by changes in big cities \u2013 such as Manchester, <a href=\"https:\/\/www.independent.co.uk\/topic\/liverpool\" rel=\"nofollow noopener\" target=\"_blank\">Liverpool<\/a> and <a href=\"https:\/\/www.independent.co.uk\/topic\/london\" rel=\"nofollow noopener\" target=\"_blank\">London<\/a> \u2013 and in spite of the persistence of urban deprivation elsewhere, the think tank said. <\/p>\n<p>Other large cities saw decreases in their share of inner-city neighbourhoods that rank in the UK\u2019s most underprivileged, including Birmingham (-3.7 percentage points) and Bristol (-2.3).<\/p>\n<p>Liverpool saw the largest overall decrease in deprivation out of any city in the UK.<\/p>\n<p>Across the city\u2019s whole urban area, 53.7 per cent of neighbourhoods ranked in the UK\u2019s most disadvanted neighbourhoods in 2025, a 10.6 percentage point decline from 64.4 per cent in 2010.<\/p>\n<p>Inner-city Liverpool also saw a 12.2 per cent decline in deprivation.<\/p>\n<p>London made the biggest overall contribution to reducing inner-city deprivation, partly due to the capital\u2019s scale.<\/p>\n<p>The share of inner London neighbourhoods ranked in the UK\u2019s most deprived fell by 14 percentage points from 36.1 per cent to 22.1 per cent by 2025.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/2132937278...jpeg\"  loading=\"lazy\" alt=\"Liverpool saw the largest overall decrease in deprivation\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/>Liverpool saw the largest overall decrease in deprivation (Getty)<\/p>\n<p>However, rates rose in parts of urban Britain and deprivation remains concentrated in cities.<\/p>\n<p>Seven out of the ten cities and towns with the largest increases in deprivation rates across their whole urban area were in the North or Midlands \u2013 including Derby (+10.3 percentage points) and Sunderland (+8.7).<\/p>\n<p>Around two-thirds of all the UK\u2019s most deprived neighbourhoods are in urban areas. In most cities and large towns, there was little change in rates.<\/p>\n<p>As such, Centre for Cities said the better figures in larger cities are proof that <a href=\"https:\/\/www.independent.co.uk\/topic\/mayors\" rel=\"nofollow noopener\" target=\"_blank\">mayors<\/a> such as Sadiq Khan, Mr Burnham and <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/starmer-labour-local-elections-mayors-sadiq-khan-b2964317.html\" title=\"Unpopular Starmer a negative on the doorstep, Labour mayors warn as they fear local elections wipeout\" rel=\"nofollow noopener\" target=\"_blank\">Steve Rotheram<\/a>, should be backed to widen access to jobs and reduce deprivation, praising the work they have done to \u201cchampion\u201d their local economies. <\/p>\n<p>Andrew Carter, chief executive of Centre for Cities, said: \u201cThe shifts in Manchester, Liverpool and London are nationally noteworthy and suggest a big cities-focused approach is a reliable way to improve <a href=\"https:\/\/www.independent.co.uk\/topic\/living-standards\" rel=\"nofollow noopener\" target=\"_blank\">living standards<\/a> across the UK.<\/p>\n<p> \u201cMost large towns and cities saw deprivation persist or slightly rise, and this only underlines how much we need to learn from the improvements in Liverpool, Manchester and London.<\/p>\n<p> \u201cThe challenge now is to build on the progress made since 2010.
