Chamberlain. Munich. Appeasement.<\/p>\n<p>The analogy has become our most reflexive piece of imported historical vocabulary, deployed to foreclose debate rather than illuminate it. It is also, on the evidence, wrong about Chamberlain himself. And it conceals an Australian story that those who wield it would rather forget.<\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/history\/past-prime-ministers\/neville-chamberlain\" target=\"_blank\" rel=\"nofollow noopener\">Neville Chamberlain<\/a> won the<a data-auth=\"NotApplicable\" data-linkindex=\"4\" href=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain\" id=\"OWAc976add0-5827-4ba9-e3e9-3ccd5e980092\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"5\" href=\"https:\/\/www.rafbf.org\/battle-of-britain\/about-battle-britain\" id=\"OWAc976add0-5827-4ba9-e3e9-3ccd5e980092\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain\">Battle of Britain<\/a>. Not from the bunker at<a data-auth=\"NotApplicable\" data-linkindex=\"6\" href=\"https:\/\/en.wikipedia.org\/wiki\/Bentley_Priory\" id=\"OWA8ba8b37a-baf8-191c-a68d-1053f9330124\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Bentley_Priory\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"7\" href=\"https:\/\/bentleypriorymuseum.org.uk\/\" id=\"OWA8ba8b37a-baf8-191c-a68d-1053f9330124\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Bentley_Priory\">Bentley Priory<\/a>\u00a0\u2013\u00a0he was dead by then, of bowel cancer \u2013\u00a0but from the Treasury bench and from <a href=\"https:\/\/www.gov.uk\/government\/organisations\/prime-ministers-office-10-downing-street\" target=\"_blank\" rel=\"nofollow noopener\">Downing Street<\/a>, between 1934 and 1939.<\/p>\n<p>As <a href=\"https:\/\/www.gov.uk\/government\/ministers\/chancellor-of-the-exchequer\" target=\"_blank\" rel=\"nofollow noopener\">Chancellor of the Exchequer<\/a> from 1931, he inherited a defence establishment hollowed by the<a data-auth=\"NotApplicable\" data-linkindex=\"8\" href=\"https:\/\/en.wikipedia.org\/wiki\/Ten-year_rule\" id=\"OWA80d2f5f9-7ed5-d25a-ae36-1b8293496f21\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Ten-year_rule\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"9\" href=\"https:\/\/en.wikipedia.org\/wiki\/Ten-year_rule\" id=\"OWA80d2f5f9-7ed5-d25a-ae36-1b8293496f21\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Ten-year_rule\">Ten Year Rule<\/a>\u00a0and<a data-auth=\"NotApplicable\" data-linkindex=\"10\" href=\"https:\/\/en.wikipedia.org\/wiki\/Geddes_Axe\" id=\"OWA80c551c0-67d1-2d8d-6e2e-f58c317b6795\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Geddes_Axe\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"11\" href=\"https:\/\/en.wikipedia.org\/wiki\/Geddes_Axe\" id=\"OWA80c551c0-67d1-2d8d-6e2e-f58c317b6795\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Geddes_Axe\">Geddes-era austerity<\/a>.<\/p>\n<p>By 1934, he was already steering the cabinet toward expansion, backing the<a data-auth=\"NotApplicable\" data-linkindex=\"12\" href=\"https:\/\/en.wikipedia.org\/wiki\/Defence_Requirements_Sub-Committee\" id=\"OWAc4576596-f63c-970f-b543-e80f5d974f2d\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Defence_Requirements_Sub-Committee\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"13\" href=\"https:\/\/en.wikipedia.org\/wiki\/Defence_Requirements_Sub-Committee\" id=\"OWAc4576596-f63c-970f-b543-e80f5d974f2d\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Defence_Requirements_Sub-Committee\">Defence Requirements Committee<\/a>\u00a0and routing disproportionate investment into the Royal Air Force. Defence spending rose from roughly three per cent of national income in 1935 to about seven per cent by 1938 and<a data-auth=\"NotApplicable\" data-linkindex=\"14\" href=\"https:\/\/en.wikipedia.org\/wiki\/British_rearmament_before_World_War_II\" id=\"OWAf4f43f37-4646-d114-2dbf-50ae0dc26ce0\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/British_rearmament_before_World_War_II\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"15\" href=\"https:\/\/en.wikipedia.org\/wiki\/British_rearmament_before_World_War_II\" id=\"OWAf4f43f37-4646-d114-2dbf-50ae0dc26ce0\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/British_rearmament_before_World_War_II\">nearly nine per cent <\/a>by 1939.<\/p>\n<p>In terms of per capita aerial rearmament, Britain was outspending Germany by the outbreak of war. These are not the numbers of a sleepwalker.<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/when-allies-threaten-war-crimes-silence-is-self-destruction,20902\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/article-20902-thumb.jpg\" alt=\"When allies threaten war crimes, silence is self-destruction\" class=\"w-100\"\/><\/a><\/p>\n<p>The qualitative record is sharper still. The<a data-auth=\"NotApplicable\" data-linkindex=\"16\" href=\"https:\/\/en.wikipedia.org\/wiki\/British_shadow_factories\" id=\"OWA5eac40bc-7546-883f-e3cb-2e13ebf9b2e5\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/British_shadow_factories\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"17\" href=\"https:\/\/en.wikipedia.org\/wiki\/British_shadow_factories\" id=\"OWA5eac40bc-7546-883f-e3cb-2e13ebf9b2e5\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/British_shadow_factories\">shadow-factory scheme<\/a>\u00a0conscripted Austin, Rover, and Daimler into airframe and aero-engine production.<\/p>\n<p>The<a data-auth=\"NotApplicable\" data-linkindex=\"18\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hawker_Hurricane\" id=\"OWA84c6d81f-632e-8e0e-2521-47e248d1c072\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Hawker_Hurricane\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"19\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hawker_Hurricane\" id=\"OWA84c6d81f-632e-8e0e-2521-47e248d1c072\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Hawker_Hurricane\">Hurricane<\/a>\u00a0entered service in 1937, the<a data-auth=\"NotApplicable\" data-linkindex=\"20\" href=\"https:\/\/en.wikipedia.org\/wiki\/Supermarine_Spitfire\" id=\"OWAef24807f-dd4e-cf33-85f5-e5f8472df387\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Supermarine_Spitfire\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"21\" href=\"https:\/\/en.wikipedia.org\/wiki\/Supermarine_Spitfire\" id=\"OWAef24807f-dd4e-cf33-85f5-e5f8472df387\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Supermarine_Spitfire\">Spitfire<\/a>\u00a0in 1938. The<a data-auth=\"NotApplicable\" data-linkindex=\"22\" href=\"https:\/\/en.wikipedia.org\/wiki\/Chain_Home\" id=\"OWAe73403a8-6b29-86a5-0d3b-21e806b764c6\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Chain_Home\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"23\" href=\"https:\/\/en.wikipedia.org\/wiki\/Chain_Home\" id=\"OWAe73403a8-6b29-86a5-0d3b-21e806b764c6\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Chain_Home\">Chain Home radar network<\/a>\u00a0\u2013\u00a0arguably the single most important force multiplier of the war \u2013\u00a0was authorised, funded, and built on his watch. The<a data-auth=\"NotApplicable\" data-linkindex=\"24\" href=\"https:\/\/en.wikipedia.org\/wiki\/Rolls-Royce_Merlin\" id=\"OWAa93ad6f5-13ae-61f7-cdd9-63fa033c2023\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Rolls-Royce_Merlin\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"25\" href=\"https:\/\/en.wikipedia.org\/wiki\/Rolls-Royce_Merlin\" id=\"OWAa93ad6f5-13ae-61f7-cdd9-63fa033c2023\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Rolls-Royce_Merlin\">Merlin engine<\/a>\u00a0programme, Fighter Command&#8217;s operational architecture under<a data-auth=\"NotApplicable\" data-linkindex=\"26\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hugh_Dowding,_1st_Baron_Dowding\" id=\"OWA807bc381-5306-968a-fe00-3528f4e96f02\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Hugh_Dowding,_1st_Baron_Dowding\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"27\" href=\"https:\/\/en.wikipedia.org\/wiki\/Hugh_Dowding,_1st_Baron_Dowding\" id=\"OWA807bc381-5306-968a-fe00-3528f4e96f02\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Hugh_Dowding,_1st_Baron_Dowding\">Dowding<\/a>\u00a0and the expansion of pilot training all bear his fingerprint.<\/p>\n<p>These are not diplomatic souvenirs. They are the physical plant of victory.<\/p>\n<p>Australia should understand the point better than most, because Australia was part of it.<\/p>\n<p>In September 1938,<a data-auth=\"NotApplicable\" data-linkindex=\"28\" href=\"https:\/\/en.wikipedia.org\/wiki\/Joseph_Lyons\" id=\"OWA8b243ded-f698-fee3-3f2f-63ce1e833732\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Joseph_Lyons\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"29\" href=\"https:\/\/en.wikipedia.org\/wiki\/Joseph_Lyons\" id=\"OWA8b243ded-f698-fee3-3f2f-63ce1e833732\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Joseph_Lyons\">Joseph Lyons<\/a>&#8216; Government made unmistakably clear, through Cabinet telegrams to London and<a data-auth=\"NotApplicable\" data-linkindex=\"30\" href=\"https:\/\/www.dfat.gov.au\/about-us\/publications\/historical-documents\/Pages\/volume-01\/236-mr-a-t-stirling-external-affairs-officer-in-london-to-lt-col-w-r-hodgson-secretary-of-department-of-external-affairs\" id=\"OWA24ff6e04-3d89-2767-86e4-da6d163c5ef3\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.dfat.gov.au\/about-us\/publications\/historical-documents\/Pages\/volume-01\/236-mr-a-t-stirling-external-affairs-officer-in-london-to-lt-col-w-r-hodgson-secretary-of-department-of-external-affairs\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"31\" href=\"https:\/\/www.dfat.gov.au\/about-us\/publications\/historical-documents\/Pages\/volume-01\/236-mr-a-t-stirling-external-affairs-officer-in-london-to-lt-col-w-r-hodgson-secretary-of-department-of-external-affairs\" id=\"OWA24ff6e04-3d89-2767-86e4-da6d163c5ef3\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.dfat.gov.au\/about-us\/publications\/historical-documents\/Pages\/volume-01\/236-mr-a-t-stirling-external-affairs-officer-in-london-to-lt-col-w-r-hodgson-secretary-of-department-of-external-affairs\">traffic with the Dominion Office<\/a>, that Australia would not fight over the Sudetenland. Our army was a skeleton, our air force derisory, our navy a handful of cruisers.<\/p>\n<p>The same was true of Canada and South Africa. No Chamberlain war in 1938 meant no Commonwealth war in 1938 \u2014\u00a0because<a data-auth=\"NotApplicable\" data-linkindex=\"32\" href=\"https:\/\/time.com\/5684506\/munich-appeasement\/\" id=\"OWAc6c41833-f7fd-cd68-371e-4b9dc01720e7\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/time.com\/5684506\/munich-appeasement\/\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"33\" href=\"https:\/\/time.com\/5684506\/munich-appeasement\/\" id=\"OWAc6c41833-f7fd-cd68-371e-4b9dc01720e7\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/time.com\/5684506\/munich-appeasement\/\">the Dominions were not ready<\/a>, and Canberra knew it. The<a data-auth=\"NotApplicable\" data-linkindex=\"34\" href=\"https:\/\/en.wikipedia.org\/wiki\/Munich_Agreement\" id=\"OWAdd08e838-21d1-d0ec-a23f-405edc335fd9\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Munich_Agreement\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"35\" href=\"https:\/\/en.wikipedia.org\/wiki\/Munich_Agreement\" id=\"OWAdd08e838-21d1-d0ec-a23f-405edc335fd9\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Munich_Agreement\">Munich<\/a>\u00a0premium was paid by Britain, but it was paid on Australia&#8217;s behalf at least as much as on Britain&#8217;s.<\/p>\n<p>Now the harder case, because the serious revisionist critics deserve a serious answer.<\/p>\n<p><a data-auth=\"NotApplicable\" data-linkindex=\"36\" href=\"https:\/\/en.wikipedia.org\/wiki\/Adam_Tooze\" id=\"OWAb3495ec9-7a84-3629-fa3f-9057f815b60c\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Adam_Tooze\">Adam Tooze<\/a>\u00a0and<a data-auth=\"NotApplicable\" data-linkindex=\"37\" href=\"https:\/\/en.wikipedia.org\/wiki\/Richard_Overy\" id=\"OWA39c5ef13-1077-e0e8-9750-004ad6424a28\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Richard_Overy\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"38\" href=\"https:\/\/en.wikipedia.org\/wiki\/Richard_Overy\" id=\"OWA39c5ef13-1077-e0e8-9750-004ad6424a28\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Richard_Overy\">Richard Overy<\/a>\u00a0have argued, persuasively, that the &#8220;buying time&#8221; defence of Munich understates what Britain paid and overstates what Germany suffered.<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/australias-300b-aukus-bet-hinges-on-britains-submarine-capacity,20787\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/article-20787-thumb.jpg\" alt=\"Australia\u2019s $300b AUKUS bet hinges on Britain\u2019s submarine capacity\" class=\"w-100\"\/><\/a><\/p>\n<p>The premium was real and heavy. Czechoslovakia possessed thirty-five mobilised divisions, a first-rate arms industry centred on the<a data-auth=\"NotApplicable\" data-linkindex=\"39\" href=\"https:\/\/en.wikipedia.org\/wiki\/%C5%A0koda_Works\" id=\"OWA6a050d11-0efb-5543-aa0c-d4746cf870ae\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/%C5%A0koda_Works\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"40\" href=\"https:\/\/en.wikipedia.org\/wiki\/%C5%A0koda_Works\" id=\"OWA6a050d11-0efb-5543-aa0c-d4746cf870ae\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/%C5%A0koda_Works\">\u0160koda Works<\/a>\u00a0\u2013\u00a0then one of the largest in Europe \u2013\u00a0formidable border fortifications in the Sudetenland\u00a0and gold reserves of some six million pounds, a portion of which the<a data-auth=\"NotApplicable\" data-linkindex=\"41\" href=\"https:\/\/www.cnn.com\/2013\/08\/02\/business\/nazi-gold-bank-of-england\" id=\"OWA7c38fb8b-4495-7ae2-740e-94f6acfd7653\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.cnn.com\/2013\/08\/02\/business\/nazi-gold-bank-of-england\">\u00a0<\/a>Bank of England<a data-auth=\"NotApplicable\" data-linkindex=\"42\" href=\"https:\/\/www.cnn.com\/2013\/08\/02\/business\/nazi-gold-bank-of-england\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.cnn.com\/2013\/08\/02\/business\/nazi-gold-bank-of-england\"> subsequently transferred <\/a>to the Reichsbank\u00a0in a squalid episode the Treasury has never fully lived down.<\/p>\n<p>All of it fell into Hitler&#8217;s hands. Roughly a quarter of the German tanks that rolled into France in May 1940 were of Czech design \u2014 the LT-38, rebadged as the<a data-auth=\"NotApplicable\" data-linkindex=\"43\" href=\"https:\/\/en.wikipedia.org\/wiki\/Panzer_38(t)\" id=\"OWA033dca01-2a68-e9eb-1ef2-130c75840b2f\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Panzer_38(t)\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"44\" href=\"https:\/\/en.wikipedia.org\/wiki\/Panzer_38(t)\" id=\"OWA033dca01-2a68-e9eb-1ef2-130c75840b2f\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Panzer_38(t)\">Panzer 38(t)<\/a>. \u0160koda&#8217;s plants produced artillery and small arms for the Wehrmacht throughout the war. Germany did not merely waste eleven months. It absorbed a mid-sized industrial state and rearmed itself with Czech steel.<\/p>\n<p>That is a fair indictment and must be conceded. But it does not overturn the options case. It sharpens it.<\/p>\n<p>Because in option-pricing terms, Munich was a transaction, not a gift. Chamberlain paid an expensive premium \u2013\u00a0Czechoslovakia&#8217;s divisions, \u0160koda, the gold, the moral capital \u2013\u00a0to keep Britain&#8217;s strategic option alive. The question any auditor must then ask is whether the time value of the acquired asset exceeded the premium paid.<\/p>\n<p>On the specific ledger of air power, which is the currency that decided 1940, it plainly did.<\/p>\n<p>In September 1938,<a href=\"https:\/\/en.wikipedia.org\/wiki\/RAF_Fighter_Command\" style=\"background-color: rgb(255, 255, 255); font-size: 1.2rem;\" target=\"_blank\" rel=\"nofollow noopener\">\u00a0RAF Fighter Command<\/a>\u00a0had one operational Spitfire squadron and fewer than thirty of the aircraft in service; the Chain Home chain was a sparse lattice of unfinished masts; pilot training was undercooked, and the Dominions were unwilling to fight over Prague.\u00a0<\/p>\n<p>  <a href=\"https:\/\/independentaustralia.net\/article-display\/whos-making-money-the-arsenal-trade-after-ukraine-and-iran,20929\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/article-20929-thumb.jpg\" alt=\"Who's making money? The arsenal trade after Ukraine and Iran\" class=\"w-100\"\/><\/a><\/p>\n<p>By July 1940, the RAF had some six hundred Spitfires on strength, a fully operational radar chain that could see a raid forming over the<a data-auth=\"NotApplicable\" data-linkindex=\"47\" href=\"https:\/\/en.wikipedia.org\/wiki\/Pas-de-Calais\" id=\"OWA9a242ed0-8934-4618-e3de-bc481d8acab5\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Pas-de-Calais\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"48\" href=\"https:\/\/en.wikipedia.org\/wiki\/Pas-de-Calais\" id=\"OWA9a242ed0-8934-4618-e3de-bc481d8acab5\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Pas-de-Calais\">Pas-de-Calais<\/a>\u00a0before its engines warmed, and just enough trained pilots to absorb the losses that Dowding&#8217;s margin required.<\/p>\n<p>Germany acquired \u0160koda. Britain \u2013\u00a0and through Britain, Australia \u2013\u00a0acquired the instruments of its own survival. The trade was asymmetric, and history has stubbornly ratified it.<\/p>\n<p>Hitler himself understood this better than his later admirers. The F\u00fchrer&#8217;s preferred 1938 war was the one Chamberlain denied him.<\/p>\n<p>There is an Australian footnote that deserves airing, because it complicates the morality play our pundits import wholesale. He became Prime Minister in April 1939 on Lyons&#8217; death and<a data-auth=\"NotApplicable\" data-linkindex=\"61\" href=\"https:\/\/www.library.gov.au\/learn\/digital-classroom\/internment-world-war-2-1939-45\/war-europe-again-my-melancholy-duty\" id=\"OWA52391ee1-16e7-dbc5-697d-3a96f65fa15e\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.library.gov.au\/learn\/digital-classroom\/internment-world-war-2-1939-45\/war-europe-again-my-melancholy-duty\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"62\" href=\"https:\/\/www.library.gov.au\/learn\/digital-classroom\/internment-world-war-2-1939-45\/war-europe-again-my-melancholy-duty\" id=\"OWA52391ee1-16e7-dbc5-697d-3a96f65fa15e\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/www.library.gov.au\/learn\/digital-classroom\/internment-world-war-2-1939-45\/war-europe-again-my-melancholy-duty\">declared Australia at war<\/a>\u00a0that September with a wireless address that has since entered the schoolbooks. It was because he believed his counterparty. Those are different failures, and only the second is damning.<\/p>\n<p>Which raises the question of the reflex that exists to suppress. What premium is Australia paying today, and for a capability that arrives \u2013\u00a0if it arrives \u2013\u00a0in the 2040s?<\/p>\n<p>There is a broader point, and it is the one finance teaches. In conditions of radical uncertainty, the disciplined leader does not commit prematurely to a terminal strategy. He preserves optionality. He pays the premium. He invests the time in capability. He is judged \u2013\u00a0correctly \u2013\u00a0on whether the capability arrives before the option expires.<\/p>\n<p>Chamberlain&#8217;s did, and Australia got to the other side of 1940 because of it. When the last Hurricane climbed from<a data-auth=\"NotApplicable\" data-linkindex=\"73\" href=\"https:\/\/en.wikipedia.org\/wiki\/RAF_Biggin_Hill\" id=\"OWA1c2dd28a-4235-9941-e88c-390292bdc613\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/RAF_Biggin_Hill\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"74\" href=\"https:\/\/en.wikipedia.org\/wiki\/RAF_Biggin_Hill\" id=\"OWA1c2dd28a-4235-9941-e88c-390292bdc613\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/RAF_Biggin_Hill\">Biggin Hill<\/a>\u00a0on<a data-auth=\"NotApplicable\" data-linkindex=\"75\" href=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain_Day\" id=\"OWA889414c3-9e7f-9b94-9b05-a417e525f4bc\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain_Day\">\u00a0<\/a><a data-auth=\"NotApplicable\" data-linkindex=\"76\" href=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain_Day\" id=\"OWA889414c3-9e7f-9b94-9b05-a417e525f4bc\" rel=\"noopener noreferrer nofollow\" target=\"_blank\" title=\"https:\/\/en.wikipedia.org\/wiki\/Battle_of_Britain_Day\">15 September 1940<\/a>, it flew on wings funded, tooled, and scheduled by a chancellor-turned-prime-minister whom history has filed under weakness.<\/p>\n<p>The man with the paper was also the man with the Spitfires.
