MOSCOW, May 25 (Reuters) – The Russian central bank said on Monday it had filed a second claim \u200cwith the General Court of the European Union, challenging \u200cthe EU regulation that allows the use of Russia’s frozen sovereign assets \u200bto repay the EU’s loan to Ukraine.<\/p>\n
“The EU\u2019s framework challenged by the Bank of Russia treats its sovereign assets as an element of financial support for a third country, altering \u200cthe legal and economic \u2060regime of sovereign assets,” the central bank said.<\/p>\n
The regulation, dated February 24, 2026, said the \u2060EU’s loan to Ukraine should be repaid only when Ukraine receives reparations from Russia for its invasion in 2022, while the \u200bEU \u200bshould reserve the right to \u200buse Russia’s frozen assets to \u200crepay Ukraine’s debt.<\/p>\n
The Russian central bank estimates that about $300 billion of Russia’s sovereign funds have been frozen by Western countries. Most of these assets are frozen in Europe and are held at the Belgian depository Euroclear.<\/p>\n
Last March, the central \u200cbank challenged a move in December \u200b2025 to freeze its assets in \u200bEurope indefinitely, arguing \u200bthat the freeze was introduced with “serious procedural violations.” \u200cThe claim was also filed \u200bwith the EU’s \u200bGeneral Court.<\/p>\n
On May 15, a court in Moscow upheld the Russian central bank’s claim to recover damages from \u200bEuroclear related to \u200cthe freezing of assets worth 18.17 trillion roubles ($253.77 billion).<\/p>\n
