The inquiry has heard that reports in 2023 and 2024 had warned that data breaches were high.<\/p>\n
Mr Ivory asked: \u201cIs that a challenge the trust has recognised then, that there is a problem with clinicians, nurses, other staff, accessing records inappropriately in the trust?\u201d<\/p>\n
\u201cYes, that is,\u201d Dr Shehmar replied.<\/p>\n
Mr Ivory asked what the cultural challenge was that kept data breaches high.<\/p>\n
\u201cDespite those communication campaigns, which were hard hitting, despite policies, despite procedures, we are still finding there are data breaches and that people have accessed records where they do not have a legitimate reason to do so,\u201d the doctor explained.<\/p>\n
A NUH report noted there was a misconception that staff thought they could access any medical record.<\/p>\n
Dr Shehmar said some staff thought they had \u201ccarte blanche\u201d to access records for education, which was untrue.<\/p>\n
She added: \u201cWe have got evidence that some people accessed the records, despite that, and we have got some evidence of some individuals who were accessing records for their own interest\u201d<\/p>\n
Mr Ivory said: \u201cFor voyeurism, essentially?”<\/p>\n
