{"id":990312,"date":"2026-05-28T14:15:21","date_gmt":"2026-05-28T14:15:21","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/990312\/"},"modified":"2026-05-28T14:15:21","modified_gmt":"2026-05-28T14:15:21","slug":"next-london-plan-set-to-be-streamlined-to-help-boost-housebuilding","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/990312\/","title":{"rendered":"Next London Plan set to be &#8216;streamlined&#8217; to help boost housebuilding"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>The strategic planning document looks likely to contain fewer restrictions and directions from City Hall on where and how new homes should be built, reports Kumail Jaffer, Local Democracy Reporter<\/strong><\/p>\n<p><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2026\/05\/City-Hall-1.jpg\" alt=\"\" class=\"wp-image-137534\"  \/>City Hall<\/p>\n<p class=\"wp-block-paragraph\">The next London Plan will be \u201cstreamlined\u201d to ensure new housing schemes flourish across the capital, City Hall have said.<\/p>\n<p class=\"wp-block-paragraph\">The new development strategy \u2013 set to be published this summer before being eventually adopted in 2028 \u2013 could be \u201cnearer to half the length\u201d of the current one formulated in 2021, according to Jules Pipe, City Hall\u2019s deputy mayor for planning and regeneration.<\/p>\n<p class=\"wp-block-paragraph\">The intended outcome would see a less complex set of rules for developers, making schemes \u2013 especially on smaller sites \u2013 more economically viable.<\/p>\n<p class=\"wp-block-paragraph\">The Greater London Authority (GLA) is currently falling short of achieving both affordable housing targets and wider housebuilding goals set by the government.<\/p>\n<p class=\"wp-block-paragraph\">However, reforms announced last week will seek to make sure \u201cthat is clearer and easier to navigate for the housing industry and councils, stripping away duplication and simplifying policies that have been interpreted oppressively by boroughs,\u201d officials said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAlongside the mayor\u2019s wider efforts, this will mean more homes are built, particularly social and affordable housing, and it will encourage a diverse range of innovative builders to deliver more homes in the capital.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Officials will also be far more \u201cinterventionist\u201d when calling in rejected planning applications, allowing City Hall to ultimately have the final say on new homes over councils in many cases.<\/p>\n<p class=\"wp-block-paragraph\">A City Hall source said: \u201cWe\u2019re starting to see the green shoots of housing delivery once again, but we need to go a lot of further. Bringing forward a much leaner London Plan and being far more interventionist on call-ins should make a real difference.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Speaking at the UKREiiF conference in Leeds this week, Pipe said: \u201cBuilding more homes, particularly social and affordable homes, is a top priority for the Mayor.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a moral duty for us all to tackle the crisis in homelessness and make housing more affordable for working Londoners \u2013 that\u2019s why we\u2019re using all the powers at our disposal to get more homes built.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThat means a significantly streamlined London Plan with bold new policies and being even more active through direct intervention to unblock housebuilding, as we build a fairer, greener London for everyone.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The current London Plan was criticised in 2024 by former Housing Secretary Michael Gove, who commissioned a review into its effectiveness.<\/p>\n<p class=\"wp-block-paragraph\">It suggested that a proposal to construct new homes on \u201ca relatively straightforward case of a brownfield site\u201d, free from special protections would require the applicant to consult a minimum of 45 policies.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere is just so much to navigate and negotiate that it should come as no surprise that wending ones way through the application process is expensive and time-consuming, particularly for SMEs who deliver the majority of London\u2019s homes,\u201d the report states.<\/p>\n<p class=\"wp-block-paragraph\">Instructions to review parts of the London Plan were scrapped by the current Labour government shortly after entering office that same year, however, with the Ministry for Housing, Communities and Local Government suggesting a new \u201cpartnership approach\u201d to improve housing deliver in London.<\/p>\n<p class=\"wp-block-paragraph\">Last year, ministers struck a deal with City Hall to allow them to impose a time-limited affordability quota reduction on developers from 35% to 20%.<\/p>\n<p class=\"wp-block-paragraph\">At the conference Tom Copley, the deputy mayor for housing, claimed that new powers secured through the English Devolution and Community Act passed last month will allow City Hall a lower threshold for calling in applications.<\/p>\n<p class=\"wp-block-paragraph\">It will also give Mayor of London Sir Sadiq Khan renewed powers to grant planning permission through mayoral development orders. It is understood that officials have been instructed to scope out major brownfield sites near transport hubs that could benefit from this.<\/p>\n<p class=\"wp-block-paragraph\">James Small-Edwards, Labour\u2019s spokesperson for planning on the London Assembly, told the Local Democracy Reporting Service (LDRS): \u201cThis renewed commitment to tackle London\u2019s housing crisis and deliver genuinely affordable homes for Londoners is great news.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI\u2019m clear that the housing crisis is the biggest issue facing London. We need to pull every lever available to deliver more homes at prices Londoners can afford.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe mayor was elected on a clear platform to build homes and if some London boroughs aren\u2019t pulling their weight, I fully support the mayor stepping in to get more homes built.\u201d<\/p>\n<p><strong>Local news needs your support<\/strong><\/p>\n<p><strong>We are proud that we were at the forefront of reporting on the recent local elections.
